UN R127 — 03 series of amendments

Changes from 02 series of amendments

Adopted at the WP.29 187th sessionEntry into force 2023-01-04
What changed
  • Headform tests must now also be made to the windscreen, within the windscreen test area of new paragraph 2.44.
  • HIC must not exceed 1,000 over two thirds of the combined bonnet top and windscreen test areas (para. 5.2.1.). The same limit still applies over two-thirds of the bonnet top test area.
  • Until 1 September 2028, Contracting Parties must continue to grant type approvals using WAD 2,100 boundary provisions and atypical windscreen fracture test proceedings (para. 11.9.).
Why
  • The extended head impact zone is requested due to the entry into force of the revised General Safety Regulation (EU) 2019/2144.
  • Atypical windscreen fracture has been addressed by an objective definition alongside temporary provisions allowing retesting.
  • In very rare cases, the envisioned enlarged windscreen head impact zone falls on the rear part of the bonnet. A transitional provision is deemed necessary to permit the necessary structural changes in the relevant bonnet designs.

Q1What changed78 changes

Windscreen test area, opaque obscuration and shade band (paragraphs 2.44., 2.46. and 2.47.)

New paragraph 2.44. defines the “Windscreen test area” as an area on the outer surface of the windscreen. Its front, rear and side boundaries refer to the opaque obscuration, the visible edges of the windscreen material and a WAD 2,500. In the windscreen area, child headform tests apply forward of and including WAD 1,700, and adult headform tests rearward of WAD 1,700. New paragraph 2.46. defines “Opaque obscuration” as any area of the glazing preventing light transmission, but excluding any shade band, dot-printed area, text or graphics. It includes any solid black windscreen-printed area. New paragraph 2.47. defines “Shade band” as any area of the glazing with a reduced light transmittance, excluding any opaque obscuration.

"Windscreen test area" is an area on the outer surface of the windscreen. It is bound:
In the front, by a line 100 mm rearward to the opaque obscuration of the windscreen. In case of absence of the opaque obscuration, the line is measured from the front visible edge of the windscreen material.

Bonnet top test areas, WAD 2,500 and cowl monitoring area (paragraphs 2.1., 2.10., 2.16., 2.43. and 2.45.)

Paragraphs 2.1. and 2.16. now define the “Adult headform bonnet top test area” and the “Child headform bonnet top test area”. Before, they were named “Adult headform test area” and “Child headform test area”, and paragraph 2.10. now uses the new names. At the rear boundary of the adult headform bonnet top test area, WAD 2,100 becomes WAD 2,500, and paragraph 2.43. describes WAD2500 instead of WAD2100. A new footnote to WAD2500 in paragraph 2.43. adds the words “or WAD 2,100 in accordance with paragraph 11.9.” to that value. New paragraph 2.45. defines “Cowl monitoring area”, generally located near the rear of the bonnet test area and the front of the windscreen test area. It has separate boundaries for the adult head tests, if any, and for the child head tests.

"Adult headform bonnet top test area" is an area on the outer surfaces of the front structure. The area is boundedbound:
At the rear, by a WAD 2,100 2,500 or a line 82.5 mm forward of the bonnet rear reference line, whichever is most forward at a given lateral position, and

HIC limits and HIC zones (paragraph 5.2.1. and Annex 5, paragraphs 3.4.1., 3.4.2. and 3.4.4.)

Paragraph 5.2.1. covers child and adult headform tests in accordance with Annex 5, paragraphs 3., 4., and 5. In these tests, the HIC must now not exceed 1,000 over two thirds of the combined bonnet top test area and the windscreen test area. The HIC must also not exceed 1,000 over two-thirds of the bonnet top test area, and 1,700 for both headforms over the remaining test areas. Measuring points in the cowl monitoring area are not taken into consideration for these performance requirements. Annex 5, paragraphs 3.4.1., 3.4.2. and 3.4.4. now include the windscreen test area in the HIC zones, their marking and the surface calculation. The cowl monitoring area is not considered for the marking of the “HIC1000 zone” and “HIC1700 zone”.

When tested in accordance with Annex 5, paragraphs 3., 4., and 5., the HIC recorded shall not exceed 1,000 over two thirds of the combined bonnet top test area and the windscreen test area. Furthermore, the HIC recorded shall not exceed 1,000 over two-thirds of the bonnet top test area. The HIC for the remaining test areas shall not exceed 1,700 for both headforms. Measuring points located in the cowl monitoring area shall not be taken into consideration to assess the performance requirements stated in this paragraph. The respective test results are used for monitoring purposes only and do not contribute to the one-third and two-third area calculation.
The manufacturer shall identify the zones of the bonnet top test area and of the windscreen test area where the HIC shall not exceed 1,000 (HIC1000 zone) or 1,700 (HIC1700 zone) (see Figure 5).

Child and adult headform tests on the windscreen (Annex 5, paragraphs 4.1., 4.2., 4.3., 4.5., 5.1., 5.2., 5.3. and 5.5.)

Tests must now also be made to the windscreen within the boundaries defined in paragraph 2.44. For tests on the windscreen, the headform impactor must not directly contact the A-pillars, windscreen header and cowl, except in the case of monitoring testing. With each headform impactor, at least nine tests must be carried out over its own bonnet top and windscreen test areas together. Where possible, at least one of these nine tests must be carried out on the windscreen test area. At the discretion of the technical service, one of these nine tests may be conducted (in any third) in the cowl monitoring area. For each test on the windscreen, an undamaged and untested windscreen must be used.

Tests shall be made to the front structure within the boundaries as defined in paragraph 2.16. of this Regulation. Test shall also be made to the windscreen within the boundaries as defined in paragraph 2.44. For tests on the rear area of the bonnet top, the headform impactor shall not contact the windscreen or A-pillar before impacting the bonnet top. For tests on the windscreen, the headform impactor shall not directly contact the A-pillars, windscreen header and cowl, except in the case of monitoring testing.
A minimum of nine tests shall be carried out with the child headform impactor over the areas prescribed by the child bonnet top test area and the child windscreen test area together, with three tests each to the middle and the outer thirds of the child/small adult bonnet top test areas, at positions judged to be the most likely to cause injury. Where possible, at least one of these nine tests shall be carried out on the windscreen test area. Furthermore, and at the discretion of the technical service, one of these nine tests may be conducted (in any third) in the cowl monitoring area.

Atypical windscreen fracture behaviour and repeated tests (paragraph 2.48. and Annex 5, paragraphs 4.8. and 5.8.)

New paragraph 2.48. defines “Atypical windscreen fracture behaviour” as a headform to windscreen impact that results in at least one of two listed cases. The cases refer to the derivation of the headform acceleration, the time at which a minimum acceleration value is reached, and the visible glass breaking. Under Annex 5, paragraphs 4.8. and 5.8., tests may be repeated in case of atypical windscreen fracture. Where the HIC value exceeds or is equal to the respective limit of the head impact zone, the repetition is at the manufacturer’s request. In this case, the maximum number of repetitions on a measuring point is 3 (4 tests total). The technical service may request repeats where the HIC is below the limit, for instance with underlying structures within 100 mm of the measuring point.

"Atypical windscreen fracture behaviour" is where the headform to windscreen impact results in at least one of the following cases:
The absolute value of the minimum value of the derivation of the headform acceleration versus time is below 180 g/ms for the first 4 ms after the initial contact of the headform to the windscreen; or

Monitoring tests on A-pillars, windscreen header and cowl (Annex 5, paragraphs 4.9. and 5.9., and Annex 1, Part 2, items 16. to 16.3.)

If the A-pillars and/or windscreen header incorporate pedestrian or bicyclist head injury mitigation features, additional monitoring tests must be carried out on such structure. The manufacturer must declare such features, for example an external airbag, deployable structure or energy absorption elements. Contracting Parties may indicate that monitoring results are not required for the approval to be recognised and accepted by them. In such case, the measuring points on the A-pillars, windscreen header and/or cowl must be selected as agreed between the technical service and the manufacturer. The manufacturer may also voluntarily request monitoring tests for other innovative solutions that reduce head injury levels from head contact with A-pillars and/or windscreen header. The monitoring results must be detailed in new point 16 of the type-approval communication form (Annex 1, Part 2).

If the A-pillars and/or windscreen header incorporate pedestrian or bicyclist head injury mitigation features, which shall be declared by the manufacturer (e.g. external airbag, deployable structure, energy absorption elements) additional monitoring tests shall be carried out on such structure. Contracting parties may indicate that monitoring results are not required for the approval to be recognised and accepted by such contracting party.
In such case the measuring points on the A-pillars, windscreen header and/or cowl shall be selected as agreed between the technical service and the manufacturer so that the effectiveness of the protection can be scientifically assessed. For that purpose, it is not required to observe the prescribed clearance distances or exclusion areas.

Approval number, approval mark and transitional provisions (paragraphs 4.2. and 11.5. to 11.13., and Annex 2)

In paragraph 4.2. and Annex 2, the approval number digits and the example approval mark now refer to the 03 series of amendments. From 7 July 2024, Contracting Parties are not obliged to accept type approvals to the preceding series first issued after 7 July 2024. Until 7 July 2026, they must accept type approvals to the preceding series first issued before 7 July 2024. From 7 July 2026, they are not obliged to accept type approvals issued to the preceding series. Until 1 September 2028, they must continue to grant type approvals using the atypical windscreen fracture test proceedings and the WAD 2,100 boundary provisions. Until 1 September 2029, they must continue to accept type approvals issued using the WAD 2,100 boundary provisions (para. 11.10.).

An approval number shall be assigned to each type approved; its first two digits (at present 02 03 corresponding to the 02 03 series of amendments) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party shall not assign the same number to another vehicle type.

Q2Why it changed

Proposed by
Expert from the European Commission on behalf of the drafting Task Force
Working party
GRSP, 70th session (December 2021)

Reasons

  • The extended head impact zone is requested due to the entry into force of the revised General Safety Regulation (EU) 2019/2144. That regulation will apply as from 7 July 2024 for new types of vehicle and 7 July 2026 for all new vehicles. The proposal aimed to introduce specific provisions in the UN Regulation aligned with the new provisions of that regulation.

“the proposal aimed to introduce specific provisions in the UN Regulation that were aligned with the new provisions set out in the revised General Safety Regulation (EU) 2019/2144”
  • A methodology was agreed that would enlarge the head impact zone. It would exclude or monitor headform contact with the A-pillars and windscreen header, and monitor the cowl area. Special provisions were added to request monitoring testing of any areas currently not covered by the defined enlarged headform test zone, for example external airbags.

“Special provisions have been added to request monitoring testing of any areas currently not covered by the defined enlarged head form test zone, e.g. external airbags.”
  • Atypical windscreen fracture is addressed by an objective definition alongside temporary provisions allowing retesting. Untypical breakage of mineral glass with late fracturing and (very) high deceleration values is addressed by a temporary provision allowing retesting. It provides the respective industries sufficient lead time to finalise the process of improving these properties of windscreen glazing. The 100 mm criterion of paragraph 5.8. of Annex 5 is meant to guide whether to repeat a test after atypical fracture with low HIC.

“The 100 mm criterion of paragraph 5.8. of Annex 5 is meant to give a guidance whether to repeat a test, or not, in case of an atypical fracture with low HIC value.”
  • In very rare cases, the envisioned enlarged windscreen head impact zone falls on the rear part of the bonnet, which was unforeseen. It is reasonable to include this area to protect notably bicyclists. An appropriate transitional provision is deemed necessary to permit the necessary structural changes in the relevant bonnet designs.

Q3Who is affected

Vehicle manufacturer

  • Identify the HIC1000 and HIC1700 zones of the windscreen test area too (Annex 5, paragraph 3.4.1.).
  • Make sure HIC stays at or below 1,000 over two thirds of the combined bonnet top and windscreen test areas.
  • Where an atypical windscreen fracture gives HIC at or above the limit, decide whether to request a repeat test.
  • Declare any pedestrian or bicyclist head injury mitigation features in A-pillars and/or windscreen header (Annex 5, paragraphs 4.9. and 5.9.).
  • For declared head injury mitigation features, describe the protective system, measuring points and assessment results in the information document.
  • Check the dates in paragraphs 11.6. to 11.11. for approvals to the preceding series and the WAD 2,100 boundary.

Component supplier

  • Check windscreen glazing against the cases of atypical windscreen fracture behaviour in new paragraph 2.48.
  • Give the vehicle manufacturer the opaque obscuration limits; the front and side windscreen test area boundaries use them.

Technical service / Approval authority

  • Where possible, carry out at least one of the nine tests per headform on the windscreen test area.
  • Use an undamaged and untested windscreen for each test on the windscreen.
  • Make sure tests with atypical windscreen fracture are duly recorded in the test report.
  • For declared mitigation features, agree monitoring points on A-pillars, windscreen header and/or cowl with the manufacturer.
