UN R127 Supplement 3 (04 series) · UNECE Regulation No. 127 (ECE R127) — Uniform provisions concerning the approval of motor vehicles with regard to their pedestrian safety performance.
UN R127 — Supplement 3 to the 04 series of amendments
Supplement 2 → 3
- What changed
- Annex 4, paragraph 1.4., replaces “0.0325” by “0.0339” and “0.0467” by “0.0486” in the moments of inertia of the femur and the tibia.
- The tolerances and the moment of inertia of the knee joint do not change.
- Why
- The purpose is to correct an inconsistency with UN Global Technical Regulation No. 9 Phase 2 and addendum 3 of Mutual Resolution No. 1.
- When these texts were drafted, the moment of inertia was corrected at the manufacturer’s request, but UN Regulation No. 127 was not amended.
Q1What changed1 change
Moments of inertia of the femur and the tibia (Annex 4, para. 1.4.)
In the last paragraph of Annex 4, paragraph 1.4., the femur value “0.0325” is now “0.0339” and the tibia value “0.0467” is now “0.0486”. These values apply to the femur and the tibia without the flesh and skin, including the connection parts inserted to the knee joint. They are moments of inertia about the X-axis through the respective centre of gravity. The tolerances of ± 0.0016 kgm² and ± 0.0023 kgm² do not change. The moment of inertia of the knee joint, 0.0180 kgm² ± 0.0009 kgm², does not change.
Q2Why it changed
- Proposed by
- Experts from Germany and Japan
- Working party
- GRSP, 77th session (May 2025)
Reasons
The purpose of the proposal is to correct an inconsistency. In UN Regulation No. 127, the moments of inertia of the femur and the tibia of the flexible lower legform impactor were different. They were different from those in UN Global Technical Regulation No. 9 Phase 2 and addendum 3 of Mutual Resolution No. 1.

The Informal Group on Global Technical Regulation No. 9 Phase 2 made the draft of these two texts. In its 10th meeting, the moment of inertia of the flexible lower legform impactor was corrected because of the manufacturer’s request. However, UN Regulation No. 127 was not amended.
