Q1What changed37 changes
New transitional provisions for the specific provisions related to BRRL (paragraphs 11.12. and 11.13.)
New paragraph 11.12. requires Contracting Parties applying this Regulation to continue to grant type approvals using the “specific provisions related to BRRL” until 1 September 2030, notwithstanding paragraph 11.9. New paragraph 11.13. requires Contracting Parties applying this UN Regulation to continue to accept “type approvals issued using the specific provisions related to BRRL” until 1 September 2031, notwithstanding paragraphs 11.10. and 11.11. Former paragraphs 11.12. and 11.13. are renumbered as paragraphs 11.14. and 11.15.
Footnotes on the BRRL and on WAD 2,100, and the “BRRL” abbreviation (paragraph 2.8.)
Paragraph 2.8. now gives the abbreviation “BRRL” for the “Bonnet rear reference line”. A new footnote says: “In the case where BRRL is not on the bonnet and the line 82.5mm forward of the BRRL is rearward of WAD 2100, then the rear physical edge of the bonnet shall be used as BRRL”, in accordance with paragraphs 11.12. and 11.13. One WAD 2,100 footnote now refers to “paragraphs 11.9. to 11.11.” instead of “paragraph 11.9.”. Another WAD 2,100 footnote now says “from WAD 2,100 boundary” instead of “from WAD 2,100 front boundary”.
Letter “F” in the approval number (paragraph 4.2.)
For vehicles approved “using the specific provisions related to BRRL in accordance with paragraphs 11.12. and 11.13.”, paragraph 4.2. now also lists the letter “F”. Section 2 of the approval number must be supplemented with a slash and one of these characters as applicable. A new example shows the approval number “E11*127R03/02/F*2439*01.” for a vehicle approval “using the specific provisions related to BRRL boundary”.
Windscreen test area: Figures 12 and 13, open test area and thirds (paragraphs 2.44. and 2.49.)
Paragraph 2.44. on the “Windscreen test area” now refers to new Figure 12 for its bounds. New text says: “Depending on the geometry, in case there is no intersection between (b) and (c), resulting in an open test area, then the marking shall be modified using the shortest distance to close the open test area (see figure 13)”. New paragraph 2.49. defines the “Third of the windscreen test area” as “the geometric trace of the area between the lateral boundaries of the windscreen test area as defined in paragraph 2.44.(c), measured with a flexible tape following the outer contour of the windscreen on any transverse section, divided in three equal parts”. The text “For (b): the distances of 130 mm” now reads “For (b): the distance of 130 mm”.
Cowl monitoring area: TP line at each side, “P point” and headform impactor (paragraph 2.45.)
New text says that, at each side, the cowl monitoring area is bound by the TP line (see figure 14). The “T point” is the rear corner of the bonnet top test area. The “P corner point” is the lower corner of the windscreen test area, “using a flexible tape held tautly from point T to P”. If there is “no unique "P point" where the lines defined in 2.44 (a) and (c) intersect”, the “P point” is defined by “the first contact of a vertical plane intersecting the vertical longitudinal vehicle centre-plane at an angle of 45° with the (a)-(c) transition of the windscreen test area boundary” (Figure 15). Tests assigned to any monitoring point located in the cowl monitoring area forward of and including WAD 1,700 are performed with the child headform impactor. Tests assigned to any monitoring point located in the cowl monitoring area rearward of WAD 1,700 are performed with the adult headform impactor.
Tests in the cowl monitoring area (Annex 5, paragraphs 4.2. and 5.2.)
In Annex 5, paragraphs 4.2. and 5.2. delete the words “(in any third)” from the sentence on tests in the cowl monitoring area. They now say: “Furthermore, and at the discretion of the technical service, one of these nine tests may be conducted in the cowl monitoring area”.
Jerk criterion and new Figure 16 (paragraph 2.48.)
In the definition of “Atypical windscreen fracture behaviour”, case (a) now reads “less than 180 g/ms within the first 4 ms” instead of “below 180 g/ms for the first 4 ms”. Case (a) now adds “as shown in Figure 16”, and new Figure 16 gives the jerk criterion graph and the formula “|min(da/dt)| < 180g/ms, for 0 < t < 4ms”.

Reasons
The proposal adapts and clarifies the existing provisions.
Source
“The proposal adapts and clarifies the existing provisions.”
The proposal clarifies the definition of the cowl monitoring area. On the impactor to be used, “the same WAD 1700 limit as in paragraph 2.44 "Windscreen test area" definition applies between the child and adult cowl monitoring areas”. It also makes an editorial deletion of “any third” in annex 5 and adds side limits (TP).

“Regarding the impactor to be used, the same WAD 1700 limit as in paragraph 2.44 "Windscreen test area" definition applies between the child and adult cowl monitoring areas”
“Editorial deletion of "any third" in annex 5”
“Addition of side limits (TP)”
The proposal clarifies the definition of the windscreen test area. It sets the upper corners in some special cases where the curves do not intersect, and it defines the third of the area.
