UN R127 — Supplement 5 to the 03 series of amendments

Supplement 4 → 5

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • For all tests to the windscreen, resultant acceleration and jerk versus time histories must be provided and evaluated against the atypical fracture criteria. New paragraphs 4.8. to 4.10. require the test results of the cowl monitoring area and the windscreen to be uploaded to DETA in English.
  • Contracting Parties must continue to grant type approvals with the atypical windscreen fracture test proceedings until 1 September 2033 instead of 1 September 2028.
  • For the upper legform impactor, the joint friction torque is now set to a minimum of 650 Nm but no more than 850 Nm. Before, it was set to 675 Nm ± 25 Nm.
Why
  • A clarification is needed that the definition of atypical windscreen fracture behaviour refers to the resultant acceleration of all three axes (x, y and z).
  • Atypical behaviour during windscreen tests that meet the performance criteria may not be detected. So provisions are needed as a guideline of the scope of data that must always be provided during the type approval procedure.
  • A moderate increase of the maximum torque setting is associated with no higher risk for damage to the impactor or the guidance system. But it may reduce the efforts and costs of the certification significantly.

Q1What changed28 changes

Atypical windscreen fracture criteria (para. 2.48.)

Criteria (a) and (b) of paragraph 2.48. now refer to the resultant headform acceleration. Criterion (a) now ends with “and/or” instead of “or”. Criterion (b) now says “10 ms” instead of “10 milliseconds”.

The absolute value of the minimum value of the derivation of the resultant headform acceleration versus time is less than 180 g/ms within the first 4 ms after the initial contact of the headform to the windscreen, as shown in Figure figure 16; orand/or
The minimum value of the resultant headform acceleration below 300 m/s2 between the initial peak and 10 milliseconds ms is reached later than 4 ms in the time/acceleration plot, or glass breaking which expands to the whole windshield is not visibly observed.

Windscreen test data and new Figure 6 (Annex 5, paras. 4.1. and 5.1.)

For all tests to the windscreen, resultant acceleration versus time and jerk versus time histories must be provided. They must be evaluated against the atypical fracture criteria according to paragraph 2.48. and reported for monitoring purposes according to paragraphs 4.8. to 4.10. New Figure 6 shows the evaluation of resultant acceleration and jerk for tests to the windscreen. A new note accepts both alternatives: 1 graph for each criterion or 1 graph for both criteria.

Tests shall be made to the front structure within the boundaries as defined in paragraph 2.16. of this Regulation. Test shall also be made to the windscreen within the boundaries as defined in paragraph 2.44. For all tests to the windscreen, resultant acceleration versus time and jerk (derivation of the resultant acceleration) versus time histories must be provided and evaluated against the atypical fracture criteria according to paragraph 2.48. (see Figure 6) and reported for monitoring purpose according to paragraphs 4.8. to 4.10. For tests on the rear area of the bonnet top, the headform impactor shall not contact the windscreen or A-pillar before impacting the bonnet top. For tests on the windscreen, the headform impactor shall not directly contact the A-pillars, windscreen header and cowl, except in the case of monitoring testing.
Tests shall be made to the front structure within the boundaries as defined in paragraph 2.1. of this UN Regulation. (see Figure 6) and reported for monitoring purposes according to paragraphs 4.8. to 4.10. For tests at the rear of the bonnet top, the headform impactor shall not contact the windscreen or A-pillar before impacting the bonnet top. For the tests on the windscreen, the headform impactor shall not directly contact the A-pillars, windscreen header and cowl, except in the case of monitoring testing.

Sharing test results through DETA (paras. 4.8. to 4.10.)

Under paragraph 4.8., each Contracting Party, by its Approval Authority, must inform the other Approval Authorities about the cowl monitoring area and windscreen test results. This information must be shared when an approval is first granted, and with each extension when new tests in these areas have been performed. This information is intended to be shared for the collection and analysis of the cowl area and atypical windscreen fracture behaviour. Paragraph 4.9. requires the upload of this information in English to the secure internet database “DETA”. Paragraph 4.10. requires the Approval Authority to upload the type approval and these test results to DETA within 14 days after the day of granting. A new footnote gives the web address https://www.unece.org/trans/main/wp29/datasharing.html.

Each Contracting Party applying this Regulation shall notify and inform by its Approval Authority other Approval Authorities of the Contracting Parties applying this UN Regulation about the test results of the cowl monitoring area and the windscreen.
This information shall be shared (a) when granting an approval according to this Regulation for the first time and (b) with each extension when new tests in these areas have been performed.

Additional character in the approval mark for WAD 2,100 boundary approvals (para. 4.4.3., Annex 2)

New paragraph 4.4.3. requires an additional character after the type approval number in the approval mark. This character distinguishes vehicles approved based upon the specific provisions related to WAD 2,100 boundary from vehicles approved with the extended WAD 2,500 boundary. The letter should be chosen according to paragraph 4.2. In Annex 2, the letter “T” now indicates an approval granted using the specific provisions on WAD 2,100 boundary in accordance with paragraph 11.9. The Annex 2 example mark also changes, and the text under the heading now refers to paragraphs 4.4. to 4.4.3.

The approval mark shall contain an additional character after the type approval number, the purpose of which is to distinguish vehicles for which the approval has been granted based upon the specific provisions related to WAD 2,100 boundary versus vehicles approved with the extended WAD 2,500 boundary. This letter should be chosen according to paragraph 4.2.

Q2Why it changed

Proposed by
Experts from Germany and the Kingdom of the Netherlands; expert from Germany (Annexes 4 and 6)
Working party
GRSP, 78th session (December 2025)

Reasons

  • Paragraph 2.48. contains the definition of atypical windscreen fracture behaviour. A clarification is needed that this definition refers to the resultant acceleration of all three axes (x, y and z).

    Source
“A clarification is needed that the resultant acceleration of all three axes (x, y and z) is referred to in this definition.”
  • The change also clarifies that all three alternatives are allowed: criterion (a) only, criterion (b) only, or both (a) and (b).

    Source
“Also it is clarified that all three alternatives are allowed:”
  • Paragraphs 4.8. and 5.8. of Annex 5 require tests with atypical windscreen fracture to be duly recorded in the test report. But atypical behaviour during windscreen tests that meet the performance criteria may not be detected. So provisions are needed as a guideline of the scope of data that must always be provided during the type approval procedure.

    Sources (2)
“prescribe tests with atypical windscreen fracture to be duly recorded in the test report.”
“However, since atypical behaviour during windscreen tests meeting the performance criteria may not be detected, provisions are needed as a guideline of the scope of data that must always be provided during the type approval procedure.”
  • The proposals change the torque values of the upper legform impactor to avoid damaging it during tests.

    Source
“with proposals to change the torque values of the upper legform impactor to avoid damaging it during tests.”
  • The relatively small corridor for the setting, with an upper limit of 700 Nm, may lead to unnecessary burden during the quasistatic certification. It is recommended to raise the upper limit to 850 Nm for a broader certification corridor. This moderate increase is associated with no higher risk for damage to the impactor or the guidance system. But it may reduce the efforts and costs of the certification significantly.

“the relatively small corridor for the setting with an upper limit of 700 Nm may lead to unnecessary burden during the quasistatic certification.”
“Since a moderate increase of the maximum torque setting for obtaining a broader certification corridor is associated with no higher risk for damage to the impactor or the guidance system”
“but may reduce the efforts and costs of the certification significantly, it is recommended to raise the upper limit to 850 Nm.”
