UN R13 Supplement 16 (11 series) · UNECE Regulation No. 13 (ECE R13) — Uniform provisions concerning the approval of vehicles of categories M, N and O with regard to braking.
UN R13 — Supplement 16 to the 11 series of amendments
Supplement 15 → 16
- What changed
- Disconnection of the braking surfaces of the parking braking system may now also be controlled “from a remote control device, by a system incapable of being brought into action by a leak” (para. 5.2.1.10.). Before, the disconnection had to be controlled exclusively by the driver from his driving seat.
- The remote control device must be part of a system “fulfilling the technical requirements of an ACSF of Category A in the 02 series of amendments to UN Regulation No. 79 or later series of amendments”.
- After “the ignition/start switch which controls the electrical energy for the braking equipment has been switched off and/or the key removed”, releasing of the parking braking system must be prevented, but it may now be released “when this action is part of an operation of a remote control system fulfilling the technical requirements of an ACSF of Category A as specified in the 02 series of amendments to UN Regulation No. 79 or later series of amendments” (para. 5.2.1.26.4.).
- Why
- The expert from OICA introduced GRRF-86-16-Rev.1 with provisions related to the introduction of Remote Controlled Parking (RCP) in UN Regulation No. 79 (Steering equipment).
Q1What changed4 changes
Disconnection of the braking surfaces of the parking braking system (para. 5.2.1.10.)
Disconnection of the braking surfaces of the parking braking system is permitted only on condition that it is controlled “by the driver from his driving seat or from a remote control device”. Before this supplement, the disconnection had to be controlled exclusively by the driver from his driving seat. Both before and after this supplement, the control must be by a system incapable of being brought into action by a leak. The remote control device must be part of a system “fulfilling the technical requirements of an ACSF of Category A in the 02 series of amendments to UN Regulation No. 79 or later series of amendments”.
Release of the parking braking system by a remote control system (para. 5.2.1.26.4.)
Paragraph 5.2.1.26.4. covers the time after “the ignition/start switch which controls the electrical energy for the braking equipment has been switched off and/or the key removed”. It must then remain possible to apply the parking braking system, and releasing must be prevented. A new sentence adds that the parking braking system may also be released “when this action is part of an operation of a remote control system fulfilling the technical requirements of an ACSF of Category A as specified in the 02 series of amendments to UN Regulation No. 79 or later series of amendments”.
Short disconnection transients: “one second” instead of “1 s” (para. 5.2.1.10.)
In the case of short disconnection transients, incomplete compensation is accepted. But within one second, this compensation must attain at least 75 per cent of its final value. Before this supplement, the text said “1 s” instead of “one second”.
