UN R13 Supplement 17 (11 series) · UNECE Regulation No. 13 (ECE R13) — Uniform provisions concerning the approval of vehicles of categories M, N and O with regard to braking.

UN R13 — Supplement 17 to the 11 series of amendments

Supplement 16 → 17

Adopted at the WP.29 182nd sessionEntry into force 2021-06-09
What changed
  • Annex 7, para. 1.2.2.3. covers a power-driven vehicle to which the coupling of a trailer is authorized and with a pneumatic control line. After the paragraph 1.2.1. test, its control line requirement now applies at the additional (ninth) actuation of the service braking system control.
  • Annex 7, Part B, para. 1.2.2.3. covers a power-driven vehicle authorized to tow a trailer. After the paragraph 1.2.1. test, its control line requirement now applies at the additional actuation of the service braking system control.
  • For trailers, Annex 7, para. 1.3.1. now names the additional actuation: the ninth for the energy level supplied to the operating members. For vacuum braking systems, it is the additional (fifth) actuation, after a test of four full-stroke actuations of the trailer's service braking system.
Why
  • The text did not clearly say whether to measure the control line pressure at the eighth or at the additional (ninth) actuation.
  • Technical services read the text in different ways: some checked the residual pressure in the control line at the eighth actuation, others at the ninth.
  • It was pointed out that trailer tests had a similar uncertainty about the number of actuations of the service braking system.

Q1What changed4 changes

Control line requirement at the additional actuation (Annex 7, Parts A and B, para. 1.2.2.3.)

One paragraph 1.2.2.3. of Annex 7 covers a power-driven vehicle to which the coupling of a trailer is authorized and with a pneumatic control line. After the test of paragraph 1.2.1., its pneumatic control line requirement now applies at the additional (ninth) actuation of the service braking system control. Part B (vacuum braking systems) covers a power-driven vehicle authorized to tow a trailer. After the test of paragraph 1.2.1., its control line requirement now applies at the additional actuation of the service braking system control. In both parts, the level must not fall below one-half of the figure obtained at the first brake application. Before this supplement, the two paragraphs did not name an additional actuation.

In the case of power-driven vehicle to which the coupling of a trailer is authorized and with a pneumatic control line, the supply line shall be stopped and a compressed-air reservoir of 0.5 litre capacity shall be connected directly to the coupling head of the pneumatic control line. Before each braking operation, the pressure in this compressed-air reservoir shall be completely eliminated. After the test referred to in paragraph 1.2.1. above, at the additional (ninth) actuation of the service braking system control, the energy level supplied to the pneumatic control line shall not fall below a level equivalent to one-half the figure obtained at the first brake application.
In the case of a power-driven vehicle authorized to tow a trailer, the supply line shall be stopped and an energy storage device of 0.5 litre capacity shall be connected to the control line. After the test referred to in paragraph 1.2.1. above, at the additional actuation of the service braking system control, the vacuum level provided at the control line shall not have fallen below a level equivalent to one-half of the figure obtained at the first brake application.

Trailer energy storage devices at the additional actuation (Annex 7, Parts A and B, para. 1.3.1.)

One paragraph 1.3.1. of Annex 7 keeps the eight full-stroke actuations of the towing vehicle's service braking system. The energy level requirement now refers to the energy obtained at the additional (ninth) actuation of the towing vehicle's service braking system. This level must not fall below one-half of the first brake application figure, without actuating either the trailer's automatic or parking braking system. Part B (vacuum braking systems) keeps the test of four full-stroke actuations of the trailer's service braking system. Its vacuum level requirement at the user points now applies at the additional (fifth) actuation. Before this supplement, neither paragraph named an additional actuation.

The energy storage devices (energy reservoirs) with which trailers are equipped shall be such that, after eight full-stroke actuations of the towing vehicle's service braking system, the energy level supplied to the operating members using the energy obtained at the additional (ninth) actuation of the towing vehicle's service braking system, does not fall below a level equivalent to one-half of the figure obtained at the first brake application and without actuating either the automatic or the parking braking system of the trailer.
The energy storage devices (energy reservoirs) with which trailers are equipped shall be such that after a test comprising four full-stroke actuations of the trailer's service braking system, at its additional (fifth) actuation the vacuum level provided at the user points shall not have fallen below a level equivalent to one-half of the value obtained at the first brake application after a test comprising four full-stroke actuations of the trailer's service braking system.

Q2Why it changed

Proposed by
Expert from the Russian Federation
Working party
GRVA, 5th session (February 2020)

Reasons

  • A technical service and one of its customers did not agree on how to read the test methods of Annex 7. The test reports of different technical services also showed different interpretations.

    Sources (2)
“a disagreement between a technical service and one of their customers on the interpretation of the test methods according to the UN Regulation No. 13, Annex 7”
“The review of the available test reports of the different technical services shown that they have different interpretation of the afore-said provisions of the Regulation”
  • For paragraph 1.2.2.3., the text did not clearly indicate when to measure the control line pressure. The options were the last (eighth) actuation of the service braking system control or the additional (ninth) actuation. Some technical services checked the residual pressure at the eighth actuation, others at the ninth.

    Sources (2)
“the text of the Regulation does not clearly indicate when the pressure in the control line shall be measured – at the last (eighth) pressing the control of the service braking system or at the additional (ninth) actuation”
“some check the residual pressure in the control line at the eighth actuation of the service braking system control, but others do that at the ninth actuation”
  • Under paragraph 15.7 of ISO 7635:2006, the pneumatic control line pressure is measured at the ninth actuation of the service braking system control. To remove the discrepancies, it was proposed to clarify that the residual energy in the control line is to be measured at the additional actuation.

    Sources (2)
“According to that procedure (paragraph 15.7 of ISO 7635:2006), the evaluated pressure in the pneumatic control line is measured at the ninth actuation of the service braking system control.”
“For elimination of discrepancies, it is proposed to clarify in UN Regulation No. 13, Annex 7, Sections A and B, paragraph 1.2.2.3. that the level of residual energy in the control line shall be measured at the additional actuation”
  • For consistency, the wording was aligned for both paragraphs 1.2.2.3. in Parts A and B of Annex 7.

    Source
“for the sake of consistency, the proposed wording was aligned for the both paragraphs 1.2.2.3. in Parts A and B of Annex 7”
  • At the fourth GRVA session, a similar uncertainty in trailer tests was pointed out: the number of actuations of the service braking system. For this reason, the proposal also included changes to both paragraphs 1.3.1. in Parts A and B of Annex 7.

    Sources (2)
“it was pointed out that there was a similar uncertainty with regard to the number of actuations of the service braking system in trailer tests”
“so the corresponding modifications were also proposed for the both paragraphs 1.3.1. in Parts A and B of Annex 7”
