Supplement 22 → 23
- What changed
- Annex 15, paragraph 4.5.1., now refers to Type-II tests of Annex 4, paragraph 1.6 (six per cent slope) or 1.8.2.5 (b) (seven per cent slope).
- A new paragraph covers M3 and N3 vehicles that need a Type-IIA test under Annex 4, paragraph 1.6.4., and meet it only by paragraph 1.8.2.5. Their brake linings must be tested by the procedure of Annex 4, paragraph 1.8.2.5 (b).
- Why
- The proposal intended to align the provisions of Annex 15 with those in Annex 4, for the Type II test.
- The proposer also aimed to overcome double work in brake lining tests and to make sure that there is a level playing field.
Q1What changed4 changes
Type II test of brake linings in Annex 15 (para. 4.5.1. and a new paragraph)
Paragraph 4.5.1. of Annex 15 now refers to the Type-II test as required by Annex 4, paragraph 1.6 or 1.8.2.5 (b). The text adds “i.e. with a six per cent slope” for paragraph 1.6 and “i.e. with a seven per cent slope” for paragraph 1.8.2.5 (b). As before, this test is required only if the friction brakes are used for the Type-II test on the vehicle type in question. A new paragraph covers brake linings for M3 and N3 vehicles that must undergo a Type-IIA test under paragraph 1.6.4. of Annex 4. If they meet it only by applying paragraph 1.8.2.5 of Annex 4, their brake linings must be tested to the procedure of paragraph 1.8.2.5 (b).
Editorial changes in the Type II test of Annex 15 (paras. 4.5. and 4.5.2.)
The heading of paragraph 4.5. now reads “Type II test” instead of “Type-II test”. In paragraph 4.5.2., the word “category” now starts with a capital letter: “Category M3”, “Category N3” and “Category O4”.

- GRVA, 19th session (June 2024)
Reasons
The expert from the Netherlands presented a revised proposal (GRVA-19-11) for amendments to UN Regulation No. 13. It intended to align the provisions of Annex 15 with those in Annex 4, for the Type II test.

Proposer's reason (informal document GRVA-19-11)
In September 2020, GRVA adopted ECE/TRANS/WP.29/GRVA/2020/36 as modified by GRVA-07-73/Rev.1. This essentially gave vehicles with electric regenerative braking the option of the Type II endurance test of Annex 4, paragraph 1.8.2.5 (b). It is an alternative to a regular endurance brake.

“During the September 2020 GRVA session document ECE/TRANS/WP.29/GRVA/2020/36 as modified by informal document GRVA-07-73/Rev.1 was adopted”
“the possibility to use, in case of vehicles with electric regenerative braking possibilities, the Type II endurance test as required by Annex 4 paragraph 1.8.2.5 (b) as alternative to a regular endurance brake”
Proposer's reason (informal document GRVA-19-11)
At that time, the procedure and requirements of Annex 15 on alternative brake linings were not amended. They referred only to the Type 0, I and II tests of Annex 4, paragraph 1.6, and to the Type III test. A manufacturer could use the Type II test of Annex 4, paragraph 1.8.2.5 (b), with a standard brake lining. If it later wanted an alternative brake lining, it could use Annex 15, but Annex 15 did not refer to that test.

“At the time, the procedure and requirements of Annex 15 on alternative brake lining have not been amended and refer only to the Type 0, I, II as requested by Annex 4 paragraph 1.6 and the Type III test.”
“In case of a manufacturer making use of the above standing Type II test as required by Annex 4 paragraph 1.8.2.5 (b), applying a certain (‘standard’) brake lining and this manufacturer later on wants to apply an alternative brake lining”
“it can make use of the existing procedure as described in Annex 15. However, this Annex does not refer to the Type II test as required by Annex 4 paragraph 1.8.2.5 (b).”
Proposer's reason (informal document GRVA-19-11)
Paragraph 1.3 of Annex 15 makes it possible to demand additional tests according to Annex 4. But in that case, the test must be done twice, with the standard and with the alternative brake lining. The proposal aimed to overcome this double work and to make sure that there is a level playing field.
Submitted by Experts from the Netherlands. Working party adoption: ECE/TRANS/WP.29/GRVA/19, para. 76.
Sources (3)
“Based on paragraph 1.3 of the same Annex 15 it is possible to demand additional tests according to Annex 4”
“however in such case the test needs to be executed twice so with and standard an alternative brake lining which is double work”
“To overcome such double work and to ensure a level playing field, it is proposed to clarify the need to use, when relevant, the Type II test as required by Annex 4 paragraph 1.8.2.5 (b) in Annex 15.”
