Changes from 11 series of amendments (supplement 18)
- What changed
- Paragraph 5.2.1.26.4. now requires the parking brake to apply automatically, at least when the vehicle is detected to be stationary and (a) or (b) applies. Item (a) is the switch-off of the ignition/start switch which controls the electrical energy for the braking equipment, and/or key removal. Item (b) is that the driver is deemed to leave the driving seat, with an alternative for vehicles of category M.
- New paragraph 2.3.7. of Annex 4 says how the automatic activation of the parking brake must be checked.
- From 1 September 2024, Contracting Parties need not accept type approvals to the preceding series first issued after that date (para. 12.2.). From 1 September 2026, Contracting Parties need not accept type approvals to the preceding series (para. 12.4.). Paragraph 12.5. makes an exception for vehicles not affected by the 12 series changes.
- Why
- The proposal is an amendment to the electric parking brake provisions in UN Regulation No. 13.
- The expert from OICA said that a new series of amendments was necessary. He said the proposal would impact the design of vehicles and would therefore need to provide lead time.
- The expert from Germany confirmed that the proposal addressed his previous comments regarding buses.
Q1What changed23 changes
Automatic application of the parking brake with electric transmission (para. 5.2.1.26.4.)
Paragraph 5.2.1.26.4. now requires the parking brake to apply automatically, at least when the vehicle is detected to be stationary and (a) or (b) applies. Under (a), the ignition/start switch which controls the electrical energy for the braking equipment has been switched off and/or the key removed. Under (b), the driver is deemed to leave the driving seat, for example through detection of door opening or unfastening of seat belt. Item (b) gives an alternative for vehicles of category M. There, the parking brake must apply automatically if no driver input to any control nor brake application is detected for over 30 seconds. The driver may suppress the automatic application with a dedicated action, for example by pedal actuation or a switch.
Release of the parking brake after switch-off (para. 5.2.1.26.4.)
Paragraph 5.2.1.26.4. covers the time after the ignition/start switch which controls the electrical energy for the braking equipment is switched off and/or the key removed. As before, it must then remain possible to apply the parking braking system. Before, releasing had to be prevented; now, releasing by using the parking brake control must be prevented. The sentence on release through a remote-control system fulfilling the technical requirements of an ACSF of Category A now writes "remote-control" with a hyphen.
Check of the automatic activation of the parking brake (Annex 4, para. 2.3.7.)
New paragraph 2.3.7. of Annex 4 is a check of compliance with the requirements of paragraph 5.2.1.26.4. The automatic activation of the parking brake must be checked by stopping the engine. It must additionally be checked by leaving the cabin against the declared activation criteria and/or, for Category M vehicles, by a 30-second no-input check. In that check, no controls nor brakes are operated for at least 30 seconds.
Parking brake of the towing vehicle on a 12 per cent gradient (Annex 4, para. 2.3.2.)
Annex 4, paragraph 2.3.2. now applies to vehicles to which the coupling of a trailer is authorized. The towing vehicle's parking braking system must be able to hold the combination of vehicles stationary on a 12 per cent up or down-gradient. Before, the text said "power-driven vehicles", "a trailer / multiple trailers", "the power-driven vehicle" and "the laden combination of vehicles". The 12 per cent up or down-gradient is unchanged.
Type approvals to the 12 series and to the preceding series (paras. 12.1. to 12.4.)
Paragraph 12.1. now refers to the 12 series of amendments instead of the 11 series (11 July 2008). From the entry into force of the 12 series, no Contracting Party applying this Regulation may refuse to grant or accept 12 series type approvals. As from 1 September 2024, Contracting Parties applying this Regulation need not accept type approvals to the preceding series first issued after 1 September 2024. Until 1 September 2026, Contracting Parties applying this Regulation must accept type approvals to the preceding series first issued before 1 September 2024. As from 1 September 2026, Contracting Parties applying this Regulation need not accept type approvals issued to the preceding series.
Vehicles not affected, preceding series and extensions (paras. 12.5. to 12.7.)
Notwithstanding paragraph 12.4., Contracting Parties applying this Regulation must continue to accept preceding-series type approvals for vehicles not affected by the 12 series changes. Contracting Parties applying this Regulation may grant type approvals according to any preceding series of amendments (para. 12.6.). Contracting Parties applying this Regulation must continue to grant extensions of existing approvals to any preceding series of amendments (para. 12.7.).
Former paragraphs 12.2. to 12.7. on the 11 series deleted
The former paragraphs 12.2. to 12.7. are deleted, together with the table of application dates for the 11 series of amendments. They included dates or time limits for Supplements 2, 7 and 12 to the 11 series of amendments. They also included the rule on extensions of approvals granted on the basis of the requirement that existed at the time of the original approval.
