UN R13 Supplement 3 (12 series) · UNECE Regulation No. 13 (ECE R13) — Uniform provisions concerning the approval of vehicles of categories M, N and O with regard to braking.

UN R13 — Supplement 3 to the 12 series of amendments

Supplement 2 → 3

Adopted at the WP.29 192nd sessionEntry into force 2024-09-22
What changed
  • Paragraph 5.1.2.4.3.1. now says that the demonstration to the Technical Service includes test (a) of Annex 4, paragraph 1.8.2.5.
  • It also adds the submission of detailed documentation on the system strategies and how they make sure endurance braking requirements can always be met.
Why
  • The proposal aimed at clarifying the requirements related to the Type IIA test.
  • The proposer did not consider it abundantly clear that the Type IIA test should always be performed in one case at least. That case is a battery state of charge in which the battery is expected to absorb the descent energy.
  • The proposal aimed to foster uniform application of the regulation, and GRVA agreed with the clarifications proposed.

Q1What changed1 change

Demonstration to the Technical Service: test and documentation (para. 5.1.2.4.3.1.)

Paragraph 5.1.2.4.3.1. sets conditions under which a vehicle is deemed to comply with paragraphs 5.1.2.4.1. and 5.1.2.4.2. As before, this must be demonstrated to the satisfaction of the Technical Service. This supplement adds that the demonstration includes test (a) of Annex 4, paragraph 1.8.2.5. It adds the submission of detailed documentation that explains the system strategies and how they make sure endurance braking requirements can always be met.

This shall be demonstrated to the satisfaction of the Technical Service, including through the test specified in Annex 4, paragraph 1.8.2.5. (a) and submission of detailed documentation explaining the strategies implemented in the system and how this ensures endurance braking requirements can always be met.

Reasons

  • A query was raised in WP.15 about the amendments made by Supplement 18 to the 11 series of amendments to UN Regulation No. 13. Those amendments introduced special requirements on endurance brakes for vehicles using regenerative braking systems.
