UN R13 — 13 series of amendments
Changes from 12 series of amendments (supplement 2)
- What changed
- New item (d) adds a group of N3 vehicles with 4 axles to the vehicle stability function requirement of paragraph 5.2.1.32. These vehicles have two power-driven axles in the rear axle group and only non-driven axles in the other axle group(s), including off-road vehicles.
- Paragraph 4.2. now gives 13 as the present first two digits of the approval number, and the Annex 3 example refers to the 13 series.
- From 1 September 2026, Contracting Parties need not accept 12 series type approvals first issued after that date (para. 12.8.2.). From 1 September 2028, Contracting Parties need not accept 12 series approvals (para. 12.8.4.), except for vehicles not affected by 13 series changes (para. 12.8.5.).
- Why
- The proposal aims to equip four-axle commercial vehicles over 25 tons with a vehicle stability function, due to their specific use.
- Earlier, France suggested to mandate an electronic stability function on N3 concrete mixers with four axles. Given the difficulty to refer to “concrete mixers” in the Regulation, the proposal includes all vehicles with four axles and two power-driven rear axles.
- A new series of amendments is needed because of the change in the technical specification of the vehicles, with sufficient lead-time to update the production.
Q1What changed16 changes
Vehicle stability function on N3 vehicles with 4 axles (para. 5.2.1.32.)
Subject to paragraph 12.3., paragraph 5.2.1.32. lists the vehicle categories that must be equipped with a vehicle stability function. New item (d) covers 4-axle N3 vehicles with two power-driven axles in the rear axle group and only non-driven axles in the other axle group(s). Item (d) includes off-road vehicles, regardless of footnote 12. Footnote 12 excludes off-road vehicles, special purpose vehicles and some other vehicles from this requirement. Items (a) and (c) change only in punctuation and spacing. The vehicle stability function must include roll-over control and directional control and meet the technical requirements of Annex 21.
Approval number and approval mark examples for the 13 series (para. 4.2., Annex 3)
Paragraph 4.2. now gives 13 instead of 11 as the present first two digits of the approval number. These digits indicate the series of amendments that incorporates the most recent major technical amendments at the time of issue of the approval. In the Annex 3 example, the approval number is now 132439 instead of 112439. The example now refers to the 13 series of amendments instead of the 11 series. Three figures in Annex 3 are also replaced.
Transitional provisions: 13 series and 12 series type approvals (paras. 12.8. to 12.8.4.)
New paragraph 12.8. adds transitional provisions for the 13 series of amendments. From the entry into force of the 13 series, no Contracting Party applying this Regulation may refuse to grant or accept 13 series type approvals. As from 1 September 2026, Contracting Parties applying this Regulation need not accept 12 series type approvals first issued after 1 September 2026. Until 1 September 2028, Contracting Parties applying this Regulation must accept 12 series type approvals first issued before 1 September 2026. As from 1 September 2028, Contracting Parties applying this Regulation need not accept type approvals issued to the 12 series.
Transitional provisions: vehicles not affected, preceding series and extensions (paras. 12.8.5. to 12.8.7.)
Notwithstanding paragraph 12.8.4., Contracting Parties applying this Regulation must continue to accept 12 series type approvals for vehicles not affected by the 13 series changes. Contracting Parties applying this Regulation may grant type approvals according to any preceding series of amendments (para. 12.8.6.). Contracting Parties applying this Regulation must continue to grant extensions of existing approvals to any preceding series of amendments (para. 12.8.7.).
Q2Why it changed

- GRVA, 15th session (January 2023)
Reasons
The proposal aims to equip four-axle commercial vehicles over 25 tons with a vehicle stability function, due to their specific use. It supersedes an earlier proposal, in which France suggested to mandate an electronic stability function on N3 concrete mixers with four axles. Given the difficulty to refer to “concrete mixers” in the Regulation, the proposal includes all vehicles with four axles and two power-driven rear axles. This applies whether or not they are concrete mixers.

“This proposal aims to equip four axles commercial vehicles over 25 tons with vehicle stability function due to their specific use.”
“through which France suggested to mandate the fitment of an electronic stability function on N3 concrete mixers with four axles”
“the current proposal is to refer to and include all vehicles with four axles and two power-driven rear axles in the scope of the mandatory installation of electronic stability function, should they be concrete mixers or not”
The earlier proposal, ECE/TRANS/WP.29/GRVA/2022/14, said that concrete mixer trucks can be rather unstable when loaded. Their centre of gravity is not static, higher and not centred, as a result of the continuous rotative movement of the spinner. It also said that a significant and constant number of four-axle concrete mixer trucks roll over in France every year.

“can be rather unstable when loaded, because their centre of gravity is not static, higher and not centred, as a result of the continuous rotative movement of the spinner”
“There is a significant and constant number of four-axle concrete mixer trucks performing rollovers in France every year.”
After consultation with vehicle manufacturers, it is estimated that the proposal meets the objective of France. Most of the concrete mixers are 8x4 or 8x4/4, and only very few are 8x2. The proposal addresses higher volumes than only the concrete mixers, and also includes off-road vehicles in the scope (regardless of footnote 12).

“It is recognized that this proposal addresses higher volumes than only the concrete mixers, which are only a small fraction of 8x4 and 8x4/4 vehicles, also including offroad vehicles in the scope (regardless footnote 12).”
Given the change in the technical specification of the vehicles, a new series of amendments is needed, with sufficient lead-time to update the production.
