UN R46 Supplement 10 (04 series) · UNECE Regulation No. 46 (ECE R46) — Uniform provisions concerning the approval of devices for indirect vision and of motor vehicles with regard to the installation of these devices.

UN R46 — Supplement 10 to the 04 series of amendments

Supplement 9 → 10

WP.29 vote: 200th session (17–20 November 2026)
What changed
  • Paragraph 6.1.1.3. does not apply to mirrors with the lower edge mounted not less than 2 m above the ground (new para. 6.1.1.9.). Paragraph 6.2.2.1.1. does not apply to CMS with the lower edge mounted not less than 2 m above the ground (new para. 6.2.2.1.6.). The height applies with the vehicle loaded to its maximum technical permissible mass.
  • New paragraph 6.2.2.1.2. exempts parts of the external surface protruding less than 5 mm from paragraph 6.2.2.1.1., but their outward facing angles must be blunted. The new paragraph continues “and are considered save where such parts protrude less than 1.5 mm”.
  • Camera and monitor parts outside the vehicle with a Shore A hardness of less than 60 are now exempt from the relevant provisions (para. 6.2.2.1.4.). Inside the vehicle, for such parts below 50 Shore A on a rigid support, paragraph 6.2.2.1.1. applies only to the support (para. 6.2.2.1.5.).
Why
  • The aim is to align the requirements of the different series of amendments of UN Regulation No. 46.
  • The requirements for components inside and outside the vehicle are also to be aligned with UN Regulations Nos. 26 and 61.

Q1What changed11 changes

Mirrors and CMS mounted not less than 2 m above the ground (paras. 6.1.1.9. and 6.2.2.1.6.)

Under new paragraph 6.1.1.9., paragraph 6.1.1.3. does not apply to mirrors with the lower edge mounted not less than 2 m above the ground. Under new paragraph 6.2.2.1.6., paragraph 6.2.2.1.1. does not apply to CMS with the lower edge mounted not less than 2 m above the ground. In both cases, the height applies when the vehicle is under a load corresponding to its maximum technical permissible mass.

The requirements of paragraph 6.1.1.3. do not apply to mirrors, if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.
The requirements of paragraph 6.2.2.1.1. do not apply to CMS if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.

Parts of the external surface that protrude less than 5 mm (para. 6.2.2.1.2.)

New paragraph 6.2.2.1.2. exempts parts of the external surface protruding less than 5 mm from paragraph 6.2.2.1.1., but their outward facing angles must be blunted. The new paragraph continues “and are considered save where such parts protrude less than 1.5 mm”. On a convex surface, the projection may be found directly or from a drawing of an appropriate section of the installed component (para. 6.2.2.1.2.1.). On other surfaces, if simple measurement is not possible, a 100 mm diameter sphere is moved over the component in constant contact (para. 6.2.2.1.2.2.). The projection is the maximum variation of the distance of the sphere centre from the nominal line of the panel (see new Figure 1). The paragraph on fixing holes and recesses is now paragraph 6.2.2.1.3.

The requirements in paragraph 6.2.2.1.1. above shall not apply to parts of the external surface which protrude less than 5 mm, but the outward facing angles of such parts shall be blunted, and are considered save where such parts protrude less than 1.5 mm. For determining the dimension of the projection, the following method shall apply:
The dimension of the projection of a component which is mounted on a convex surface may be determined either directly or by reference to a drawing of an appropriate section of this component in its installed condition.

Camera and monitor parts with a low Shore A hardness (paras. 6.2.2.1.4. and 6.2.2.1.5.)

Under paragraph 6.2.2.1.4., camera and monitor parts outside the vehicle with a Shore A hardness of less than 60 are exempt from the relevant provisions. A rigid support is no longer a condition for these parts. New paragraph 6.2.2.1.5. covers camera and monitor parts inside the vehicle with a Shore A hardness of less than 50 on a rigid support. For these parts, paragraph 6.2.2.1.1. applies only to the support. Before this supplement, one paragraph covered camera and monitor parts with a Shore A hardness of less than 60 on a rigid support. For those parts, paragraph 6.2.2.1.1. applied only to the support, and the text did not separate parts inside and outside the vehicle.

For parts Parts of the camera and the monitor installed outside the vehicle which are made of a material with a Shore A hardness of less than 60 and which are mounted on a rigid support, exempt from the requirements of paragraph 6.2.2.1.1. above shall only apply to the support.relevant provisions.
In the case of parts of the camera and the monitor installed inside the vehicle which are made of a material with a Shore A hardness of less than 50 and which are mounted on a rigid support, the requirements of paragraph 6.2.2.1.1. above shall only apply to the support.

Working party
GRSG, 131st session (April 2026)

Reasons

  • The aim is to align the requirements of the different series of amendments of UN Regulation No. 46.

“The proposed amendments shall align the requirements of the different series of amendments of UN Regulation No. 46.”
  • The requirements for components inside and outside the vehicle are also to be aligned with the requirements of UN Regulations Nos. 26 and 61. This proposal is one of the documents that propose a common alignment of UN Regulation No. 46 with UN Regulations Nos. 26 and 61.

Q3Who is affected

Vehicle manufacturer

  • For high-mounted mirrors and CMS, check whether the 2 m exemption in paragraphs 6.1.1.9. and 6.2.2.1.6. applies.
  • Update documents that cite the CMS paragraph on fixing holes and recesses. It is now paragraph 6.2.2.1.3.

Component supplier

  • Find the dimension of the projection of parts of the external surface with the method in paragraphs 6.2.2.1.2.1. and 6.2.2.1.2.2.
  • Make sure outward facing angles of parts of the external surface that protrude less than 5 mm meet paragraph 6.2.2.1.2.
  • Check the Shore A hardness of camera and monitor parts outside the vehicle against paragraph 6.2.2.1.4.
  • Check the Shore A hardness of camera and monitor parts inside the vehicle against paragraph 6.2.2.1.5.

Technical service / Approval authority

  • Check the 2 m condition of paragraphs 6.1.1.9. and 6.2.2.1.6. with the vehicle loaded to its maximum technical permissible mass.
  • Use the method in paragraphs 6.2.2.1.2.1. and 6.2.2.1.2.2. to measure the projection of parts of the external surface (para. 6.2.2.1.2.). Figure 1 shows an example of this procedure.
  • Find the camera and monitor parts inside the vehicle with a Shore A hardness below 50 on a rigid support. For these parts, apply paragraph 6.2.2.1.1. only to the support (para. 6.2.2.1.5.).
