Q1What changed104 changes

Surveillance mirrors and surveillance camera-monitor-recording devices (paras. 1.1., 2.3., 15.2.1.2. and 16.3.)

New point (c) of paragraph 1.1. brings the installation of surveillance mirrors and surveillance camera-monitor-recording devices into the scope of the Regulation. These devices need not meet any technical requirement of the Regulation other than paragraphs 15.2.1.2. and 16.3., as applicable. Paragraph 16.2.5. is deleted, and paragraph 15.2.1.2. no longer says that the Regulation does not apply to surveillance mirrors. New paragraphs 16.3.1. to 16.3.4. give mounting and projection requirements for exterior surveillance cameras, and requirements for the monitors of these devices. Paragraph 2.3. now says that devices mandated by other UN Regulations are not surveillance camera-monitor-recording devices, if the other Regulation does not explicitly mention them. New items 12.1.3. and 12.1.4. of Annex 2 ask for drawings and details of surveillance mirrors and surveillance camera-monitor-recording devices.

To the installation of devices for indirect visions on vehicles of categories M and N and on vehicles of category L with bodywork at least partly enclosing the driver.;
To the installation of surveillance mirrors and surveillance camera-monitor-recording devices with regard to the requirements of paragraphs 15.2.1.2. and 16.3. respectively of this Regulation as applicable. These devices do not need to fulfil any other technical requirements of this Regulation.

One approval number for several classes and approval mark examples (para. 2.2., Annexes 1 and 5)

New point (d) of paragraph 2.2. covers a device that meets the requirements for different classes at the same time. Such a device may be approved with just one approval number. Additional symbols then show the classes that the approval covers, for example V+VI. Items 9.1.1. and 9.1.2. of Annex 1 now use plural forms, such as “class(es)”. Annex 5 now has four examples of approval marks, including one number for two classes and combined marks with UN Regulation No. 10. Example 1 now uses approval number 072439 instead of 062439, for the 07 series of amendments.

If the device for indirect vision fulfils the requirements for different classes at the same time, it may be approved as one type of device for indirect vision with just one approval number in combination with additional symbols for the specific classes of the devices for indirect vision (e.g. V+VI) covered by the approval.
Additional symbol(s) I , II, III, IV, V, VI or II or/and III or/and IV or/and V or/and VI or/and VII, specifying the class to which the type of device for indirect vision belongs. The additional symbol symbols shall be placed in any convenient position in the vicinity of the circle containing the letter "E".

External original surface, Class I mirror backside and equivalent procedures (paras. 2.7., 6.1.1.3.1., 6.1.1.6., 6.3.2., Annex 7)

The definition of “external original surface” in paragraph 2.7. now includes the support plate of devices for indirect vision. New Figure 1a shows the external original surface. Paragraph 6.1.1.6. now refers to the external original surface as defined in paragraph 2.7. Point (b) of paragraph 6.3.2. no longer refers to Regulation No. 26. Under new paragraph 6.1.1.3.1., the requirement of paragraph 6.1.1.3. does not apply to the backside of a Class I mirror. New paragraph 3. of Annex 7 allows alternative tests at the discretion of the Type Approval Authority, provided equivalence can be demonstrated.

"external External original surface" means the outside of the vehicle including the bonnet, the lid of the luggage compartment, the doors, the wings, (fender), the roof, the lighting and light-signalling devices, the visible strengthening components , the support plate of devices for indirect vision and additional external original design surfaces defined by the manufacturer excluding protruding supports for devices of indirect vision.

Hammer of the pendulum impact test (paras. 6.3.2.1.1. and 6.3.2.2.5.)

The 5 ± 1 mm thick rubber covering of the hammer sphere is now required “at least on the impact side”. The end of the hammer may have any other rigid shape with a spherical shape and the rubber covering, at least on the impact side. This is allowed if the equivalence of this shape is demonstrated through a mathematical model, to the satisfaction of the Type Approval Authority. Paragraph 6.3.2.2.5. now covers parts that limit the return of the hammer before and after the impact. The point of impact is then displaced through the centre of the reflecting surface. The Type Approval Authority or Technical Service must agree on the necessary displacement.

The end of the pendulum comprises a hammer formed by a rigid sphere with a diameter of 165 ± 1 mm , and at least on the impact side a 5 ± 1 mm thick rubber covering of Shore A hardness 50.
The end of the hammer may be formed by any other rigid shape having at least on the impact side a spherical shape and a 5 ± 1 mm thick rubber covering of Shore A hardness 50, if the equivalence of this shape is demonstrated through a mathematical model, to the satisfaction of the Type Approval Authority.

Fields of vision of Classes II, III and IV and size of reflective surfaces (paras. 15.2.4.2. to 15.2.4.4. and 15.2.4.9.3.)

For Classes II, III and IV, the additional road width that the driver must see now increases linearly between two points. For Class II: from 1 m at 4 m to 5 m at 30 m behind the vertical plane through the driver's ocular points. For Class III: from 1 m at 4 m to 4 m at 20 m behind that plane. For Class IV: from 4.5 m at 1.5 m to 15 m at 10 m behind that plane. New paragraph 15.2.4.9.3. requires reflective surfaces that are sufficiently large to accommodate the full fields of vision specified above. In paragraph 15.2.1.1.3., a reference changes from paragraph 15.2.5.4.1. to paragraph 15.2.4.1.

In addition, the road shall be visible to the driver over a width of 1 m, which is bounded by a plane parallel to the median longitudinal vertical plane and passing through the outermost point of the vehicle starting from a point 4 m behind the vertical plane passing through the driver's ocular points , while linearly increasing up to a width of 5 m wide at the point 30 m behind the vertical plane passing through the driver's ocular points (see Figure 5).

Camera-monitor systems: rearward vision information, operating readiness and magnification rounding (paras. 16.1.1.3.1., 16.1.2. and 16.1.3.1.)

New paragraph 16.1.1.3.1. defines “safety-related rearward vision information” and lists examples, such as hazard alerts, distance lines or markers, and parking guidance lines. Any additional information that the vehicle manufacturer proposes as such must be evaluated and approved by the Technical Service and Type Approval Authority. Indicators such as blind spot monitoring indicators, side indicators and temperature warnings are not considered as such information. In paragraph 16.1.2., the CMS failure example now refers to the manufacturer's definition in the warning strategy and safety concept of Annex 12. The example of a folded CMS is now limited to a folded position on the driver's request. Paragraph 16.1.3.1. now says how to round the measured value: to the nearest hundredth or thousandth, for limits with two or three decimal digits.

Safety-Related Rearward Vision Information
Safety-related rearward vision information refers to information that directly enhances the driver’s ability to identify, assess, and respond to potential hazards or obstacles in the rearward field of vision. This includes, but is not limited to:

Q2Why it changed

Proposed by
Expert from Germany on behalf of the Task Force on UN Regulation No. 46
Working party
GRSG, 129th session (April 2025)

Reasons

  • Surveillance mirrors and surveillance camera-monitor-recording devices should also be addressed by UN Regulation No. 46. The former decision to have only limited requirements was respected. The definition of a surveillance camera-monitor-recording device is amended to separate these devices from equipment required by other UN Regulations.

    Sources (2)
“these devices shall be addressed by UN Regulation No. 46 as well. The former decision to have only limited requirements was respected.”
“The definition shall be amended to delimitate these devices and their respective requirements from equipment required by other UN Regulations.”
  • The aim is to allow the approval of devices for more than one field of view under one approval number. It should also be possible to combine the marking with that of other UN Regulations, for example UN Regulation No. 10, if applicable.

    Sources (2)
“TF decided to introduce the possibility of type-approving devices for more than one “field of view” under one approval number.”
“In addition, it shall be possible to combine the marking of devices for indirect view with the marking of other UN Regulations, e.g. UN Regulation No. 10 on electromagnetic compatibility, if applicable.”
  • A drawing explains the idea of “external original surface”, and the wording of paragraph 6.1.1.6. is amended for clarity. The radius of curvature is not mandatory on the backside of Class I mirrors. The proposal adds more flexibility in the shape of the hammer, and a rubber cover at the impact side is sufficient. Following GRSG guidance from October 2024, paragraph 6.3.2.2.5. makes clear that the return of the hammer considers the pendulum movement before and after the impact. The Annex 7 test for the radius of curvature might not be feasible in some cases with a freeform mirror. Alternative tests are allowed if equivalence can be demonstrated.

“A drawing shall be added to further explain the idea of "external original surface". Additionally, the wording in paragraph 6.1.1.6. shall be amended for clarity.”
“The radius of curvature shall not be mandatory on the backside of Class I mirrors.”
“This proposal adds more flexibility in the shape of the hammer.”
“In addition, it shall be sufficient to have a rubber cover at the impact side.”
“which was given during the 128th session in October 2024, paragraph 6.3.2.2.5. was amended to clarify that the return of the hammer should consider the movement of the pendulum before and after the impact.”
“The test defined in annex 7 for evaluating the radius of curvature on the reflecting surface might not be feasible in some cases when a freeform mirror is used. Alternative tests shall be allowed, if equivalency can be demonstrated.”
  • Guidance for safety-related rearward vision information is added in paragraph 16.1.1.3.1. Paragraph 16.1.2. further clarifies operating readiness for partially folded camera wings. The CMS failure must take into account the warning strategy and the safety concept of the vehicle manufacturer. Provisions for the rounding of the magnification factors are introduced.

“Guidance for safety-related rearward vision information was added per paragraph 16.1.1.3.1.”
“The issue of operation readiness with respect to partially folded camera wings is further clarified in paragraph 16.1.2. The CMS failure shall take into account the warning strategy and the safety concept of the vehicle manufacturer.”
“Magnification Measurement – Tolerance and Rounding: Provisions for the rounding of the magnification factors are introduced.”
  • Proposer's reason (informal document GRSG-129-44-Rev.1)

The text of paragraphs 15.2.4.2. to 15.2.4.4. is updated to reflect what Figures 5, 6 and 7 indicate. The text gave only two distances, but the figures show a linear progress between the first line and the other line. New paragraph 15.2.4.9.3. explains that the size of the reflective surface and/or camera field of vision is independent of possible obstructions.

Submitted by Expert from Germany on behalf of the Task Force on UN Regulation No. 46. Working party adoption: ECE/TRANS/WP.29/GRSG/108, para. 10.

Q3Who is affected

Vehicle manufacturer

  • Check the mounting of exterior surveillance cameras against new paragraphs 16.3.1. to 16.3.3.
  • Be ready to give drawings and details of surveillance mirrors and cameras for new items 12.1.3. and 12.1.4.
  • Check the Class II, III and IV fields of vision against the new linearly increasing road widths.
  • Make sure that the reflective surfaces are large enough for the full fields of vision (para. 15.2.4.9.3.).
  • Plan for the evaluation and approval of any additional safety-related rearward vision information you propose (para. 16.1.1.3.1.).
  • Check how your explanation of the warning strategy and safety concept defines CMS failure (Annex 12, paragraph 2.3.1.).

Component supplier

  • Consider one approval number with class symbols (for example V+VI) for a device that meets several classes at once.
  • Use the new examples when you mark one number for two classes or combine marks with UN Regulation No. 10.
  • Review the backside of Class I mirrors: paragraph 6.1.1.3. does not apply to it (para. 6.1.1.3.1.).
  • To use an alternative test method under the new equivalent procedures, be ready to demonstrate its equivalence (para. 3.2.).
  • Check whether the 07 series changes affect your devices for indirect vision (para. 22.33.5.).

Technical service / Approval authority

  • Accept another hammer shape only if a mathematical model demonstrates its equivalence to the satisfaction of the Type Approval Authority.
  • Agree on the necessary displacement of the impact point when parts of the device limit the hammer return.
  • Evaluate and approve any additional safety-related rearward vision information that the vehicle manufacturer proposes (para. 16.1.1.3.1.).
  • Round the measured magnification value to the nearest hundredth or thousandth, as the digits of the limit require.
