UN R46 Supplement 1 (06 series) · UNECE Regulation No. 46 (ECE R46) — Uniform provisions concerning the approval of devices for indirect vision and of motor vehicles with regard to the installation of these devices.
UN R46 — Supplement 1 to the 06 series of amendments
Base text → Supplement 1
- What changed
- Paragraph 16.1.1.4. does not apply to some vehicles that have an ADR de-energization feature (new paragraph 16.1.1.4.1.).
- The safe-use rule for CMS activation and deactivation (Classes II and III) moves from paragraph 16.1.1. to new paragraph 16.1.1.4.
- Paragraphs 8.1. and 18.1. now refer to Article 2 and Schedule 1 to the 1958 Agreement (E/ECE/TRANS/505/Rev.3), and Annex 8, footnote 1, refers to M.R.1.
- Why
- ADR requires the electrical circuits to be broken within 10 seconds after operation of the battery master switch. This might conflict with the 120-second rule of paragraph 16.1.1.
- Chapter 8 is updated to reflect Revision 3 of the 1958 Agreement.
- The specifications of the 3-D “H”-point machine were updated and moved from R.E.3 to M.R.1.
Q1What changed11 changes
Exemption for vehicles with an ADR de-energization feature (para. 16.1.1.4.1.)
New paragraph 16.1.1.4.1. gives four items, joined by “and”. If they are all met, paragraph 16.1.1.4. does not apply to the vehicle. The first item: the vehicle has a feature specifically to enable the de-energization of the electrical circuits according to the “Agreement concerning the International Carriage of Dangerous Goods by Road (ADR)”. The second and third items: the de-energization is activated, and a control device for this feature is installed outside of the cabin. The fourth item: the user's manual must describe the impact of the activation of this feature. It must include the advice that the actuation of the control device outside is preferred.
Activation and deactivation of CMS of Classes II and III (paras. 16.1.1. and 16.1.1.4.)
The amended paragraph 16.1.1. keeps its title and the rule that the intended use must be mentioned in the operator's manual. The safe-use rule for the activation and deactivation procedure of CMS of Classes II and III moves to new paragraph 16.1.1.4. The words of this rule do not change. New paragraph 16.1.1.4. also has the rules on CMS activation when the vehicle is opened and on the periods T1 and T2. Before this supplement, the 120-second operation rule after engine switch-off was in paragraph 16.1.1.
Conformity of production references (paras. 8.1. and 18.1.)
Paragraphs 8.1. and 18.1. now refer to Article 2 and Schedule 1 to the 1958 Agreement (E/ECE/TRANS/505/Rev.3). The conformity of production procedures must conform to these general provisions. Before this supplement, the procedure had to comply with those set out in the Agreement, Appendix 2 (E/ECE/324-E/ECE/TRANS/505/Rev.2).
Reference to M.R.1 in Annex 8, footnote 1
Footnote 1 of Annex 8 now says that the procedure is described in Addendum 6 of Mutual Resolution No. 1 (M.R.1), document ECE/TRANS/WP.29/1101/Amend.5. Before this supplement, the footnote referred to Annex 1 to the Consolidated Resolution on the Construction of Vehicles (R.E.3), document ECE/TRANS/WP.29/78/Rev.4. The web address also changes.
Q2Why it changed
- Proposed by
- Expert from Germany on behalf of the Task Force on UN Regulation No. 46; expert from the Netherlands
- Working party
- GRSG, 127th session (April 2024) and 128th session (October 2024)
Reasons
The Working Party on the Transport of Dangerous Goods (WP.15) noted that problems could arise during the approval of some vehicles. These are EX/III and FL vehicles fitted with a camera monitoring system that complies with UN Regulation No. 46. Paragraph 9.2.2.8.3. of ADR requires the electrical circuits to be broken within 10 seconds after operation of the battery master switch. This might conflict with paragraph 16.1.1., which required the camera-monitor system to stay operational for at least 120 seconds after each engine switch-off. For this reason, the expert from Germany introduced GRSG-127-04-Rev.2 to amend the Regulation.

“The Working Party on the Transport of Dangerous Goods (WP.15) during its 114th session noted, on the basis of INF.18 from Germany, that problems could arise during the approval of vehicles”
“stipulates that the electrical circuits must be broken within 10 seconds after operation of the battery master switch”
“This might conflict with paragraph 16.1.1. of UN Regulation No. 46 which requires that, after each engine switch-off (intended use), the camera-monitor system remains operational for a period of at least 120 seconds.”
“Therefore, he introduced GRSG-127-04-Rev.2 to amend the UN Regulation.”
At its 128th session, GRSG agreed on the urgency of the matter and adopted GRSG-128-25 to amend paragraph 16.1.1.4.1. of ECE/TRANS/WP.29/2024/101. The expert from Germany explained that the proposal was needed by GRSG and by the Working Party on the Transport of Dangerous Goods (WP.15). He also said that it was seen as contradictory to current ADR requirements on the feature to enable the de-energization of the electrical circuits.

“He also introduced GRSG-128-25, explaining that TF had submitted this proposal of amendments in ECE/TRANS/WP.29/2024/101”
“He further explained that the proposal was needed by GRSG and by the Working Party on the Transport of Dangerous Goods (WP.15)”
“it was seen as contradictory to current ADR requirements on the feature to enable the de-energization of the electrical circuits”
“GRSG agreed on the urgency of the matter and adopted GRSG-128-25.”
Chapter 8 is updated to reflect Revision 3 of the 1958 Agreement.

The proposal updates the references to the 3-D “H”-point measurement and calibration procedure, which moved from R.E.3 to M.R.1. The specifications of the 3-D “H”-point machine were updated. A calibration procedure was also added to make sure that the 3-D “H” point machine is consistent and gives consistent test results across Regulations.

“to update the references to the three-dimensional H-point (3-D "H"-point) measurement and calibration procedure, which is updated and moved from the Consolidated Resolution on the Construction of Vehicles (R.E.3) to Mutual Resolution No. 1 (M.R.1)”
“The specifications of the 3-D "H"-point machine have been updated and transferred from R.E.3. to M.R.1.”
“A calibration procedure has also been added to ensure that the 3-D "H" point machine used for all testing in UN Regulations and UN Global Technical Regulations is consistent and provides consistent test results across Regulations.”
Proposer's reason (informal document GRSG-127-04-Rev.2)
One topic of GRSG-127-04-Rev.2 is to clarify for which classes of CMS the requirements of paragraphs 16.1.1.4. and 16.1.1.4.1. apply.
Submitted by the expert of Germany (Leader of the Task Force on UN-R 46) on behalf of the Task Force on UN-R 46. Working party adoption: ECE/TRANS/WP.29/GRSG/106, para. 11.
