UN R46 Supplement 7 (04 series) · UNECE Regulation No. 46 (ECE R46) — Uniform provisions concerning the approval of devices for indirect vision and of motor vehicles with regard to the installation of these devices.

UN R46 — Supplement 7 to the 04 series of amendments

Supplement 6 → 7

Adopted at the WP.29 180th sessionEntry into force 2020-09-25
What changed
  • To enable an improved view in special manoeuvres, new paragraph 16.1.1.1.1. permits a temporary change of the field of view, under conditions.
  • During this temporarily modified view, the requirements of paragraphs 15.2.4. on field of vision and 16.1.3. on magnification and resolution may not be fulfilled.
  • Paragraph 15.2.1.1.2. now adds that the relevant field(s) of vision of a camera-monitor system must not be used for other information. Its exception when the vehicle is moving forward at a speed above 10 km/h or backwards does not change.
Why
  • The temporary modified view is clearly described in ISO 16505:2015, so a new paragraph 16.1.1.1.1. should be introduced to UN Regulation No. 46.
  • When turning, in maneuvering or in other special driving situations with conventional mirrors, the driver can achieve an extended field of view by head movements. This is not provided with a CMS.
  • According to the amendments to the proposal submitted by Germany, the change to paragraph 15.2.1.1.2. aims to clarify the intention of this paragraph.

Q1What changed9 changes

Temporarily modified view (para. 16.1.1.1.1.)

New paragraph 16.1.1.1.1. permits a temporary change of the field of view to enable an improved view in special manoeuvres (“Temporarily modified view”). During this temporarily modified view, the requirements of paragraphs 15.2.4. on field of vision and 16.1.3. on magnification and resolution may not be fulfilled. The operation of this function must be intuitive to the driver and must not cause additional safety risks such as additional blind spots. In the case of articulated vehicles, this includes an adaptation of the modified view to cover the full length of the vehicle combination. The operation of the function must cease when the maneuver has been completed, and the CMS must return to the default view.

Temporarily modified view
To enable an improved view in special manoeuvres (e.g. where in the case of conventional mirrors the field of view is usually changed by the driver moving their head to achieve incident angle to the mirror), it shall be permitted to change temporarily the field of view, so that the requirements laid down in paragraphs 15.2.4. (field of vision) and 16.1.3. (magnification and resolution) may not be fulfilled during this temporarily modified view.

Temporarily modified view: indication, deactivation and analysis (para. 16.1.1.1.1.)

It must be indicated to the driver that a temporarily modified view is displayed. At any time, the driver must be able to deactivate the function. The operator’s manual must inform the driver accordingly. The vehicle manufacturer must demonstrate the improvement of the view by an analysis to the satisfaction of the Technical Service and the Type Approval Authority.

Documentation referred to in paragraph 16.1.1.1.1., if applicable (para. 13.5. and Annex 2, item 12.1.2.2.9.)

The list of documents that the applicant must provide with the CMS (para. 13.5.) has a new item (d): “Documentation referred to in paragraph 16.1.1.1.1., if applicable”. Item (c) now ends with a semicolon. The model of information document in Annex 2 has a new item 12.1.2.2.9. for the same documentation, if applicable.

Field(s) of vision of a camera-monitor system not used for other information (para. 15.2.1.1.2.)

Paragraph 15.2.1.1.2. applies in the case a camera-monitor system is used for rendering (the) field(s) of vision. When the ignition is on or the vehicle master control switch is activated (whichever is applicable), the relevant field(s) of vision must meet two requirements. As before, they must be permanently visible to the driver. The paragraph now adds that they must not be used for other information. As before, there is an exception when the vehicle is moving forward at a speed above 10 km/h or backwards. Then the monitor or the part of the monitor intended for rendering the Class VI field of vision may be used for other information.

However, when the vehicle is moving forward at a speed above 10 km/h or backwards, the monitor or the part of the monitor intended for rendering the Class VI field of vision may be used for other information. Multiple images may be used or displayed provided that the monitor has been approved in this mode.

Q2Why it changed

GRSG, 117th session (October 2019)

Reasons

  • The temporary modified view is clearly described in ISO 16505:2015. A new paragraph 16.1.1.1.1. should therefore be introduced to UN Regulation No. 46 for the “Temporary modified view”.

“The temporary modified view is clearly described in ISO 16505:2015. A new point 16.1.1.1.1. “Temporary modified view” should therefore be introduced to UN Regulation No. 46.”
  • In general, there are many possibilities to improve the picture for special driving situations in comparison to conventional mirrors. An example is a bigger field of view that does not fulfil the requirements of magnification in low speed situations (like reversing).

“In general, there are many possibilities to improve the picture for special driving situations in comparison to conventional mirrors, by e.g. showing a bigger field of view but not fulfilling the requirements of magnification in low speed situations (like reversing).”
  • ISO 16505:2015 describes a possibility for a field of view temporarily modified for special driving situations. Its purpose is to compensate the static Class II field of vision when a Camera Monitoring System (CMS) is used. This static field of vision might be a disadvantage of camera-monitor systems in special driving situations compared to conventional mirrors.

“which might be a disadvantage of Camera-Monitor-Systems in special driving situations compared to conventional mirrors.”
  • When turning, in maneuvering or in other special driving situations with conventional mirrors, the driver can achieve an extended field of view by head movements. This is not provided with a CMS. A changed field of view compensates the requirements for head movements, especially in a combination of motor vehicle and trailer. Therefore, a temporary modified field of view allows an adaption to such special driving situations, for example by an automated panning functionality.

  • Proposer's reason (informal document GRSG-117-40-Rev.3)

Paragraph 15.2.1.1.2. was introduced to prohibit the use of monitors intended for rendering (the) field(s) of vision for other information. The changed text aims to clarify the intention of this paragraph.

Q3Who is affected

Vehicle manufacturer

  • Prove by analysis that the modified view improves the view, to the Technical Service's and Type Approval Authority's satisfaction.
  • Make sure that a displayed temporarily modified view is indicated to the driver.
  • Update the operator’s manual to inform the driver about the temporarily modified view.
  • Add the documentation referred to in paragraph 16.1.1.1.1., if applicable, to the documents provided with the CMS.
  • Fill in item 12.1.2.2.9. of the information document in Annex 2, if applicable.

Component supplier

  • Design the temporarily modified view so that its operation is intuitive to the driver.
  • Make sure the temporarily modified view causes no additional safety risks such as additional blind spots.
  • For articulated vehicles, adapt the modified view to cover the full length of the vehicle combination.
  • Make sure the function ceases when the maneuver has been completed and the CMS returns to the default view.
  • Make sure the driver can deactivate the temporarily modified view at any time.

Technical service / Approval authority

  • Be ready for a CMS whose temporarily modified view may not fulfil paragraphs 15.2.4. and 16.1.3.
  • Be ready to assess the manufacturer's analysis of the improvement of the view.
  • Check that the driver is told when a temporarily modified view is displayed and can deactivate it at any time.
  • Check that the function ceases when the maneuver has been completed and the CMS returns to the default view.
