UN R46 — Supplement 1 to the 07 series of amendments

Base text → Supplement 1

Adopted at the WP.29 199th sessionEntry into force not yet known
What changed
  • This Regulation does not apply to vehicles of category Y or to vehicles of category X without a manual mode operated on-board the vehicle.
  • The requirements in Part II do not apply while an ADS feature is active.
  • Category X vehicles with an on-board manual mode not using a driver’s seat may meet alternative requirements under two conditions. For this, the Technical Service and Type Approval Authority must agree, and the manufacturer must show equivalent safety.
Why
  • The supplement takes into account vehicles of categories X and Y and vehicles with an ADS and a manual mode above 6 km/h.
  • Vehicles of category Y have no human driver, so they do not need to provide indirect vision.
  • With manual operation on board but not from a driver’s seat, a category X vehicle cannot meet some driver’s seat provisions, so alternative provisions apply.

New introduction to Supplement 1 (paras. 0. to 0.1.2.)

New paragraph 0. is an introduction to Supplement 1. Supplement 1 takes into account vehicles of categories X and Y and vehicles with an ADS and a manual mode above 6 km/h. Paragraph 0.1.1. says that this Regulation does not apply to vehicles of category Y, because they have no human driver and need no indirect vision. Paragraph 0.1.2. considers three manual modes for vehicles of category X. If the manual mode uses a remote-control device intended for use close to the vehicle, the vehicle is exempted from the scope. From a driver’s seat, the general provisions apply; on board but not from a driver’s seat, alternative provisions apply.

Introduction
Supplement 1 to the 07 series of amendments is introduced to take into account vehicles of categories X and Y, as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System (ADS).

Scope exclusions: category Y, and category X without an on-board manual mode (para. 1.2.)

New point (b) of paragraph 1.2. says that this Regulation does not apply to vehicles of category Y. It also does not apply to vehicles of category X without a manual mode operated on-board the vehicle. Point (a) keeps the earlier exclusion of some devices for the areas next to the front and passenger’s side of certain vehicles. It now refers to paragraph 1.1.(a) instead of paragraph 1.1.

This UN Regulation does not apply:
To vehicles of category Y, and to vehicles of category X without a manual mode operated on-board the vehicle.

Wording changes in the scope (para. 1.1.)

In paragraph 1.1., “this Regulation” becomes “this UN Regulation” in the opening line, twice in point (a) and once in point (c). Point (b) ends with a full stop instead of a semicolon. In point (c), “camera-monitor-recording devices” becomes “camera monitor-recording devices”. The vehicle categories and devices that paragraph 1.1. names do not change.

This UN Regulation applies:
To compulsory and optional devices for indirect vision, set out in the table under paragraph 15.2.1.1.1. of this UN Regulation for vehicles of category M and N and to compulsory and optional devices for indirect vision mentioned in paragraphs 15.2.1.1.3. and 15.2.1.1.4. of this UN Regulation for vehicles of category L with bodywork at least partly enclosing the driver;

Part II while an ADS feature is active (para. 15.1.5.)

New paragraph 15.1.5. says that the requirements in Part II do not apply while an ADS feature is active. In vehicles with an ADS, user role transitions must meet the relevant requirements and transitional provisions of UN Regulation No. [XXX]. An example is the return to manual driving after the ADS feature is deactivated. The text gives the number of that UN Regulation as “[XXX]”.

The requirements in part II do not apply while an ADS feature is active. In case of vehicles equipped with an ADS, the transitions of user roles and the procedure for those transitions, for example, reversion to manual driving following deactivation of the ADS feature, shall comply with the relevant technical requirements and transitional provisions defined in UN Regulation No. [XXX].

Alternative requirements for category X vehicles with an on-board manual mode not using a driver’s seat (paras. 2.9. and 15.1.6.)

New paragraph 15.1.6. covers vehicles of category X with a manual mode intended to be operated on board, not using a driver’s seat. These vehicles may fulfil alternative requirements under two conditions. The alternative requirements need the agreement of the Technical Service and Type Approval Authority. To use them, the manufacturer must show, with the safety concept for manual operation, safety equivalent to the requirements in the table under paragraph 15.2.1.1.1. The Test Report must describe the alternative provisions applied and the vehicle’s performance. New paragraph 2.9. defines “Safety Concept” as a description of the measures for safe operation under fault and non-fault conditions, without unreasonable safety risks.

Vehicles of category X with a manual mode intended to be operated on-board the vehicle not using a driver’s seat, may fulfil alternative requirements, in agreement with the Technical Service and Type Approval Authority, provided that the manufacturer, with the safety concept defined for manual operation, can demonstrate that a level of safety, equivalent to that of the requirements set out in the table under paragraph 15.2.1.1.1. below, is achieved. The alternative provisions that are applied and the vehicle’s performance must be duly described in the Test Report.
"Safety Concept" means a description of the measures which ensure safe operation under fault (functional safety) and non-fault conditions (operational safety) in such a way that it is free of unreasonable safety risks to the vehicle occupants and other road users. The possibility of a fallback to partial operation or to a backup system may be a part of the safety concept.

Updated references in paragraphs 12.4. and 15.1.4. and in footnotes

Paragraphs 12.4. and 15.1.4. now refer to Rev.8 of the Consolidated Resolution on the Construction of Vehicles (R.E.3) instead of Rev.4. The footnotes to paragraphs 1.1., 1.2. and 5.4.1. also change from Rev.4 to Rev.8 and give a new web address. Paragraph 15.1.4. now refers to “UN Regulation No. 43” instead of “Regulation No. 43”. A new footnote for paragraph 12.8. reads “As defined in Annex 8”.

"Vehicles of categories L2, L5, M1, M2, M3, N1, N2 and N3" means those defined in the Consolidated Resolution on the Construction of Vehicles (R.E.3), (document ECE/TRANS/WP.29/78/Rev.4ECE/ TRANS/WP.29/78/Rev.8, para. 2).
The fields of vision defined below shall be established using ambinocular vision, the eyes being at the "driver's ocular points" as defined in paragraph 12.1. above. The fields of vision shall be determined when the vehicle is in running order as defined in the consolidated Resolution on the Construction of vehicles (R.E.3) (ECE/TRANS/WP.29/78/Rev.4ECE/TRANS/WP.29/ 78/Rev.8, para. 2.2.5.4.), plus for M1 and N1 vehicles one front seat passenger (75 kg). When established through windows, the glazing shall have a total light transmission factor in accordance with UN Regulation No. 43, Annex 21.

Q2Why it changed

Proposed by
Expert from the Kingdom of the Netherlands, on behalf of the Task Force on Automated Vehicles Regulatory Screening (TF-AVRS)
Working party
GRSG, 131st session (April 2026)

Reasons

  • Supplement 1 takes into account vehicles of categories X and Y. It also takes into account vehicles with an Automated Driving System (ADS) and a manual mode that operates at speeds above 6 km/h.

    Sources (2)
“Supplement 1 to the 07 series of amendments is introduced to take into account vehicles of categories X and Y”
“as well as vehicles with a manual mode operating at speeds above 6 km/h which are equipped with an Automated Driving System (ADS)”
  • Vehicles of category Y do not have a human driver. For this reason, they do not need to provide indirect vision. The scope is updated to show that this Regulation does not apply to them.

    Source
“The scope is updated to reflect that this Regulation does not apply to vehicles of category Y, since such vehicles do not have a (human) driver and therefore do not need to provide indirect vision.”
  • Paragraph 0.1.2. considers three manual modes for vehicles of category X. With manual operation on board but not from a driver’s seat, the vehicle cannot meet some provisions on the driver’s seat and its R-point. An example is operation while standing with a joystick. For this reason, alternative provisions apply.

    Sources (3)
“Vehicles of category X equipped with a manual mode; for this Regulation, three different manual modes have been considered”
“Manual operation onboard the vehicle other than seated in a driver’s seat (e.g. standing while using a joystick).”
“Vehicle cannot meet certain provisions related to the driver’s seat and its R-point. Therefore, alternative provisions apply.”
