UN R46 — 05 series of amendments

Changes from 04 series of amendments (supplement 9)

Adopted at the WP.29 186th sessionEntry into force 2022-10-08
What changed
  • New paragraph 6.2.2.1.2. exempts parts of the CMS external surface that protrude less than 5 mm from the radius requirement, under conditions on their angles.
  • New paragraphs 6.1.1.9. and 6.2.2.1.5. exempt some mirrors from paragraph 6.1.1.3. and some CMS from paragraph 6.2.2.1.1. This applies if the lower edge is not less than 2 m above the ground, with the vehicle loaded to its maximum technical permissible mass.
  • From 1 September 2026, Contracting Parties are not obliged to accept approvals to the preceding series, with two exceptions. The exceptions are devices for indirect vision other than CMS, and vehicles and CMS that the 05 series changes do not affect.
Why
  • The aim of the 2 m exemption for mirrors and CMS is to align the radius requirements with UN Regulations Nos. 26 and 61.
  • For some safety functions on a CMS, such as rain and wind deflectors, the same requirements as for mirrors would be useful.
  • After Revision 6, paragraph 6.1.1.3. applies only to mirrors. For CMS, the only requirement after the impact test was that the lens should not be broken.

Q1What changed24 changes

CMS parts that remain on the support after the test (para. 6.2.2.1.1.)

Paragraph 6.2.2.1.1. applies when the CMS devices are mounted in the position that the manufacturer recommends for normal driving. In any adjustment position, parts in potential, static contact with a sphere must have a radius of curvature “c” of not less than 2.5 mm. The sphere is 165 mm in diameter for a CMS or its parts inside the vehicle, and 100 mm outside the vehicle. The paragraph now also names the parts that remain attached to the support after the test in paragraph 6.3.2.

When the devices of the camera-monitor system are mounted in the position recommended by the manufacturer for normal driving, all parts, irrespective of the adjustment position of the device , including those parts remaining attached to the support after the test provided for in paragraph 6.3.2. below which are in potential, static contact with a sphere either 165 mm in diameter in the case of a CMS or parts of CMS installed inside the vehicle or 100 mm in diameter in the case of a CMS or parts of CMS installed outside the vehicle, shall have a radius of curvature "c" of not less than 2.5 mm.

CMS parts that protrude less than 5 mm (para. 6.2.2.1.2.)

New paragraph 6.2.2.1.2. says that paragraph 6.2.2.1.1. does not apply to parts of the external surface that protrude less than 5 mm. The outward facing angles of such parts must be blunted, “and are considered save where such parts protrude less than 1.5 mm”. On a convex surface, the projection may be found directly or from a drawing of a section of the installed component (para. 6.2.2.1.2.1.). On other surfaces, if simple measurement is not possible, a 100 mm diameter sphere is moved over the component in constant contact (para. 6.2.2.1.2.2.). The projection is the maximum variation of the distance of the sphere centre from the nominal line of the panel (see new Figure 1). The earlier paragraphs on fixing holes and on Shore A hardness become paragraphs 6.2.2.1.3. and 6.2.2.1.4., with no text change.

The requirements in paragraph 6.2.2.1.1. above shall not apply to parts of the external surface which protrude less than 5 mm, but the outward facing angles of such parts shall be blunted, and are considered save where such parts protrude less than 1.5 mm. For determining the dimension of the projection, the following method shall apply:
The dimension of the projection of a component which is mounted on a convex surface may be determined either directly or by reference to a drawing of an appropriate section of this component in its installed condition.

Exemption for mirrors and CMS mounted not less than 2 m above the ground (paras. 6.1.1.9. and 6.2.2.1.5.)

Paragraphs 6.1.1.3. and 6.2.2.1.1. give the radius requirements for mirrors and for CMS. Under new paragraph 6.1.1.9., paragraph 6.1.1.3. does not apply to mirrors with the lower edge mounted not less than 2 m above the ground. Under new paragraph 6.2.2.1.5., paragraph 6.2.2.1.1. does not apply to CMS with the lower edge mounted not less than 2 m above the ground. In both cases, the height applies when the vehicle is under a load corresponding to its maximum technical permissible mass.

The requirements of paragraph 6.1.1.3. do not apply to mirrors, if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.
The requirements of paragraph 6.2.2.1.1. do not apply to CMS if their lower edge is mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass.

Classes up to VI instead of up to IV (paras. 6.2.1.3. and 6.3.1.1.)

The requirement on magnetic or electrical fields in paragraph 6.2.1.3. now covers the CMS of Classes I to VI instead of I to IV. Paragraph 6.3.1.1. now covers exterior devices of Classes II to VI instead of Classes II to IV. For these devices, the test in paragraph 6.3.2. is not required if no part is less than 2 m from the ground. The height must be met in any adjustment position, with the vehicle under a load corresponding to its maximum technically permissible mass. The spelling of “amendments” in paragraph 6.2.1.3. is also corrected.

The effectiveness of the CMS of Classes I to IV VI shall not be adversely affected by magnetic or electrical fields. This shall be demonstrated by compliance with the technical requirements and transitional provisions of Regulation No. 10, 04 series of amendments or any later series of amendementsamendments.
The test provided for in paragraph 6.3.2. below shall not be required in the case of any Class II to IV VI exterior device for indirect vision of which no part is less than 2 m from the ground, regardless of the adjustment position, when the vehicle is under a load corresponding to its maximum technically permissible mass.

Other concepts for CMS activation and deactivation

Paragraph 16.1.1. gives the requirements for intended use, activation and deactivation of CMS. Before, any other concept to activate or deactivate the system had to be demonstrated to the satisfaction of the Technical Service. Now, any other concept must provide at least the same level of safety. It must be demonstrated to the Technical Service and to the Approval Authority, within the safety concept provided under Annex 12, paragraph 2.

Notwithstanding the provisions above, any other concept to activate or deactivate providing at least the system same level of safety shall be demonstrated to the satisfaction of the Technical Service and to the Approval Authority within the safety concept that is provided according to the provisions in Annex 12, paragraph 2.

Transitional provisions for the 05 series (paras. 22.18. to 22.25.)

From the entry into force of the 05 series, no Contracting Party applying this Regulation may refuse to grant or accept approvals to it. From 1 September 2024, Contracting Parties are not obliged to accept approvals to the preceding series first issued after 1 September 2024. Approvals to the preceding series first issued before 1 September 2024 must be accepted until 1 September 2026. From 1 September 2026, Contracting Parties are not obliged to accept approvals to the preceding series, with two exceptions. The exceptions are devices for indirect vision other than CMS, and vehicles and CMS that the 05 series changes do not affect. Contracting Parties may grant approvals, and must continue to grant extensions of existing approvals, to any preceding series.

As from the official date of entry into force of the 05 series of amendments, no Contracting Party applying this Regulation shall refuse to grant or refuse to accept type approvals under this Regulation as amended by the 05 series of amendments.
As from 1 September 2024 Contracting Parties applying this Regulation shall not be obliged to accept type approvals to the preceding series of amendments, first issued after 1 September 2024.

Approval mark example for the 05 series (Annex 5)

The approval mark example in Annex 5 now uses approval number 052439 instead of 042439. The first two digits show that Regulation No. 46 already included the 05 series of amendments when the approval was granted. The figure in Annex 5 also changes.

[figure changed][figure changed]
The above approval mark affixed to a device for indirect vision indicates that the device is a main rear-view device, of Class II, which has been approved in the Netherlands (E 4) pursuant to Regulation No. 46 and under approval number 042439052439. The first two digits of the approval number indicate that Regulation No. 46 already included the 04 05 series of amendments when the approval was granted.

Q2Why it changed

Proposed by
Experts from Germany and from the International Organization of Motor Vehicle Manufacturers (OICA)
Working party
GRSG, 122nd session (October 2021)

Reasons

  • The aim of the 2 m exemption for mirrors and CMS is to align the radius requirements with other UN Regulations. These are UN Regulation No. 26 on external projections of passenger cars and UN Regulation No. 61 for commercial vehicles.

    Sources (3)
“To bring the requirements for radii of external projections of mirrors and Camera Monitor Systems (CMS) in line with the requirements of the UN Regulations”
“with regard to the external projections of passenger cars, UN Regulation No. 26, and commercial vehicles, UN Regulation No. 61”
“exempting mirrors and parts of CMS mounted not less than 2 m above the ground when the vehicle is under a load corresponding to its maximum technical permissible mass”
  • Revision 6 of UN Regulation No. 46 gave separate requirements for mirrors and CMS in paragraph 6. As a result, the requirements in paragraph 6.1.1.3. apply only to mirrors and not to CMS. For CMS, the only requirement after the impact test was that the lens should not be broken.

    Sources (3)
“Revision 6 of the UN Regulation No. 46 modified the structure of the regulation and formulated separately the requirements for mirrors and CMS in paragraph 6.”
“As result of this, the requirements in paragraph 6.1.1.3. apply now only for mirrors and not for CMS.”
“For CMS there is now only requirement after the impact test which is, that the lens should not be broken.”
  • Mirrors and CMS had different requirements for the outer radius. For some safety functions on a CMS, such as rain or wind deflectors, the same requirements as for mirrors would be useful. Near the camera lens, a special deflector geometry is necessary to improve the image quality. The deflectors act on air turbulence and so keep rainwater and dirt particles away from the optical system.

    Sources (4)
“In the UN Regulation No. 46 actually we have different requirements of the outer radius for a mirror system for indirect vision and a camera-monitor-device for indirect vision.”
“For some safety functions (e.g. rain deflector, wind deflector) on the camera-monitor device, it would be useful to have the same requirements as a mirror system.”
“In the area of camera lenses special deflector geometry is necessary to improve the image quality captured by the camera.”
“These deflectors are influencing or preventing air turbulences and through this are keeping rainwater and dirt particles away from the optical system.”
  • Vehicles such as buses have a good direct view through a door. They probably do not need the activation and deactivation requirements of paragraph 16.1.1. To take these vehicles into account, other safety concepts must also be possible if they give at least the same level of safety.

    Sources (2)
“For vehicles like buses, which have a good direct view through a door, there is probably no need for the activation and deactivation requirements defined in paragraph 16.1.1.”
“To take into account the specificities of these vehicles there shall be other safety concepts also possible, if they can provide at least the same level of safety.”
  • Proposer's reason (informal document GRSG-122-08)

Under the guidelines on transitional provisions (document WP.29/1044/Rev.3, paragraph V.6.), paragraph 22.22. should apply only to equipment and parts. Therefore, the reference to the vehicle type in the proposed paragraph 22.22. had to be deleted. As the 05 series applies to both mirrors and CMS, the wording must make clear to which systems paragraph 22.22. applies. Paragraph 22.23. is needed because there might be vehicles that the changes do not affect, especially when it comes to mirrors.

Submitted by OICA. Working party adoption: ECE/TRANS/WP.29/GRSG/101, para. 41.

    Sources (4)
“According to the guidelines on transitional provisions (document WP.29/1044/Rev.3, paragraph V.6.), paragraph 22.22. should only apply to equipment/parts.”
“Therefore the reference to vehicle type needs to be deleted.”
“Since the 05 series of amendments applies to both the mirrors and CMS, the wording needs to clarify to which systems it actually applies.”
“This paragraph is needed in addition to the proposed transitional provisions of GRSG/2021/18 since there might be vehicles which are not affected by the changes - especially when it comes to mirrors.”

Q3Who is affected

Vehicle manufacturer

  • Check whether the 05 series changes affect your vehicles and CMS (para. 22.23.).
  • Plan for 1 September 2024 (para. 22.19.). From then, Contracting Parties are not obliged to accept approvals to the preceding series first issued after that date.
  • Plan for 1 September 2026 (para. 22.21.). From then, approvals to the preceding series need not be accepted, except under paragraphs 22.22. and 22.23.
  • For mirrors and CMS mounted high, check whether the 2 m exemption in paragraphs 6.1.1.9. and 6.2.2.1.5. applies.
  • If your CMS uses another activation or deactivation concept, be ready to show at least the same level of safety. The demonstration goes to the Technical Service and the Approval Authority, in the safety concept of Annex 12, paragraph 2.

Component supplier

  • Check, against paragraph 6.2.2.1.1., the radius of CMS parts that remain on the support after the test of paragraph 6.3.2.
  • Find the dimension of the projection of external CMS parts with the method in paragraphs 6.2.2.1.2.1. and 6.2.2.1.2.2.
  • Make sure that the outward facing angles of CMS parts that protrude less than 5 mm meet paragraph 6.2.2.1.2.
  • Check whether the 05 series changes affect your CMS (para. 22.23.).
  • Make sure that approval marks for the 05 series follow the new example in Annex 5.

Technical service / Approval authority

  • Apply paragraph 6.2.2.1.1. also to CMS parts that remain on the support after the test of paragraph 6.3.2.
  • Use the method in paragraphs 6.2.2.1.2.1. and 6.2.2.1.2.2. and Figure 1 to measure the projection of CMS parts.
  • Check the 2 m condition of paragraphs 6.1.1.9. and 6.2.2.1.5. with the vehicle loaded to its maximum technical permissible mass. If it is met, do not apply paragraph 6.1.1.3. to mirrors or paragraph 6.2.2.1.1. to CMS.
  • Apply paragraph 6.2.1.3. to CMS of Classes I to VI. Apply paragraph 6.3.1.1. to exterior devices of Classes II to VI.
  • Check that other CMS activation or deactivation concepts give at least the same level of safety (Annex 12, paragraph 2).
  • For approvals to the preceding series, check the date of first issue against 1 September 2024 (paras. 22.19. and 22.20.).
  • Check whether the 05 series changes affect a vehicle or CMS approved to the preceding series (para. 22.23.).
