UN R79 Supplement 10 (04 series) · UNECE Regulation No. 79 (ECE R79) — Uniform provisions concerning the approval of vehicles with regard to steering equipment.

UN R79 — Supplement 10 to the 04 series of amendments

Supplement 9 → 10

Adopted at the WP.29 198th sessionEntry into force 2026-09-30
What changed
  • In remote-control parking, a direct influence on the vehicle speed through the remote-control device or by driver movement must only reduce the speed. Before this supplement, such a direct influence on the value of acceleration and deceleration was not possible.
  • New paragraph 12.3.6. lets Contracting Parties continue to grant or extend 04 series approvals without the Supplement 8 amendments of paragraphs 5.3.3.3. and 5.3.3.4. This is possible until 24 months after the date of entry into force of Supplement 8.
  • New paragraph 12.2.6. gives the same option for 03 series approvals and the Supplement 13 amendments of these paragraphs. There, the 24 months count from the date of entry into force of Supplement 13 to the 03 series.
Why
  • The change to paragraph 5.6.1.2.1. aims to allow the driver to slow down the manoeuvre or stop the vehicle earlier than intended by the system.
  • Last-minute updates to paragraphs 5.3.3.3. and 5.3.3.4. mistakenly introduced additional technical requirements.
  • A transitional period of 24 months seems reasonable, because these requirements affect the design of existing vehicles or of vehicles whose development is already frozen.

Q1What changed3 changes

Driver influence on the vehicle speed in remote-control parking (para. 5.6.1.2.1.)

Paragraph 5.6.1.2.1. sets rules for a direct influence through the remote-control device or by the movement of the driver. Such a direct influence on the vehicle speed must now only be possible in a way that the speed is reduced. Such a direct influence on the steering angle must still not be possible. Before this supplement, such a direct influence on the value of acceleration and deceleration was not possible either. The parking manoeuvre must still be initiated by the driver but controlled by the system.

The parking manoeuvre shall be initiated by the driver but controlled by the system. A direct influence on steering angle, value of acceleration and deceleration via Via the remote-control device or by the movement of the driver , a direct influence on the steering angle shall not be possible, a direct influence on the vehicle speed shall only be possible in a way that the speed is reduced.

Transitional provisions for paragraphs 5.3.3.3. and 5.3.3.4. (paras. 12.2.6. and 12.3.6.)

New paragraph 12.3.6. covers type approvals to the 04 series of amendments and the Supplement 8 amendments of paragraphs 5.3.3.3. and 5.3.3.4. Contracting Parties applying this Regulation can continue to grant or extend these approvals without taking into account those amendments. They can do this until 24 months after the date of entry into force of Supplement 8 to the 04 series. New paragraph 12.2.6. covers type approvals to the 03 series of amendments and the Supplement 13 amendments of the same paragraphs. It gives the same option until 24 months after the date of entry into force of Supplement 13 to the 03 series.

Until 24 months after the date of entry into force of the Supplement 13 to the 03 series of amendments to this Regulation, Contracting Parties applying this Regulation can continue to grant or extend type approvals to the 03 series of amendments to this Regulation without taking into account the amendments of paragraphs 5.3.3.3. and 5.3.3.4. of the Supplement 13.
Until 24 months after the date of entry into force of the Supplement 8 to the 04 series of amendments to this Regulation, Contracting Parties applying this Regulation can continue to grant or extend type approvals to the 04 series of amendments to this Regulation without taking into account the amendments of paragraphs 5.3.3.3. and 5.3.3.4. of the Supplement 8.

Q2Why it changed

Proposed by
Experts from the International Organization of Motor Vehicle Manufacturers (paragraphs 12.2.6. and 12.3.6.) and the expert from OICA and CLEPA (paragraph 5.6.1.2.1.)
Working party
GRVA, 23rd session (September 2025)

Reasons

  • The change to paragraph 5.6.1.2.1. aims to allow the driver to slow down the manoeuvre or stop the vehicle earlier than intended by the system.

    Source
“to the remote-control parking provisions in UN Regulation No. 79, aimed at allowing the driver to slow down the manoeuvre or to stop the vehicle earlier than intended by the system”
  • Last-minute updates to the requirements in paragraphs 5.3.3.3. and 5.3.3.4. mistakenly introduced additional technical requirements. These affect the existing requirements. In paragraph 5.3.3.3., failures affecting the driving force were added as a new factor for BEVs and FCEVs. In paragraph 5.3.3.4., an additional paragraph contains specific threshold values that add restrictions on the control strategies.

“due to some last-minute updates to the requirements in paragraphs 5.3.3.3. and 5.3.3.4., additional technical requirements were mistakenly introduced, affecting the existing requirements”
“failures affecting the driving force were added as a new factor for Battery Electric Vehicles (BEVs) and Fuel Cell Electric Vehicle (FCEVs)”
“the additional paragraph reproduced below contains specific threshold values adding restrictions on the control strategies”
  • In principle, such amendments should have been treated with a new series of amendments rather than with a supplement, because they add new technical requirements. These requirements affect the design of existing vehicles or of vehicles whose development is already frozen. Therefore, a transitional provision for a short period of 24 months seems reasonable.

“In principle, such amendments should have been treated with a new series of amendments rather than with a supplement, as they add new technical requirements that affect the design of existing vehicles (or vehicles whose development is already frozen).”
“Therefore, it seems reasonable to have a transitional provision allowing the approval of systems without considering these paragraphs for a short period of 24 months.”
  • The proposed text is based on paragraph 44 of the General Guidelines for United Nations regulatory procedures and transitional provisions in UN Regulations.

  • Proposer's reason (informal document GRVA-23-19)

Slowing down or stopping earlier than intended by the system leads to safer and more comfortable operation if the driver deems it necessary. The proposal also aims to give the driver the opportunity to avoid unnecessarily jerky and abrupt stops. The system cannot distinguish whether the driver sees a danger or not. The proposal helps leaving more space between the vehicle and the stopping point selected by the system. An example is some space between the vehicle and a wall.

Submitted by Expert from OICA and CLEPA. Working party adoption: ECE/TRANS/WP.29/GRVA/23, para. 41.

Q3Who is affected

Vehicle manufacturer

  • Check your RCP system against paragraph 5.6.1.2.1. Through the remote-control device or by driver movement, a direct influence on the vehicle speed must only reduce the speed.
  • Check when Supplement 8 to the 04 series and Supplement 13 to the 03 series enter into force. The 24 months in paragraphs 12.3.6. and 12.2.6. count from these dates.
  • Update the documents that quote paragraph 5.6.1.2.1.

Component supplier

  • If you supply RCP control software, check it against paragraph 5.6.1.2.1. A direct influence on the vehicle speed through the remote-control device or by driver movement must only reduce the speed.

Technical service / Approval authority

  • For RCP, check that the remote-control device or driver movement can directly influence the vehicle speed only to reduce it.
  • Be ready for 04 series approvals or extensions without the Supplement 8 amendments of paragraphs 5.3.3.3. and 5.3.3.4. Paragraph 12.3.6. allows them until 24 months after the date of entry into force of Supplement 8.
  • Be ready for the same case for 03 series approvals and the Supplement 13 amendments. Paragraph 12.2.6. allows them until 24 months after the date of entry into force of Supplement 13.
