Q1What changed13 changes
Exclusion of ACSF of Categories B2, D or E deleted (para. 1.2.3.)
Paragraph 1.2.3. is deleted. Before, the Regulation did not apply to steering systems exhibiting the functionality defined as ACSF of Categories B2, D or E. This exclusion applied until specific provisions are introduced in this Regulation.
Approval of vehicles with ACSF of Category B2, D or E (para. 5.6.5.)
Paragraph 5.6.5. now names ACSF of Category B2, D or E. Before, it named ACSF of Category D. Such vehicles must not be approved under this Regulation unless they are equipped with a DCAS which meets conditions (a) to (c). Condition (c) now refers to UN Regulation No. 171 instead of “UN Regulation No. [DCAS]”. The footnote about Contracting Parties who do not apply UN Regulation No. 171 now also names ACSF of Category B2 and E.
Letter “X” preceding the approval number (para. 4.4.3., Annex 2) and ACSF of Category B2, D or E in Annex 1 (para. 6.5.)
In paragraph 4.4.3., case (b) for a letter “X” preceding the approval number now names ACSF of Category B2, D or E. Before, case (b) named ACSF of Category D. Paragraph 6.5. of Annex 1 now asks if the vehicle has a steering system with ACSF of Category B2, D or E. In Annex 2, the two explanations of the letter “X” in the approval mark examples now also name ACSF of Category B2 and E.
Q2Why it changed
- Proposed by
- Experts from the United Kingdom and the European Commission
- Working party
- GRVA, 20th session (September 2024)
Reasons
Reasons given by the proposer: Experts from the United Kingdom and the European Commission, in informal document GRVA-20-38. GRVA requested the secretariat to submit GRVA-20-38 to WP.29 and AC.1 as draft supplements (ECE/TRANS/WP.29/GRVA/20, para. 74).
The amendment should not place any additional requirements on vehicles already approved to UN Regulation No. 79. The reason is that the Regulation previously did not apply to vehicles with such features. For this reason, it is proposed as a supplement.

“The amendment should not place any additional requirements on vehicles already approved to UN Regulation No. 79, since the Regulation previously did not apply to vehicles with such features.”
“It is therefore proposed as a supplement.”
Approval of steering systems with ACSF of Category B2, D or E functionality was excluded from UN Regulation No. 79 until specific provisions are introduced. Specific provisions for functions that meet the definitions of ACSF-B2 and E now also exist in UN Regulation No. 171.

“Approval of steering systems exhibiting Automatically Commanded Steering Function of category B2, D or E functionality was excluded from UN Regulation No. 79 until ‘specific provisions are introduced’ into the Regulation.”
“Specific provisions for functions meeting the definitions of ACSF-B2 and E now also exist in UN Regulation No. 171, and so it is now appropriate to remove these references too.”
The footnote allows Contracting Parties who do not apply UN Regulation No. 171 to keep the previous restrictions of UN Regulation No. 79.

“Paragraph 4.4.3. and Annex 2: The additional marking provision is updated to also cover ACSF-B2 and E.”
The amendments are aligned with the amendment of UN Regulation No. 171 to cover these functions. For this reason, this proposal should be agreed at the same GRVA session as that amendment.

“Because the amendments introduced here are aligned with the amendment of UN Regulation No. 171 to cover these functions, this proposal should be agreed at the same session of GRVA as that amendment.”
