UN R79 Supplement 5 (04 series) · UNECE Regulation No. 79 (ECE R79) — Uniform provisions concerning the approval of vehicles with regard to steering equipment.

UN R79 — Supplement 5 to the 04 series of amendments

Supplement 4 → 5

Adopted at the WP.29 192nd sessionEntry into force 2024-09-22
What changed
  • New paragraph 5.6.5. covers vehicles with systems that exhibit ACSF of Category D functionality. These vehicles must not be approved under this Regulation unless the vehicle has a DCAS that meets conditions (a) to (c).
  • The requirements of paragraphs 5.6.2. and 5.6.4. now apply unless the vehicle has a DCAS that meets conditions (a) to (c). These paragraphs are the special provisions for ACSF of Category B1 and C.
  • New paragraph 4.4.3. adds a letter “X” before the approval number in two cases. Case (a): ACSF of Category B1 or C exempted from the technical requirements under paragraph 5.6.2. and/or 5.6.4. Case (b): a steering system that exhibits ACSF of Category D functionality.
Why
  • The DCAS exemption for ACSF of Category B1 and C aims to avoid duplication of testing and/or incompatibility of requirements.
  • The new marking helps Contracting Parties who do not apply the DCAS Regulation. They can assess whether a UN Regulation No. 79 approval is valid in their territory.
  • UN Regulation No. 79 did not specify the version of UN Regulation No. 130 that it refers to, so the term “00 series of amendments” is added.

ACSF of Category D on vehicles with a DCAS (paras. 1.2.3. and 5.6.5.)

Vehicles with systems that exhibit ACSF of Category D functionality must not be approved under this Regulation unless the vehicle has a DCAS. Conditions (a) and (b): the DCAS incorporates the function(s) and allows their activation only during operation and as part of DCAS. Condition (c): the DCAS complies with the technical requirements and transitional provisions of UN Regulation No. [DCAS]. Paragraph 1.2.3. no longer excludes ACSF of Category D, but still excludes ACSF of Category B2 or E until specific provisions are introduced. Under a new footnote, Contracting Parties who do not apply UN Regulation No. [DCAS] need not accept approvals of vehicles with ACSF of Category D. This also applies to vehicles which do not comply in full with the technical requirements for ACSF in this UN Regulation.

Vehicles equipped with systems exhibiting the functionality defined as ACSF of Category D shall not be approved according to this UN Regulation, unless the vehicle is equipped with a DCAS which:
incorporates the function(s), and

Letter “X” before the approval number (para. 4.4.3. and Annex 1, paras. 6.4. to 6.5.1.)

New paragraph 4.4.3. adds a letter “X” before the approval number to the approval mark in two cases. Case (a): ACSF of Category B1 or C have been exempted from the technical requirements of this UN Regulation according to paragraph 5.6.2. and/or 5.6.4. Case (b): the steering system exhibits functionality defined as ACSF of Category D. New Annex 1 item 6.4. asks yes/no whether the vehicle has ACSF which has been exempted from the requirements of this UN Regulation. New item 6.5. asks yes/no whether the vehicle is equipped with a steering system which exhibits functionality defined as an ACSF of Category D. Items 6.4.1. and 6.5.1. ask for details if the answer is yes.

Approval mark examples (Annex 2)

Annex 2 has two new approval mark examples with the letter “X” before the approval number. The text for each new example explains what the letter “X” indicates. The existing examples now refer to the 04 series of amendments to UN Regulation No. 79 instead of the 03 series. In one existing example, the approval number changes from 032439 to 042439. The drawings of the existing examples are replaced. A new footnote reads “The second number is given merely as an example.”

Q2Why it changed

Proposed by
Experts from Germany, France, Netherlands, United Kingdom of Great Britain and Northern Ireland, and the European Commission (DCAS changes); expert from Australia (references to UN Regulation No. 130)
Working party
GRVA, 17th session (September 2023) and 18th session (January 2024)

Reasons

  • It is necessary to exempt the technical requirements for ACSF-B1 and ACSF-C when these have been approved to the DCAS Regulation, or met its requirements. The aim is to avoid duplication of testing and/or incompatibility of requirements.

    Source
“It is necessary to exempt the technical requirements in UN R79 covering ACSF-B1 and ACSF-C when these have been approved to (or met the requirements of) R[DCAS], in order to avoid duplication of testing and/or incompatibility of requirements.”
  • Some approvals make use of the provisions specifically relating to DCAS. The new marking in paragraph 4.4.3. and Annex 2 is added so that these approvals can be identified. Contracting Parties who do not apply the DCAS Regulation can then assess whether a UN Regulation No. 79 approval is valid in their territory. The new footnote allows these Contracting Parties to maintain the previous restrictions imposed by UN Regulation No. 79.

    Sources (3)
“A new marking provision is added so that approvals to UN R79 which have made use of the provisions specifically relating to DCAS can be identified”
“Contracting Parties who do not apply R[DCAS] can assess whether an UN R79 approval is valid in their territory or not.”
“The footnote allows Contracting Parties who do not apply UN Regulation on DCAS to maintain the previous restrictions imposed by UN Regulation No. 79.”
  • The General Guidance (ECE/TRANS/WP.29/1044/Rev.3) says that a reference to another UN Regulation must indicate the version of that UN Regulation. Any later version is equally acceptable. UN Regulation No. 79 did not specify the version of UN Regulation No. 130, so the term “00 series of amendments” is added.

    Sources (2)
“Reference to the provisions of another UN Regulation shall indicate the version of that UN Regulation, with the understanding that any later version will be equally acceptable”
“Currently, UN Regulation No. 79 does not specify the version of UN Regulation 130 it refers to, hence it is proposed to include the term ‘00 series of amendments’ to meet the requirements of the Guidance document.”
  • The reference to ACSF-B2 in the reserved paragraph 3.4. of Annex 8 can now be removed. Provisions for ACSF-B2 will not be added to UN Regulation No. 79.

    Source
“Reference to ACSF-B2 in this reserved paragraph can now be removed, as provisions for ACSF-B2 will not be added to UN Regulation No. 79.”
  • Proposer's reason (informal document GRVA-18-15)

Approval of ACSF of Category B2, D or E functionality was excluded from UN Regulation No. 79 until specific provisions are introduced. Specific provisions for functions meeting the definition of ACSF-D now exist, although they have been written into another (new) regulation.

Submitted by Task Force on ADAS. Working party adoption: ECE/TRANS/WP.29/GRVA/18, para. 82.
