Supplement 10 → 11

Adopted at the WP.29 176th sessionEntry into force 2019-05-28
What changed
  • New paragraph 2.37. defines the “external status indicator”, and new paragraph 5.32. gives the conditions to allow one, or up to two, on a vehicle.
  • Under paragraph 6.18.9., an optional side-marker lamp on the relevant side may now be switched OFF while the direction indicator lamp is activated. This applies when it is grouped or combined with a position lamp that is reciprocally incorporated or grouped with the direction indicator.
  • Paragraphs 6.2.9.2. and 6.2.9.3. now say “for each headlamp”, and paragraphs 6.3.6.1.2.1. and 6.3.6.1.2.2. say “for each front fog lamp”, for the luminous flux compared with 2,000 lumens.
Why
  • The expert from GTB proposed to harmonize the switching requirements for side-marker and position lamps when mutually incorporated.
  • The expert from GTB also proposed correcting errors and discrepancies in the text of the 05 and 06 series of amendments to Regulation No. 48.
  • The expert from OICA introduced a revised proposal which defined and described the operation of the external status indicator.

Q1What changed26 changes

External status indicator: new definition, and not a lamp (paras 2.7. and 2.37.)

New paragraph 2.37. defines “external status indicator”. It is an optical signal mounted on the outside of the vehicle. When the vehicle is parked, it indicates the status or the change of the status for Vehicle Alarm System (VAS), Alarm System (AS) and immobiliser. These are the VAS, AS and immobiliser of UN Regulations No. 97 and No. 116. Paragraph 2.7. now adds “external status indicator as defined in this UN Regulation” to the things that are not considered as lamps for this UN Regulation.

"External status indicator" means an optical signal mounted on the outside of the vehicle to indicate the status or the change of the status for Vehicle Alarm System (VAS), Alarm System (AS) and immobiliser of UN Regulations No. 97 and No. 116, when the vehicle is parked.
"Lamp" means a device designed to illuminate the road or to emit a light signal to other road users. Rear registration plate lamps and retro-reflectors are likewise to be regarded as lamps. For the purpose of this UN Regulation, light-emitting rear registration plates and , the service-door-lighting system according to the provisions of UN Regulation No. 107 on vehicles of categories M2 and M3 and external status indicator as defined in this UN Regulation are not considered as lamps.

Conditions for one or two external status indicators (para. 5.32.)

New paragraph 5.32. allows one external status indicator for Vehicle Alarm System (VAS), Alarm System (AS) and immobiliser if three conditions are met. The light intensity in any direction does not exceed 0.5 cd. The colour of the light emitted is white, red or amber. The area of the apparent surface is not larger than 20 cm2. Up to two external status indicators are allowed on a vehicle provided that the apparent surface does not exceed 10 cm2 per indicator.

Optional side-marker lamp switched OFF with the direction indicator (para. 6.18.9.)

Paragraph 6.18.9. has a new sentence for an optional side-marker lamp that is grouped or combined with a position lamp. This position lamp is reciprocally incorporated or grouped with the direction indicator. The electrical connection of the side-marker lamp on the relevant side of the vehicle may then be such that it is switched OFF. This covers the entire period (both ON and OFF cycle) of activation of the direction indicator lamp. Two other sentences of paragraph 6.18.9. now write “rear fog lamp” and “rear direction indicator lamp” without a hyphen.

When an optional side-marker lamp is grouped or combined with a position lamp that is reciprocally incorporated or grouped with the direction indicator, the electrical connection of the side-marker lamp on the relevant side of the vehicle may be such that it is switched OFF during the entire period (both ON and OFF cycle) of activation of the direction indicator lamp.
When the rearmost side-marker lamp is combined with the rear position lamp reciprocally incorporated with the rear fog-lamp fog lamp or stop lamp, the photometric characteristics of the side-marker lamp may be modified during the illumination of the rear fog lamp or stop lamp.

Apparent surface in the direction of the reference axis (paras 5.7.2.1. and 5.8.2.)

Paragraph 5.7.2.1. now covers single lamps “the apparent surface of which is composed of two or more distinct parts”. Before, it said single lamps “composed of two or more distinct parts”. Its subparagraphs (a) and (b) now refer to the distinct parts “of the apparent surface in the direction of the reference axis”. Paragraph 5.8.2. covers the minimum height in relation to the ground of a dipped-beam headlamp. This height is now measured from the lowest point of the apparent surface in the direction of the reference axis, independent of its utilization. Before, it was measured from the lowest point of the effective outlet of the optical system.

Single lamps as defined in paragraph 2.16.1., subparagraph (a), the apparent surface of which is composed of two or more distinct parts, shall be installed in such a way that:
Either the total area of the projection of the distinct parts of the apparent surface in the direction of the reference axis on a plane tangent to the exterior surface of the outer lens and perpendicular to the reference axis shall occupy not less than 60 per cent of the smallest quadrilateral circumscribing the projection of the said projectionapparent surface in the direction of the reference axis; or

Visibility of red light towards the front and white light towards the rear (paras 5.10.1. and 5.10.2.)

Paragraph 5.10.1. covers the visibility of red light towards the front of a vehicle. The observer now moves within Zone 1 in a transverse plane situated 25 m in front of the vehicle (see Annex 4). Before, the text said “within Zone 1 as specified in Annex 4”. Paragraph 5.10.2., for white light towards the rear, now says “of a vehicle” and no longer says “fitted to the vehicle” after “white side conspicuity markings”.

For the visibility of red light towards the front of a vehicle, with the exception of a red rearmost side-marker lamp, there shall be no direct visibility of the apparent surface of a red lamp if viewed by an observer moving within Zone 1 as specified in a transverse plane situated 25 m in front of the vehicle (see Annex 4; );
For the visibility of white light towards the rear of a vehicle, with the exception of reversing lamps and white side conspicuity markings fitted to the vehicle, there shall be no direct visibility of the apparent surface of a white lamp if viewed by an observer moving within Zone 2 in a transverse plane situated 25 m behind the vehicle (see Annex 4);

Luminous flux for each headlamp and each front fog lamp (paras 6.2.9.1. to 6.2.9.4., 6.3.6.1.2.1. and 6.3.6.1.2.2.)

Paragraphs 6.2.9.2. and 6.2.9.3. cover dipped-beam headlamps with a light source or LED module(s) producing the principal dipped-beam. Both now say that the objective luminous flux which exceeds 2,000 lumens is the flux “for each headlamp”. Paragraphs 6.3.6.1.2.1. and 6.3.6.1.2.2. now say that the total objective luminous flux of the light source is “for each front fog lamp”. The provision that paragraph 5.5.2. does not apply to dipped-beam headlamps now has the number 6.2.9.1. Some sentences of paragraph 6.2.9. now say “principal dipped-beam” instead of “principal dipped beam”, and “UN Regulation” instead of “Regulation”.

6.2.9.1.
Dipped-beam headlamps with a light source or LED module(s) producing the principal dipped beam and dipped-beam having a total objective luminous flux for each headlamp which exceeds 2,000 lumens lumen shall only be installed in conjunction with the installation of headlamp cleaning device(s) according to UN Regulation No. 45.

Q2Why it changed

Proposed by
Expert from the International Automotive Lighting and Light-Signalling Expert Group (GTB) (side-marker lamps and corrections); expert from OICA (external status indicator)
Working party
GRE, 79th session (April 2018)

Reasons

  • The proposal aims to harmonize the switching requirements for side-marker and position lamps when mutually incorporated. Increasingly, the design of modern vehicles has a tendency to have lamps that wrap around the corners. The case is an optional side-marker lamp grouped or combined with a position lamp reciprocally incorporated with the direction indicator. It is desirable to allow such a side-marker lamp to be switched off, in the same way as the position lamp. This is to improve the recognition of the direction indicator. There will be an increase of conspicuity of the direction indicator lamp signal, since only one colour will be seen.

  • Proposer's reason (informal document GRE-78-05)

For paragraph 5.8.2., the present wording “Effective outlet of the optical system” is not defined in Regulation No. 48. The new wording is aligned with the definitions of paragraph 2.9.1. For paragraph 5.10.1., the absence of the reference to the “transverse plane” could give interpretation problems. It was proposed to reinstate the original text as far as the “transverse plane” is concerned, as in paragraph 5.10.2. A small editorial change to paragraph 5.10.2. was proposed for the total alignment of the texts of the two paragraphs.

  • Proposer's reason (informal document GRE-78-05)

The changes to paragraph 6.2.9. are intended to make its interpretation indisputable, as far as the 2000 lumen limit application is concerned. An editorial revision was also proposed to separate the existing text into four sub-paragraphs, for better understanding. Paragraphs 6.3.6.1.2.1. and 6.3.6.1.2.2. are changed for the same purpose. Paragraph 6.26.9.2. corrects a wrong reference.

Based on the comments from the representatives of France, UK, Finland and Japan, the area of the apparent surface was lowered. For one indicator, it was lowered from 50 cm2 in GRE/2016/33 and GRE-76-17 to 20 cm2. If two indicators are installed, the area of the apparent surface should not exceed 10 cm2 per indicator.
