UN R48 Supplement 1 (07 series) · UNECE Regulation No. 48 (ECE R48) — Uniform provisions concerning the approval of vehicles with regard to the installation of lighting and light-signalling devices.
UN R48 — Supplement 1 to the 07 series of amendments
Base text → Supplement 1
- What changed
- Paragraphs 6.2.4.2., 6.4.4.2. and 6.11.4.2. allow a higher maximum height for category N2G, N3G, M2G and M3G (off-road) vehicles.
- The rear registration plate lamp must illuminate the site of the registration plate according to the type-approval documentation of the device.
- New paragraph 2.5.20. defines “external status indicator”, and paragraph 2.1.5. says that it is not considered as a lamp.
- Why
- Deviations for off-road design features were provided only for category N3G, and it was proposed to extend them to N2G, M2G and M3G.
- Every type-approved device or pair of devices has its own geometrical position in relation to the rear registration plate.
- The proposal intends to re-introduce omissions that were deleted by mistake by previous amendments.
Q1What changed17 changes
Maximum heights for category N2G, N3G, M2G and M3G (off-road) vehicles (paras 6.2.4.2., 6.4.4.2. and 6.11.4.2.)
For the dipped-beam headlamp (para. 6.2.4.2.), the maximum height may be increased to 1,500 mm for category N2G, N3G, M2G and M3G (off-road) vehicles. Before, the paragraph named only category N3G. For the reversing lamp (para. 6.4.4.2.), a new sentence says that for these categories the maximum height may be increased to 1,400 mm. For the rear fog lamp (para. 6.11.4.2.), the maximum height for these categories may be increased to 1,400 mm. Before, category N3G vehicles had the same increased maximum of 1,200 mm as rear fog lamps grouped with any rear lamp.
Rear registration plate lamp and the type-approval documentation of the device (paras 6.8.2. to 6.8.6.)
Paragraphs 6.8.2. to 6.8.6. now say that the device illuminates the site of the registration plate according to the type-approval documentation of the device. These paragraphs are on the number, the arrangement, the width, height and length, the geometric visibility and the orientation. Before, the text ended at “the site of the registration plate”.
External status indicator: new definition, and not a lamp (paras 2.1.5. and 2.5.20.)
New paragraph 2.5.20. defines “external status indicator”. It is an optical signal mounted on the outside of the vehicle. It indicates the status or the change of the status for the VAS, AS and immobilizer when the vehicle is parked. The VAS, AS and immobilizer are those of UN Regulations No. 97 and No. 116. Paragraph 2.1.5. now says that the external status indicator as defined in this Regulation is not considered as a lamp. In paragraph 5.32., the first sentence now spells “immobilizer” instead of “immobiliser”.
Single lamps with an apparent surface of two or more distinct parts (para. 5.7.2.1.)
Paragraph 5.7.2.1. now covers single lamps of paragraph 2.4.11.1., subparagraph (a), the apparent surface of which is composed of two or more distinct parts. Before, the text said single lamps “composed of two or more distinct parts”.
Devices approved to preceding series of UN Regulations Nos. 148, 149 and 150 (para. 5.33.)
Paragraph 5.33. now names UN Regulations Nos. 148, 149 and 150 instead of the placeholders [LSD], [RID] and [RRD]. A device type approved to any preceding series is deemed equivalent when the change indexes related to each individual lamp (function) do not differ.
Electronic light source control gear, and deletion of “Ignitor” (paras 2.9.2. and 2.9.2.2.)
The definition of “Electronic light source control gear” in paragraph 2.9.2. no longer says “whether or not integrated with the light source or the applied lamp”. Paragraph 2.9.2.2., the definition of “Ignitor”, is deleted.
Q2Why it changed
- Proposed by
- Expert from Poland (licence plate illumination lamps); expert from the Russian Federation (category G off-road vehicles); Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (corrections)
- Working party
- GRE, 83rd session (October 2020)
Reasons
The purpose is reliable and safe operation of category G (off-road) vehicles on routes that include, among other things, areas with difficult landscape. Off-road vehicles have increased longitudinal cross-country angles, ground clearance above the front and rear axle, departure and approach angles, and inter-axles ground clearance. Deviations for these design features were provided only for category N3G vehicles, and it was proposed to extend them to categories N2G, M2G and M3G.

“The purpose of these proposals is to ensure reliable and safe operation of category G vehicles (off-road) on routes that include, inter alia, areas with difficult landscape.”
“Vehicles intended, inter alia, for use in off-road conditions have increased longitudinal cross-country angles, ground clearance above the front and rear axle, departure and approach angles, and inter-axles ground clearance.”
“Deviations due to these design features of vehicles in the current versions of the UN Regulation were provided only for category N3G vehicles. It is proposed to extend the deviations to the categories N2G, M2G, M3G vehicles.”
The old text was in contradiction with the requirements and parameters of the devices that type approval to UN Regulation No. 4 determines. Every type-approved device or pair of devices has its own geometrical position in relation to the rear registration plate. There should be a reference to these parameters in UN Regulation No. 48.

“The current text of UN Regulation No. 48 is in contradiction with the requirements and parameters of the devices, which are determined during the type approval process according to UN Regulation No. 4.”
“Every type-approved device or pair of devices have their own geometrical position in relation to the rear registration plate”
“There should be a reference to these parameters in UN Regulation No. 48.”
Supplement 12 to the 06 series moved the definition of “lamp” to paragraph 2.1.5., due to reorganisation of all definitions. However, some text of this definition was removed by mistake. The definition of “external status indicator” was deleted by mistake and needs to be reintroduced as paragraph 2.5.20. Text of paragraph 5.7.2.1. that disappeared in Supplement 12 is also reintroduced.

“However, it was deleted by Supplement 12 by mistake. This definition needs to be reintroduced under a different paragraph number (2.5.20.), due to reorganisation of the definitions in UN Regulation No. 48.”
“(ECE/TRANS/WP.29/2018/84) was as follows: “5.7.2.1. Single lamps as defined in paragraph 2.16.1.”
“The text in bold disappeared in the Supplement 12 to the 06 series of amendments (ECE/TRANS/WP.29/2018/99/Rev.2.). This proposal reintroduces it.”
References to the new UN Regulations on Light-Signalling Devices [LSD], Road Illumination Devices [RID] and Retro-Reflective Devices [RRD] should be replaced with their numbers. Their numbers are 148, 149 and 150, respectively.

Proposer's reason (informal document GRE-83-06)
Provisions for “Electronic light source control gear” create confusion in relation to light sources with integrated electronics. It was proposed to no longer specifically mention integration (or not) in the light source. The term “Ignitor” is not used, so it was proposed to delete this definition.
Submitted by The expert from IWG SLR. Working party adoption: ECE/TRANS/WP.29/GRE/83, para. 25.
