Tell-tales indicating failure (paras. 6.4.8., 6.7.8., 6.11.8., 6.12.8., 6.18.8., 6.20.8. and Annex 1)

Paragraphs 6.4.8., 6.11.8., 6.12.8., 6.18.8. and 6.20.8. now say that a tell-tale indicating failure is mandatory if required by the component regulation. Paragraph 6.7.8. no longer has the sentence “Where the above tell-tale is fitted, this tell-tale shall be an operating tell-tale …”. New Annex 1 items 9.2.1., 9.4.1., 9.13.1., 9.14.1., 9.20.1. and 9.23.1. ask if a tell-tale indicating failure, as required by component regulation, is fitted. Item 9.2.1. also covers a tell-tale indicating failure of the bend lighting function as required in paragraph 6.2.8.1.

Tell‑tale optional, however a tell-tale indicating failure is mandatory if required by the component regulation.

Visual failure tell-tale (para. 6.2.8.2.)

Paragraph 6.2.8.2. now says “A visual failure tell-tale” instead of “A visual tell-tale”. The tell-tale may be cancelled temporarily. It must be repeated whenever the device which starts and stops the propulsion system is switched ON and OFF. Before this supplement, the text said “the engine” and “switched on and off”.

A visual failure tell-tale whether flashing or not is mandatory:
It shall remain activated while the failure is present. It may be cancelled temporarily, but shall be repeated whenever the device, which starts and stops the enginepropulsion system, is switched on ON and offOFF.

Matched pairs (paras. 5.5.3. and 5.5.4.)

Paragraph 5.5.3. now contains only the requirement to satisfy the same colorimetric requirements. The requirement for substantially identical photometric characteristics is now only in paragraph 5.5.4. Paragraph 5.5.4. now says that this requirement does not apply to a matched pair of a function and/or an AFS. Before this supplement, the exception in paragraph 5.5.3. named a matched pair of Class F3 front fog lamps.

Satisfy the same colorimetric requirements and have substantially identical photometric characteristics. This shall not apply to a matched pair of Class F3 front fog lamps;
Have substantially identical photometric characteristics. This shall not apply to a matched pair of a function and/or an AFS.

Paragraph references (paras. 6.1.8.1., 6.1.9.3.1., 6.1.9.3.1.1., 6.1.9.3.2., 6.1.9.3.4. and 6.1.9.3.5.)

Paragraphs 6.1.8.1., 6.1.9.3.1., 6.1.9.3.1.1., 6.1.9.3.2., 6.1.9.3.4.(a) and 6.1.9.3.5. now refer to paragraph 6.1.7.2. instead of paragraph 6.1.7.1. Otherwise, the text of these paragraphs does not change.

Q2Why it changed

Proposed by
Experts from the International Automotive Lighting and Light-Signalling Expert Group (GTB); expert from China
Working party
GRE, 87th session (October 2022)

Reasons

  • Component UN Regulations allow a tell-tale indicating failure, for example for reversing lamps and rear fog-lamps. The proposer changed paragraphs 6.4.8., 6.11.8., 6.12.8., 6.18.8. and 6.20.8. of UN Regulation No. 48 to be compliant with the component UN Regulations. The tell-tale items in Annex 1 were missing for dipped-beam, reversing lamps, rear fog-lamps, parking lamps, side marker lamps and cornering lamps.

    Sources (3)
“For reversing lamps, we have the possibility in component UN Regulations Nos. 23 and 148 to have a tell-tale indicating failure. We have modified the requirement in paragraph 6.4.8. to be compliant with the component UN Regulations.”
“For rear fog-lamps, we have the possibility in component UN Regulations Nos. 38 and 148 to have a tell-tale indicating failure.”
“We have modified Annex 1 and added tell-tale requirements when requested by the component requirements. They were missing for dipped-beam, reversing lamps, rear fog-lamps, parking lamps, side marker lamps and cornering lamps.”
  • The proposer used the wording “closed-circuit” instead of “circuit closed”, to have the same wording in the definition and in the requirements. For front and rear fog-lamps, the proposer saw no reason why the tell-tale should be an independent non-flashing warning light. For stop lamps, the proposer removed the requirement about an operating tell-tale when a tell-tale is required by component regulations.

    Sources (3)
“In order to have the same wording for the definition in paragraph 2 (sub-paragraph 2.3.6.) and the requirements in paragraph 6, we have unified the wording “closed-circuit” instead of “circuit closed”.”
“There is no reason why this should be an independent non-flashing warning light.”
“For stop lamps, we have removed the requirement about an operating tell-tale when tell-tale is required by component regulations”
  • Headlamps approved under the 01 series of amendments to UN Regulation No. 149 may be type-approved as matched pairs. For this reason, paragraph 5.5.4. had to exempt from symmetry not only the photometry of matched pair front fog lamps, but all matched pair functions. AFS lamps, for which photometric requirements of a lighting function may apply to half of the sum, also need this exemption. The requirement for “substantially identical photometric characteristics” was in both paragraphs 5.5.3. and 5.5.4.

    Sources (4)
“Headlamps approved under the 01 series of amendments to UN Regulation No. 149 may be type-approved as matched pairs.”
“It has become necessary to change the requirement of paragraph 5.5.4. of UN Regulation No. 48, exempting of symmetry not only the photometry of a matched pair front fog lamps, but all matched pair functions.”
“for which photometric requirements of a lighting function may apply to half-of-the-sum, need also to be exempted of symmetry for the photometric values.”
“the requirement regarding “substantially identical photometric characteristics” is doubled (contained in both paragraphs 5.5.3. and 5.5.4.).”
  • Paragraphs 6.1.8. and 6.1.9. referred to the wrong paragraph 6.1.7.1. instead of 6.1.7.2. for the automatic high beam activation. Paragraph 6.22.9.1. had wrong references to the communication form of the 00 series of amendments to UN Regulation No. 149. A reference for the 01 series of amendments was missing. Footnotes 13 and 14 were deleted because their content was obsolete.

    Sources (3)
“1. In paragraph 6.1.8. and 6.1.9., the automatic high beam activation refers to the wrong paragraph 6.1.7.1. instead of 6.1.7.2.”
“4. In paragraph 6.22.9.1., correction of wrong references to the communication form of the 00 series of amendments to UN Regulation No. 149 and addition of a missing reference to correct a paragraph in the 01 series of amendments”
“5. Deletion of footnote 13 in paragraphs 6.3.5., 6.3.6.1.1., 6.5.8. and footnote 14 in paragraph 6.19.7.3. is due to the footnote content being obsolete.”
  • Proposer's reason (informal document GRE-87-18)

Paragraph 2.7.25. defines “Daytime running lamp”, and UN Regulation No. 87 uses the same name. Paragraphs 6.19. and 6.24.9.2. wrote this name as “Day-time running lamp” and “Day time running lamp”. Daytime running lamps became mandatory in 2011 with the 04 series of amendments to UN Regulation No. 48. For this reason, it became necessary to make the text consistent.

Submitted by Expert from China. Working party adoption: ECE/TRANS/WP.29/GRE/87, para. 24.

    Sources (4)
“Paragraph 2.7.25. provides the definition of "Daytime running lamp", which is repeatedly used in the context below.”
“also define this kind of lamp as “Daytime running lamp”.”
“China noticed that in paragraph 6.19. and 6.24.9.2., the name of "Daytime running lamp" were written as “Day-time running lamp” and “Day time running lamp” respectively.”
“Since daytime running lamps became mandatory in 2011 (introduced by UN Regulation No. 48, 04 series of amendments), it became necessary to make consistency through the text.”
