UN R48 — Supplement 13 to the 06 series of amendments

Supplement 12 → 13

Adopted at the WP.29 179th sessionEntry into force 2020-05-29
What changed
  • New paragraph 5.34. allows lamps approved for and equipped with LED substitute light source(s) only when the paragraph 3.2.8. statement is present and positive.
  • Paragraph 6.19.7.4. still allows the lamps referred to in paragraph 5.11. to be switched ON when the daytime running lamps are switched ON. If this option is chosen, at least the rear position lamps must now be switched ON.
  • New sentences in paragraphs 6.9.8. and 6.10.8. say that the circuit-closed tell-tale requirement does not apply when light-signalling system operates according to paragraph 6.19.7.4.
Why
  • Collective amendments to UN Regulations Nos. 48, 53, 74 and 86 were presented to introduce requirements for LED substitute light sources.
  • TF-HS kept the option of DRL with only (at least) rear position lamps ON, without the need for the position lamps tell-tale in that case.
  • A wrong reference to the deleted provision in paragraph 6.2.7.7. is corrected.

LED substitute light sources (paras 2.9.1.6.1., 3.2.8. and 5.34.)

New paragraph 2.9.1.6.1. defines the term “LED substitute light source”. It is a LED light source of a category which has a counterpart light source category producing light by another light generating technology. New paragraph 3.2.8. adds a statement to the documentation for application, at the discretion of the manufacturer. The statement says whether lamps approved for and equipped with LED substitute light sources may be installed and, if so, which lamps. New paragraph 5.34. allows the use of these lamps exclusively when the paragraph 3.2.8. statement is present and positive. At type approval and in conformity of production, the lamps must be checked for the marking related to LED substitute light source(s).

Daytime running lamps with rear position lamps (paras 5.11.1.3. and 6.19.7.4.)

Paragraph 6.19.7.4. still allows the lamps referred to in paragraph 5.11. to be switched ON when the daytime running lamps are switched ON. A new sentence says: if this option is chosen, at least the rear position lamps must be switched ON. New paragraph 5.11.1.3. reads “When light-signalling system operates according to paragraph 6.19.7.4.”

Position lamps tell-tale (paras 6.9.8. and 6.10.8.)

Paragraphs 6.9.8. and 6.10.8. deal with the circuit-closed tell-tale. A new sentence in each paragraph says that this requirement does not apply when light-signalling system operates according to paragraph 6.19.7.4. A tell-tale indicating failure is still mandatory if required by the component regulation. In that sentence, “Regulation” is now written “regulation”.

Q2Why it changed

Proposed by
Task Force on Substitutes and Retrofits (TF SR); experts from Czechia and Italy
Working party
GRE, 80th session (October 2018) and 81st session (April 2019)

Reasons

  • Collective amendments to UN Regulations Nos. 48, 53, 74 and 86 were presented to introduce requirements for LED substitute light sources.

    Sources (2)
“To introduce requirements for LED substitute light sources in the installation UN Regulations, the expert from Germany presented collective amendments to UN Regulations Nos. 48, 53, 74 and 86”
“to introduce requirements for light emitting diode (LED) substitute light sources into UN Regulations Nos. 48, 53, 74 and 86”
  • An editorial correction was made in the paragraphs that describe the necessary documentation for application.

    Source
“An editorial correction was made in the paragraphs describing the necessary documentation for application.”
  • The proposal was prepared to correct and clarify the requirements for daytime running lamps (DRL) in conjunction with rear position lamps. TF-HS kept the option of DRL with only (at least) rear position lamps ON, without the need for the position lamps tell-tale in that case. This solution is necessary for some countries. It is also logical from an energy saving perspective, because not all other lamps referred to in paragraph 5.11. need necessarily to be switched ON.

    Sources (3)
“to correct and clarify the requirements for daytime running lamps (DRL) in conjunction with rear position lamps”
“TF-HS decided to retain the possibility to switch ON DRL in conjunction with only (at least) rear position lamps, without the need for the position lamps tell-tale in that case.”
“This solution is necessary for some countries and is also logical from an energy saving perspective, because not all other lamps (referred to in paragraph 5.11.) need necessarily to be switched ON.”
  • The proposal corrects a wrong reference to the deleted provision in paragraph 6.2.7.7. It renumbers paragraph 5.11.2., whose content should be part of paragraph 5.11.1.; the renumbering of paragraph 5.11.3. is a consequential editorial change.
