UN R48 Supplement 5 (08 series) · UNECE Regulation No. 48 (ECE R48) — Uniform provisions concerning the approval of vehicles with regard to the installation of lighting and light-signalling devices.

UN R48 — Supplement 5 to the 08 series of amendments

Supplement 4 → 5

Adopted at the WP.29 192nd sessionEntry into force 2024-09-22
What changed
  • The definition of photometric stability (para. 2.10.8.) adds an alternative: a variation of less than 1 per cent within any 5-minute period.
  • Paragraph 6.5.8. now lists paragraph 4.6.1.4. of the 01 series of amendments to UN Regulation No. 148 for the signal that activates the tell-tale.
  • Paragraph 6.19.7.5. now says “the rear position lamps” instead of “at least the rear position lamps”.
Why
  • The light of some lamps is quite stable after a short period, but the old requirements always required a wait of at least 15 minutes.
  • When the 01 series of amendments to UN Regulation No. 148 was introduced, the reference in paragraph 6.5.8. was not updated in parallel.
  • The proposer states that the old text on daytime running lamps with other lamps was not clear.

Q1What changed9 changes

Definition of photometric stability (para. 2.10.8.)

For the specified test point, photometric stability has occurred when the luminous intensity varies by less than 3 per cent within any 15-minute period. As an alternative, the variation can be less than 1 per cent within any 5-minute period. Before this supplement, the definition gave only the 3 per cent and 15 minute criterion.

"Photometric stability has occurred" means the variation of the luminous intensity for the specified test point is less than 3 per cent within any 15 minute 15-minute period or, alternatively less than 1 per cent within any 5-minute period.

Signal that activates the direction-indicator tell-tale (para. 6.5.8.)

The operating tell-tale for direction-indicator lamps must be activated by the signal produced according to one of the items of a new list. The list gives paragraph 6.2.2. of UN Regulation No. 6 and paragraph 5.6.3. of the 00 series of amendments to UN Regulation No. 148. It also gives paragraph 4.6.1.4. of the 01 series of amendments to UN Regulation No. 148, or another suitable way. Before this supplement, the text referred to paragraph 5.6.3. of “UN Regulation No. [LSD]” and had no reference to the 01 series.

It shall be activated by the signal produced according to paragraph 6.2.2. of UN Regulation No. 6 or according to paragraph 5.6.3. of UN Regulation No. [LSD] or another suitable way.:

Rear position lamps and other lamps with daytime running lamps (para. 6.19.7.5.)

When daytime running lamps are switched ON, the rear position lamps must be switched ON. In addition, any other lamp(s) mentioned in paragraph 5.11. may also be switched ON. Before this supplement, the text said “at least the rear position lamps” and “Other lamps may also be switched ON according to paragraph 5.11.”. The rear position lamps and the other lamp(s) mentioned in paragraph 5.11. may be switched OFF when the daytime running lamps are switched ON. They may remain switched OFF as long as the ambient light conditions outside vehicle are above 7,000 lux, measured according to Annex 13. Before this supplement, this condition was item (a) after the words “the following conditions are met:”.

When daytime running lamps are switched ON, at least the rear position lamps shall be switched ON. Other lamps In addition, any other lamp(s) mentioned in paragraph 5.11. may also be switched ON according to paragraph 5.11.
However, the rear position lamps and the other lamps according to lamp(s) mentioned in paragraph 5.11. may be switched OFF when the daytime running lamps are switched ON, and may remain switched OFF as long as the following ambient light conditions outside vehicle are met:above 7,000 lux (measured according to the requirements of Annex 13).

Q2Why it changed

Proposed by
Informal Working Group on Simplification of Lighting and Light-Signalling Regulations (IWG SLR); experts from the International Automotive Lighting and Light-Signalling Expert Group (GTB)
Working party
GRE, 89th session (October 2023)

Reasons

  • Depending on the light source technology, the luminous intensity varies at the beginning until it reaches a more stable phase. For this reason, the time to start the measurement can often be longer than 15 minutes.

“Depending on the light source technology, the luminous intensity variates at the beginning until it reaches a more stable phase. Therefore, the time to start the measurement may often be longer than 15 min.”
  • The light of some lamps reaches a quite stable phase after a short period, so the measurement can start earlier. The old requirements did not allow this, because they always required a wait of at least 15 minutes. With the improved definition, the measurement time can be shorter without loss of accuracy, because a 1 per cent variation is easy to identify.

“The light emitted by some lamps reaches a quite stable phase after a short period. In such cases, the measurement can be started after a shorter period of time.”
“However, the existing requirements do not allow this, because at least 15 minutes shall always be waited.”
“With the proposed improvements to the definition of photometric stability, the measurement time can be reduced without any loss of measurement accuracy, since a variation of 1 per cent can be easily identified.”
  • IWG SLR forgot to update the reference in paragraph 6.5.8. when the 01 series of amendments to UN Regulation No. 148 was introduced. The proposal is intended to give the reference to the correct paragraph of the 01 series. To make the text easier to read, the structure of this part of the paragraph changed.

“When the 01 series of amendments to UN Regulation No. 148 was introduced, IWG SLR unintentionally forgot to update in parallel the reference in paragraph 6.5.8. of UN Regulation No. 48.”
“This proposal is intended to provide the reference to the correct paragraph of the 01 series of amendments to UN Regulation No. 148.”
“In order to improve the readability of the text, the structure of the pertinent part of the paragraph in UN Regulation No. 48 has been modified.”
  • The proposer states that the old text was not clear. It could lead to the wrong interpretation that all lamps in paragraph 5.11. must be switched ON in the following cases. These cases are switching ON the rear position lamp reciprocally incorporated with the rearmost side marker lamp, or lamps other than the rear position lamps. The proposal intends to clarify a possibility when the daytime running lamps are switched ON. One example of this possibility is switching ON only the rear position lamp and the rearmost side marker lamp.

“The current text is not clear and could lead to the wrong interpretation that all lamps in paragraph 5.11. shall be switched ON”
“in case we want to switch ON the rear position lamp reciprocally incorporated with the rearmost side marker lamp, or other lamps than the rear position lamps.”
“This proposal intends to clarify the possibility (for example), when the daytime running lamps are switched ON, of switching ON only the rear position lamp and the rearmost side marker lamp.”

Q3Who is affected

Vehicle manufacturer

  • Check your lamp switching logic against the new wording of paragraph 6.19.7.5.
  • Check which listed signal activates your direction-indicator tell-tale. The list now includes paragraph 4.6.1.4. of the 01 series of amendments to UN Regulation No. 148.

  • Decide whether your tests use the new alternative of paragraph 2.10.8.: less than 1 per cent within any 5-minute period.

Technical service / Approval authority

  • Check whether your test procedures that use photometric stability need the new alternative of paragraph 2.10.8.
  • Accept tell-tale activation by the signal of paragraph 4.6.1.4. of the 01 series of amendments to UN Regulation No. 148.
  • Check the switching of rear position lamps with daytime running lamps against the new wording of paragraph 6.19.7.5.
