UN R48 — Supplement 12 to the 06 series of amendments

Supplement 11 → 12

Adopted at the WP.29 177th sessionEntry into force 2019-10-15
What changed
  • Paragraph 2. now groups the definitions under headings from “General” (2.1.) to “Colour” (2.11.), and adds definitions such as “Lens” and “Coating”.
  • Many paragraphs now also refer to UN Regulations [LSD], [RID] or [RRD], for example “Front fog lamp (UN Regulation No. 19 or [RID])” in paragraph 6.3.
  • New paragraph 2.1.6. defines the “Change index”. Under new paragraph 5.33., a device approved to a preceding series is deemed equivalent to one approved to the latest series when “the change indexes (defined in paragraph 2.1.6.) related to each individual lamp (function) do not differ”.
Why
  • The aim was to introduce into the 06 series of Regulation No. 48 references to the three new simplified Regulations on LSD, RID and RRD.
  • Another aim was to group into Regulation No. 48 the definitions of existing Regulations on lighting, light signalling, retro-reflective devices and installation. This does not include definitions which are specific for a device.
  • With the new simplified Regulations, it is necessary to introduce a definition for the change index and to extend the general requirements for its implementation.

Definitions grouped under headings, and references to the new definition numbers

Paragraph 2. now groups the definitions under headings from “General” (2.1.) to “Colour” (2.11.), for example “Vehicle” (2.3.) and “Lamps” (2.5.). New paragraph 2.1.1. says that “the definitions given in this Regulation and its series of amendments” apply to the LSD, RID and RRD Regulations. These are the series of amendments “in force at the time of application for type approval”. The line “For the purpose of this Regulation:” is deleted. Paragraphs that refer to a definition now give other paragraph numbers. For example, paragraph 3.2.4. refers to the illuminating surface “as defined in paragraph 2.10.3.” instead of “paragraph 2.9.”.

The definitions given in this Regulation and its series of amendments in force at the time of application for type approval shall apply to the Light-Signalling Devices (LSD), Road Illumination Devices (RID) and Retro-Reflective Devices (RRD) Regulations.
If necessary, in order to verify the conformity to the prescriptions of the present Regulation, layout drawing(s) for each individual lamp showing the illuminating surface as defined in paragraph 2.92.10.3., the light-emitting surface as defined in paragraph 2.82.10.2., the axis of reference as defined in paragraph 2.112.10.5. and the centre of reference as defined in paragraph 2.122.10.6. This information is not necessary in the case of the rear registration plate lamp (paragraph 2.7.132.5.5.);

New definitions on headlamp classes, retro-reflectors, AFS, lens and coating

New paragraph 2.4.14. defines headlamps of different “Classes”. New paragraph 2.4.15.1. defines the “Additional lighting unit”, for headlamps emitting a driving-beam and/or a symmetrical passing-beam for vehicles of categories L and T. New paragraphs 2.4.16. and 2.4.17. give definitions with regard to retro-reflectors and to retro-reflective marking, such as “Rear marking plate”. New paragraph 2.7.5. gives definitions with regard to AFS, such as “Bending mode” and “Functional unit”. New paragraphs 2.7.1., 2.7.2., 2.8.1. and 2.8.2. define “Aiming”, “Adjustment”, “Lens” and “Coating”. New paragraphs 2.10.8. and 2.10.12. to 2.10.17. define terms such as “Photometric stability has occurred” and “Coefficient of luminous intensity (CIL)”.

"Lens" means the outermost component of the lamp (unit) which transmits light through the illuminating surface;
Headlamps of different "Classes" mean headlamps identified by particular photometric provisions.

Definitions of light sources and ballast (paras 2.9.1. to 2.9.2.1.)

Paragraph 2.9.1. now says that a light source is “possibly assembled with one or more components to control the elements for visible radiation”. Before, it said that a light source “may be assembled with one or more transparent envelopes”. In paragraphs 2.9.1.4. to 2.9.1.6., the filament, gas-discharge and LED light source definitions now say “the only element for visible radiation”. The gas-discharge and LED definitions now say “electroluminescence”, and the LED definition adds “possibly completed with one or more elements for fluorescence-based conversion”. Before, these texts said “heated filaments”, “electro-luminescence/fluorescence” and “injection-luminescence/fluorescence”. In paragraph 2.9.2.1., a “Ballast” is now “one or more components” instead of “an electronic light source control gear”.

"Light source" means one or more elements for visible radiation, which may be assembled with one or more transparent envelopes and with a base for mechanical and electrical connection, possibly assembled with one or more components to control the elements for visible radiation.
"Light-emitting diode (LED) light source" means a light source where the only element for visible radiation is one or more solid state junctions producing injection-luminescence/fluorescenceelectroluminescence possibly completed with one or more elements for fluorescence-based conversion.

Lighting mode of an AFS and centre of reference (paras 2.7.4.3. and 2.10.6.)

Paragraph 2.7.4.3. now says that a “Lighting mode” or “Mode” of a front-lighting function provided by an AFS means “a beam within the provisions either for one of the passing beam classes or for the main beam”. It is “designed and specified by the manufacturer for adaptation to dedicated vehicle and ambient conditions”. Before, a mode was “a state of a front lighting function provided by the AFS”. Paragraph 2.10.6. now gives two cases for the “Centre of reference”: (a) “The intersection of the axis of reference with the exterior light-emitting surface” or (b) “A point on or near a retro-reflective area”. The text adds that it is “designated to be the centre of the device for the purpose of specifying its performance”. It is still specified by the manufacturer of the lamp.

"Lighting mode" or "mode" means a state Mode" of a front lighting front-lighting function provided by an AFS means a beam within the AFS, as provisions either for one of the passing beam classes or for the main beam, designed and specified by the manufacturer and intended for adaptation to specific dedicated vehicle and ambient conditions.;
"Centre of reference" means the intersection of the axis of reference with the exterior light‑emitting surface; it is specified by the manufacturer of the lamp."Centre of reference" means:

References to UN Regulations [LSD], [RID] and [RRD], and headlamps under paras 6.1.2. and 6.2.2.

Many paragraphs now also refer to UN Regulations [LSD], [RID] or [RRD]. For example, paragraph 6.3. now reads “Front fog lamp (UN Regulation No. 19 or [RID])” and paragraph 6.5. reads “Direction-indicator lamp (UN Regulation No. 6 or [LSD])”. Paragraphs 6.1.2. and 6.2.2. now list option (b): headlamps type approved according to “UN Regulation [RID], Classes B and D headlamps only”. Option (a) is “UN Regulation No. 98 or 112, excluding Class A headlamp”. Many paragraphs now say “UN Regulation” instead of “Regulation”. Some sentences also change capital letters or punctuation, for example “Data set E1: The vehicle's speed exceeds 100 km/h”.

Change index and equivalent devices (paras 2.1.6. and 5.33.)

New paragraph 2.1.6. defines the “Change index”. It is a sequential number, starting from 0, specific to each lamp (function) covered by UN Regulations [LSD], [RID] and [RRD]. It indicates the number of times the new series of amendments to the pertinent UN Regulation have introduced higher stringency requirements for this lamp (function). New paragraph 5.33. covers a device type approved according to any preceding series of amendments to UN Regulations Nos. [LSD] and/or [RID] and/or [RRD]. Such a device is deemed equivalent to one approved according to the latest series when “the change indexes (defined in paragraph 2.1.6.) related to each individual lamp (function) do not differ”. In this case, the device may be fitted on the vehicle to be type approved without any update of “the device type approval documents and device markings”.

"Change index" means a sequential number, starting from 0, specific to each lamp (function) covered by UN Regulations [LSD], [RID] and [RRD]. [LSD] and/or [RID] and/or [RRD], when the change indexes (defined in paragraph 2.1.6.) related to each individual lamp (function) do not differ. In this case such a device may be fitted on the vehicle to be type approved without any update of the device type approval documents and device markings.

External status indicator definition deleted, and wording of paragraph 5.7.2.1.

Paragraph 2.37., the definition of “External status indicator”, is deleted. The “Lamp” definition in paragraph 2.1.5. no longer lists the “external status indicator as defined in this UN Regulation” among the things that are not considered as lamps. The GRE session report ECE/TRANS/WP.29/GRE/82 records that this definition, introduced by Supplement 11, was left out of Supplement 12. GRE requested the secretariat to submit a rectifying document to the March 2020 sessions of WP.29 and AC.1. Paragraph 5.7.2.1. now covers single lamps “composed of two or more distinct parts”. Before, it covered single lamps “the apparent surface of which is composed of two or more distinct parts”.

"External status indicator" means an optical signal mounted on the outside of the vehicle to indicate the status or the change of the status for Vehicle Alarm System (VAS), Alarm System (AS) and immobiliser of UN Regulations No. 97 and No. 116, when the vehicle is parked.
"Lamp" means a device designed to illuminate the road or to emit a light signal to other road users. Rear registration plate lamps and retro-reflectors are likewise to be regarded as lamps. For the purpose of this UN Regulation, light-emitting rear registration plates, and the service-door-lighting system according to the provisions of UN Regulation No. 107 on vehicles of categories M2 and M3 and external status indicator as defined in this UN Regulation are not considered as lamps.
