UN R48 — Supplement 3 to the 08 series of amendments

Supplement 2 → 3

Adopted at the WP.29 189th sessionEntry into force 2023-09-24
What changed
  • Paragraphs 6.4.8., 6.11.8., 6.12.8., 6.18.8. and 6.20.8. now say that a tell-tale indicating failure is mandatory if required by the component regulation.
  • Paragraph 5.5.4. now says that the requirement for substantially identical photometric characteristics does not apply to a matched pair of a function and/or an AFS.
  • In paragraphs 6.2.9.2. and 6.2.9.3., the objective luminous flux of more than 2,000 lumens now applies “for each headlamp”.
Why
  • Component UN Regulations allow a tell-tale indicating failure for some lamps, and the proposer changed UN Regulation No. 48 to be compliant with them.
  • Headlamps approved under the 01 series of amendments to UN Regulation No. 149 may be type-approved as matched pairs.
  • Other changes correct mistakes in the text, for example text that was missing and wrong references.

Q2Why it changed

Proposed by
Experts from the International Automotive Lighting and Light-Signalling Expert Group (GTB); expert from the International Organization of Motor Vehicle Manufacturers (OICA); expert from China
Working party
GRE, 87th session (October 2022)

Reasons

  • Component UN Regulations allow a tell-tale indicating failure, for example for reversing lamps and rear fog-lamps. The proposer changed the tell-tale paragraphs of UN Regulation No. 48 to be compliant with the component UN Regulations. The tell-tale items in Annex 1 were missing for dipped-beam, reversing lamps, rear fog-lamps, parking lamps, side marker lamps and cornering lamps.

    Sources (3)
“For reversing lamps, we have the possibility in component UN Regulations Nos. 23 and 148 to have a tell-tale indicating failure. We have modified the requirement in paragraph 6.4.8. to be compliant with the component UN Regulations.”
“For rear fog-lamps, we have the possibility in component UN Regulations Nos. 38 and 148 to have a tell-tale indicating failure.”
“We have modified Annex 1 and added tell-tale requirements when requested by the component requirements. They were missing for dipped-beam, reversing lamps, rear fog-lamps, parking lamps, side marker lamps and cornering lamps.”
  • The proposer used the wording “closed-circuit” instead of “circuit closed”, to have the same wording in the definition and in the requirements. For front and rear fog-lamps, the proposer saw no reason why the tell-tale should be an independent non-flashing warning light. For stop lamps, the proposer removed the requirement about an operating tell-tale when a tell-tale is required by component regulations.

    Sources (3)
“In order to have the same wording for the definition in paragraph 2 (sub-paragraph 2.3.6.) and the requirements in paragraph 6, we have unified the wording “closed-circuit” instead of “circuit closed”.”
“There is no reason why this should be an independent non-flashing warning light.”
“For stop lamps, we have removed the requirement about an operating tell-tale when tell-tale is required by component regulations”
  • Headlamps approved under the 01 series of amendments to UN Regulation No. 149 may be type-approved as matched pairs. For this reason, paragraph 5.5.4. had to exempt from symmetry not only the photometry of matched pair front fog lamps, but all matched pair functions. AFS lamps, for which photometric requirements of a lighting function may apply to half of the sum, also need this exemption. The requirement for “substantially identical photometric characteristics” was in both paragraphs 5.5.3. and 5.5.4.

    Sources (4)
“Headlamps approved under the 01 series of amendments to UN Regulation No. 149 may be type-approved as matched pairs.”
“It has become necessary to change the requirement of paragraph 5.5.4. of UN Regulation No. 48, exempting of symmetry not only the photometry of a matched pair front fog lamps, but all matched pair functions.”
“for which photometric requirements of a lighting function may apply to half-of-the-sum, need also to be exempted of symmetry for the photometric values.”
“the requirement regarding “substantially identical photometric characteristics” is doubled (contained in both paragraphs 5.5.3. and 5.5.4.).”
  • Paragraph 2.3.11.2. was missing; it was in Supplement 12 to the 06 series of amendments. Some parts of paragraphs 6.5.7. and 6.18.9. had been omitted by mistake. The automatic main-beam provisions referred to the wrong paragraph 6.1.7.1. instead of 6.1.7.2. Footnote 13 was deleted because its content was obsolete.

    Sources (4)
“In paragraph 2.3.11., subparagraph 2.3.11.2. was missing (it was originally present in Supplement 12 to the 06 series of amendments to UN Regulation No. 48).”
“re-inserted some parts of paragraphs 6.5.7. and 6.18.9. that had been previously omitted by mistake”
“4. In paragraphs 6.1.8. and 6.1.9., the automatic high beam activation refers to the wrong paragraph 6.1.7.1. instead of 6.1.7.2.”
“14. Deletion of footnote 13 in paragraphs 6.3.5., 6.3.6.1.1., 6.5.8. is due to the footnote content being obsolete.”
  • The word “or” at the end of paragraph 5.21.1. was removed by mistake in earlier proposals. The word “or” permits an alternative test process, so its removal also removed this alternative test route.

    Sources (2)
“The corrigendum returns the word “or” to the end of paragraph 5.21.1., as it was removed by mistake when the proposals ECE/TRANS/WP.29/GRE/2019/29 and ECE/TRANS/WP.29/2019/36 were made.”
“As the word “or” permits an alternative test process, its removal by default removes this alternative test route.”
