UN R67 — 02 series of amendments

Changes from 01 series of amendments (supplement 15)

Adopted at the WP.29 176th sessionEntry into force 2019-05-28
What changed
  • New paragraph 17.1.6.1. requires that an external inspection of the LPG-container and its accessories, when located outside the vehicle, is possible. It must be possible without the use of tools to dismantle, but with visual aids, according to the specifications of the manufacturer.
  • Under paragraph 5.2., the first two digits of the approval number are at present 02, corresponding to the 02 series of amendments.
  • New transitional provisions in paragraphs 22.6. to 22.13. use the dates 1 September 2020 and 1 September 2021.
Why
  • One aim of the proposal from the expert from Germany was to improve the specifications for the installation and inspection of LPG-containers and their accessories.
  • According to the proposal, corrosion effects (and other damage) appear in normal operation not only on CNG vehicles, but also on LPG vehicles.
  • The proposal aims at both adequate protection and sufficient access to the cylinder and its accessories to allow regular visual inspection.

Q1What changed18 changes

External inspection of the LPG-container and its accessories (para. 17.1.6.1.)

New paragraph 17.1.6.1. applies notwithstanding the provisions of paragraph 17.1.6. It says that it must be possible to make an external inspection of the LPG-container and its accessories, when located outside the vehicle. Periodic technical inspection is given as an example. This must be possible according to the specifications of the manufacturer, without the use of tools to dismantle, but with visual aids. Examples of visual aids are lamps, mirrors or endoscopes.

Notwithstanding the provisions of paragraph 17.1.6., it shall be possible to make an external inspection (e.g. for periodic technical inspection) of the LPG-container and its accessories, when located outside the vehicle, according to the specifications of the manufacturer, without the use of tools to dismantle, but with visual aids, e.g. lamps, mirrors or endoscopes.

First two digits of the approval number (para. 5.2.)

Paragraph 5.2. now gives 02 as the present first two digits of the approval number, corresponding to the 02 series of amendments. Before, it gave 01, corresponding to the 01 series of amendments which entered into force on 13 November 1999. The first two digits still indicate the series of amendments incorporating the most recent major technical amendments at the time of issue of the approval.

An approval number shall be assigned to each type of equipment approved. Its first two digits (at present 01 02 corresponding to the 01 02 series of amendments which entered into force on 13 November 1999) shall indicate the series of amendments incorporating the most recent major technical amendments made to the Regulation at the time of issue of the approval. The same Contracting Party shall not assign this alphanumeric code to another type of equipment.

Approval mark examples (Annexes 2A and 2C)

The approval mark examples in Annexes 2A and 2C now show approval number 022439 in place of 012439. The explanations now say that the approval was granted in accordance with the requirements of the Regulation as amended by the 02 series of amendments. Before, they named the 01 series of amendments. The figures of the approval mark examples are changed too.

[figure changed][figure changed]
The above approval mark affixed to the LPG equipment shows that this equipment has been approved in the Netherlands (E 4), pursuant to UN Regulation No. 67 under approval number 012439022439. The first two digits of the approval number indicate that the approval was granted in accordance with the requirements of UN Regulation No. 67 as amended by the 01 02 series of amendments. The indication mark of technical modification (A in the example), preceded by the star symbol, is required only for the approval mark of the accessories of the container (multivalve or, when approved separately, pressure relief valve (discharge valve) and pressure relief device,).

Q2Why it changed

Proposed by
Expert from Germany
Working party
GRSG, 114th session (April 2018)

Reasons

  • The expert from Germany proposed a new series of amendments to UN Regulation No. 67. One aim was to improve the specifications for the installation and inspection of LPG-containers and their accessories.

    Source
“proposes a new series of amendments to UN Regulation No. 67 to improve the specifications for the Liquefied Petroleum Gas (LPG) multi-valve fitted to vehicles and those for the installation and inspection of LPG-containers and their accessories”
  • For paragraph 17.1.6.1., the proposal refers to incidents from 2012 where Type-1 cylinders of CNG vehicles of an original equipment manufacturer burst during refilling. Investigations found corrosion effects to be the reason for the burst.

    Sources (2)
“From 2012 various incidents occurred where Type-1 cylinders of compressed natural gas (CNG) vehicles (on vehicles of an original equipment manufacturer (OEM)) burst during refilling.”
“Investigations resulted in corrosion effects as the reason for the burst.”
  • According to the proposal, corrosion effects (and other damage) appear in normal operation not only on CNG vehicles, but also on LPG vehicles. The proposal says that the corrosion effects in the market are similar to those of CNG-cylinders. This is even though UN Regulation No. 67 has no explicit requirement for periodic re-qualification of containers as in UN Regulation No. 110.

  • Paragraph 17.1.6. requires that the LPG-system has the best possible protection against damage. According to the proposal, this normally results in housing or other sorts of covering, especially of the cylinders/tanks. These are conditions that stimulate corrosion.
