UN R67 — Supplement 2 to the 02 series of amendments

Supplement 1 → 2

Adopted at the WP.29 179th sessionEntry into force 2020-05-29
What changed
  • New paragraph 18. of Annex 16 adds a test for “All components connecting the pressure relief valve and/or the pressure relief device with the gaseous phase in the LPG container”.
  • Samples “a” and “b” must meet the flow requirements of paragraph 6.15.8.3., and their non-metallic material must show “no cracks, deformation or any visual damage”.
  • New paragraph 11.6.: as from 1 September 2022, Contracting Parties applying this Regulation may refuse the sale of a type of component “which does not meet the requirements of the 02 series of amendments to this Regulation, unless the component is intended as a replacement for fitting on vehicles in use”.
Why
  • The proposal ECE/TRANS/WP.29/GRSG/2018/2 was prepared to amend the ageing test of UN Regulation No. 67.
  • The revised proposal of the expert from Germany says that, in an accident, the pressure relief valve and device were activated but “could not release the pressure properly”.
  • The revised proposal of the expert from Germany says that the suggested measures aim at avoiding a restriction to use metallic material only.

Connecting components added to paragraphs 3. and 7. of Annex 3

Paragraph 3. of Annex 3 now reads “Pressure relief valve (discharge valve) and components connecting the pressure relief valve with the gaseous phase inside the LPG container”. Before this supplement, it read “Pressure relief valve (discharge valve)”. Paragraph 7. now reads “Provisions regarding the approval of the pressure relief device (fuse) and components connecting the pressure relief device with the gaseous phase inside the LPG container”. Before this supplement, it read “Provisions regarding the approval of the pressure relief device (fuse)”.

New line in the lists of test procedures (Annex 3, paragraphs 3.6. and 7.6.)

The lists of test procedures in paragraphs 3.6. and 7.6. of Annex 3 have a new line “Test on non-metallic material inside a container”, with the reference “Annex 16, para. 18.**”. In the paragraph 3.6. list, the “Temperature cycle” line now refers to “Annex 16, para. 16.**”. Before this supplement, it referred to “Annex 16, para. 1.6.**”.

New test on non-metallic material inside a container (Annex 16, paragraph 18.)

New paragraph 18. of Annex 16 sets a “Test on non-metallic material inside a container”. “All components connecting the pressure relief valve and/or the pressure relief device with the gaseous phase in the LPG container” must be tested with this procedure. The tests use two samples, “a” and “b”. Sample “a” is aged according to paragraph 18.1.1. or 18.1.2., and the aged sample “a” then has the vibration test of paragraph 18.2. The virgin sample “b” is the reference for the flow test of paragraph 18.3.

Test on non-metallic material inside a container
All components connecting the pressure relief valve and/or the pressure relief device with the gaseous phase in the LPG container shall be tested using the following procedure.

Ageing of sample “a” (Annex 16, paragraphs 18.1. to 18.1.2.2.)

Paragraph 18.1. gives two ageing procedures for sample “a”. In ageing procedure 1 (component disassembled), “all non-metallic materials from the component in contact with the liquid LPG” are disassembled, using instructions from the manufacturer. They are aged using the test description of Annex 16, paragraph 11.1., and compliance to Annex 16, paragraph 11.2. is checked. Then they are reassembled to the component using the instructions from the manufacturer. In ageing procedure 2 (entire component), the entire component is exposed to n-Pentane according to Annex 16, paragraph 11.1. Compliance to Annex 16, paragraph 11.2. is then checked.

Vibration test, flow test and requirements (Annex 16, paragraphs 18.2. to 18.3.2.)

Paragraph 18.2.1. requires the vibration test in Annex 16, paragraph 10.5., procedures A or B, on the aged sample. The sample must comply with the test requirements in Annex 16, paragraph 10.5., procedure A or B. Paragraph 18.3. sets a flow test with dummy tank to compare sample “a” and reference sample “b”. Both samples have the flow test according to paragraph 6.15.8.3. of this Regulation. Both aged and non-aged samples “a” and “b” must comply with the flow requirements as per paragraph 6.15.8.3. of this Regulation. The non-metallic material of the samples “a” and “b” must show no cracks, deformation or any visual damage.

Transitional provision on the sale of components (paragraph 11.6.)

New paragraph 11.6. says that, as from 1 September 2022, Contracting Parties applying this Regulation may refuse the sale of a type of component “which does not meet the requirements of the 02 series of amendments to this Regulation, unless the component is intended as a replacement for fitting on vehicles in use”.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers
Working party
GRSG, 116th session (April 2019)

Reasons

  • The proposal ECE/TRANS/WP.29/GRSG/2018/2 was prepared to amend the ageing test of UN Regulation No. 67, as a counter proposal to a document from Germany. It says that Germany raised a concern about the possible impact of the ageing of material in contact with LPG.

    Sources (2)
“to amend the ageing test of UN Regulation No. 67 on Liquefied Petroleum Gas (LPG) vehicles as a counter proposal to document ECE/TRANS/WP.29/GRSG/2017/16 from Germany”
“Germany raised a concern about the possible impact of the ageing of material in contact with LPG”
  • Proposer's reason (informal document GRSG-116-05-Rev.1)

At the 112th GRSG, Germany suggested in GRSG-112-31 that “all components connecting the pressure relief valve (PRV) or device (PRD) with the gaseous phase inside the container shall be made of metallic material”. The reason for GRSG-112-31 was an accident in Germany. The vehicle caught fire, and the PRV and PRD were activated but could not release the pressure properly. It was found that this was due to “parts of the destroyed hose inside the tank blocking the connection between the tank and the PRV- and PRD-port”. The proposal says that the suggested measures aim at avoiding a restriction to use metallic material only.

  • Proposer's reason (informal document GRSG-116-05-Rev.1)

The proposal suggests carrying out the tests on an aged and on a virgin sample to identify a possible influence due to ageing. It says that the performance of the aged sample “a” after a vibration test is to be compared with that of a virgin sample “b”. It says that both samples are to be installed into a dummy container, to be pressurized according to the flow test stipulations.

Submitted by Expert from Germany. Working party adoption: ECE/TRANS/WP.29/GRSG/95, para. 38.
