Q1What changed19 changes
New Introduction: the purpose of Supplement 3 (paras 0. and 0.1.)
New paragraph 0. adds an Introduction to the Regulation. Paragraph 0.1. says that Supplement 3 is introduced to take into account vehicles of categories X and Y. Supplement 3 is also introduced to take into account conventional vehicles which are equipped with an Automated Driving System (ADS). Before this supplement, the Regulation had no paragraph 0.
Vehicles without a driver, a driver’s compartment and manual driving controls, and vehicles with an ADS (paras 0.1.1. and 0.1.2.)
Paragraph 0.1.1. says that the UN Regulation was originally drafted for vehicles with driver’s compartment and manual driving controls. The amendment intends to keep the spirit of the UN Regulation. The amendment also intends to extend the application of the UN Regulation to vehicles without a driver, a driver’s compartment and without manual driving controls. In the absence of “driver/driver’s compartment/manual driving controls” in the vehicle, provisions related to them must not be taken into account, unless this amendment already covers them. Paragraph 0.1.2. says that for vehicles equipped with an ADS, no special provisions or exemptions apply.
New definition of “Occupant compartment” (paras 14.1.4. and 0.1.3.)
New paragraph 14.1.4. defines “Occupant compartment” as the space for occupant (driver and/or passengers) accommodation. This space is bounded by the roof, floor, side walls, doors, outside glazing and front bulkhead. This space is also bounded by the plane of the rear compartment bulkhead or the plane of the rear seat back support. Paragraph 0.1.3. says that the new paragraph 14.1.4. aims to clarify the provisions for vehicles in case of a separate driver’s compartment.
“Occupant compartment” in place of “passenger compartment” (paras 6.17.2.1., 17.1.7.1., 17.8.8., 17.8.8.1., 17.10.2. and 17.11.4.)
Paragraphs 6.17.2.1., 17.8.8., 17.8.8.1., 17.10.2. and 17.11.4. now say “occupant compartment” in place of “passenger compartment” or “passengers compartment”. Paragraph 17.1.7.1. now says “occupant compartment (if fitted)” in place of “passenger compartment”. The protection degree classes in paragraphs 6.17.2.1. and 17.11.4. do not change.
Faults: a logic signal to ADS as an alternative to the driver indication (para. 17.13.2.3. and Annex 14, para. 6.)
The petrol content requirement in paragraph 17.13.2.3. must be fulfilled also in case of faults. Before, paragraph 17.13.2.3. named only a malfunction indication to the driver, and optionally activation of limp home mode. Now paragraph 17.13.2.3. names a malfunction indication to the driver or a logic signal sent to ADS, and optionally activation of limp home mode. Under Annex 14, paragraph 6., the ECU may permit the switch over to petrol mode if a fault makes the LPG-system inoperable. Such a fault must now be clearly indicated to the driver or sent as a logic signal to ADS. Before, such a fault had to be clearly indicated to the driver.
References to R.E.3 in footnotes 1 to 5 (paras 1, 5, 6, 16 and 17)
Footnotes 1, 3 and 5 now give document ECE/TRANS/WP.29/78/Rev.8 for the Consolidated Resolution on the Construction of Vehicles (R.E.3.). Before, footnotes 1, 3 and 5 gave document ECE/TRANS/WP.29/78/Rev.3. Footnotes 1, 3 and 5 no longer refer to paragraph 2 of R.E.3. Footnotes 2 and 4 still refer to Annex 3 to R.E.3 for the distinguishing numbers of the Contracting Parties. Footnotes 2 and 4 now give document ECE/TRANS/WP.29/78/Rev.8 instead of document ECE/TRANS/WP.29/78/Rev.3. All five footnotes now give a new web address.

Q3Who is affected
Vehicle manufacturer
- For an interconnected LPG-system, choose how a fault that makes the system inoperable is reported (Annex 14). Show it clearly to the driver or send it as a logic signal to ADS.
- In case of faults, meet paragraph 17.13.2.3. by a malfunction indication to the driver or a logic signal to ADS.
- Check the LPG installation in the “occupant compartment”, as paragraph 14.1.4. defines it, against paragraphs 17.8.8., 17.8.8.1., 17.10.2. and 17.11.4.
- For a vehicle without “driver/driver’s compartment/manual driving controls”, list the provisions related to them. Then find which of them this amendment already covers (para. 0.1.1.).
- For a vehicle equipped with an ADS, do not plan for special provisions or exemptions (para. 0.1.2.).
Component supplier
- Apply the IP 40 minimum of paragraph 6.17.2.1. to electrical connections inside the “occupant compartment”, which replaces “passengers compartment”.
- For an Annex 14 ECU, ask the vehicle manufacturer if the vehicle sends faults as a logic signal to ADS.
Technical service / Approval authority
- For faults under paragraph 17.13.2.3., check for a malfunction indication to the driver or a logic signal to ADS.
- Use the definition of “Occupant compartment” in paragraph 14.1.4. when you apply paragraphs 17.1.7.1., 17.8.8., 17.8.8.1., 17.10.2. and 17.11.4.
- For a vehicle without “driver/driver’s compartment/manual driving controls”, leave out the related provisions that this amendment does not already cover (para. 0.1.1.).
- For a vehicle equipped with an ADS, apply no special provisions or exemptions (para. 0.1.2.).
