UN R83 — Supplement 13 to the 06 series of amendments

Supplement 12 → 13

Adopted at the WP.29 178th sessionEntry into force 2020-01-11
What changed
  • Annex 7 and its Appendix 1 now allow an alternative equation for variable volume enclosures, at the choice of the manufacturer.
  • The pressure recording system now needs an accuracy within ± 0.3 kPa and a resolution of 0.025 kPa (Annex 7, paragraph 4.6.2.).
  • Any method of volume accommodation must now limit the differential between enclosure internal pressure and barometric pressure to ±5 hPa maximum, not ±5 kPa.
Why
  • OICA proposed to modify the calculation formulae for evaporative emissions in accordance with changes already agreed in UN GTR No. 19.
  • During the development of UN GTR No. 19, an alternative formula for the calculation of hydrocarbons was introduced. It may be used for variable volume SHED facilities at the choice of the manufacturer.
  • The proposal also includes further minor amendments and corrections that were noted during the drafting of UN GTR No. 19.

Q1What changed27 changes

Calculation of evaporative test results (Annex 7, paras 6.1. to 6.1.2., and Annex 7, Appendix 1, paras 2.4. to 2.4.2.)

A heading "Calculation of evaporative test results" is added as paragraph 6.1. Paragraph 6.1.1. now refers to "paragraph 5. of this annex". New paragraph 6.1.2. gives an alternative to the equation in paragraph 6.1.1. of this Annex, for variable volume enclosures, at the choice of the manufacturer. In Appendix 1, paragraph 2.4. now has the heading "Calculations of evaporative test results" instead of "Calculations". New paragraph 2.4.2. gives an alternative to the equation in paragraph 2.4.1. of this Annex, for variable volume enclosures, at the choice of the manufacturer. In this equation, V is the net enclosure volume in cubic metres, and k is 17.6.

Calculation of evaporative test results
The evaporative emission tests described in paragraph 5. of this annex allow the hydrocarbon emissions from the diurnal and hot soak phases to be calculated. Evaporative losses from each of theses these phases is calculated using the initial and final hydrocarbon concentrations, temperatures and pressures in the enclosure, together with the net enclosure volume. The formula below is used:

Enclosure pressure, pressure recording and humidity measurement (Annex 7, paras 4.2.1., 4.6.2., 4.9. and 4.9.1.)

Any method of volume accommodation must limit the differential between enclosure internal pressure and barometric pressure to a maximum of ±5 hPa, not ±5 kPa. Paragraph 4.6.2. now requires an accuracy of the pressure recording system within ± 0.3 kPa, and a pressure resolution of 0.025 kPa. Before, the accuracy was within ±2 kPa, and the pressure had to be capable of being resolved to ±0.2 kPa. Paragraphs 4.9.1. and 4.9., "Additional equipment", are deleted. Paragraph 4.9.1. said that the absolute humidity in the test area had to be measurable to within ±5 per cent.

Any method of volume accommodation shall limit the differential between the enclosure internal pressure and the barometric pressure to a maximum value of ±5 kPahPa.
The enclosure shall be capable of latching to a fixed volume. A variable volume enclosure shall be capable of accommodating a +7 per cent change from its "nominal volume" (see paragraph 2.1.1. of Appendix 1 to this annex, paragraph 2.1.1.), ,), taking into account temperature and barometric pressure variation during testing.

Information that the manufacturer compiles (Appendix 5, para. 2.)

The manufacturer must compile all the information needed to comply with the requirements of paragraph 9. and Appendices 3, 4 and 5 of this Regulation. Before, the paragraph referred to the requirements of "this annex". The paragraph now says "Type Approval Authority" instead of "approval authority".

The manufacturer shall compile all the information needed to comply with the requirements of paragraph 9. and Appendices 3, 4 and 5 of this annexRegulation. The approval authority Type Approval Authority may also take information from surveillance programmes into consideration.

Position of the sampling probe (Annex 5, para. 3.1.)

Paragraph 3.1. now has the word "or" between "at least 300 mm" and "into the pipe connecting the exhaust with the sampling bag".

The sampling probe shall be inserted into the exhaust pipe to a depth of at least 300 mm or into the pipe connecting the exhaust with the sampling bag and as close as possible to the exhaust.

Wording changes (Appendix 6, para. 9.4.; Annex 1, para. 3.2.12.2.6.2.; Annex 7, para. 5.1.3.3.; Annex 11, para. 2.2.; Annex 11, Appendix 1, para. 6.5.3.5.)

Paragraph 9.4. of Appendix 6 now says "refilling" instead of "replenishing", and "its certificate of conformity" instead of "the certificate of conformity issued for that vehicle type". Item 3.2.12.2.6.2. of Annex 1 now reads "Type and design of particulate trap:"; before, it read "Type and design of particulate trap and design:". Paragraph 5.1.3.3. of Annex 7 now says "40 per cent capacity of the fuel tank(s)" instead of "40 per cent volume of the fuel tank(s)". The "Vehicle type" definition in paragraph 2.2. of Annex 11 no longer has the word "such" before "essential engine and OBD system characteristics". Paragraph 6.5.3.5. of Annex 11, Appendix 1 now says "Type Approval Authority" instead of "administrative department".

The instructions shall specify that use of, and replenishing refilling of, a required reagent of the correct specifications is mandatory for the vehicle to comply with the its certificate of conformity issued for that vehicle type.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers; expert from the European Commission
Working party
GRPE, 78th session (January 2019)

Reasons

  • OICA proposed to modify the calculation formulae for evaporative emissions in accordance with changes already agreed in UN GTR No. 19. During the development of UN GTR No. 19, an alternative formula for the calculation of hydrocarbons was introduced. It may be used for variable volume SHED facilities at the choice of the manufacturer. The proposal says that these changes in UN Regulation No. 83 will prevent the need for additional text in UN GTR No. 19.

“to modify the calculation formulae for determination of evaporative emissions in accordance with changes already agreed in UN GTR No. 19”
“During the development of UN GTR No. 19, an alternative formula for the calculation of hydrocarbons has been introduced which may be used for variable volume SHED facilities at the choice of the manufacturer.”
“The introduction of these changes in UN Regulation No. 83 will prevent the need for additional text in UN GTR No. 19 as the references remain the same but are completed.”
“to modify the calculation formulae for determining evaporative emissions in accordance with changes already agreed in UN GTR No. 19”
  • The proposal also includes further minor amendments and corrections that were noted during the drafting of UN GTR No. 19, in the interest of consistency.

  • Proposer's reason (informal document GRPE-78-22)

The word ‘annex’ in paragraph 2. of Appendix 5 applied to the EU regulation text from which Appendix 5 was developed. This word is not correct for UN Regulation No. 83. The contents of Annex II of EU 692/2008 are in more than one section of the Regulation: Section 9 and Appendices 3, 4 and 5. Paragraph 2 of Appendix 5 should therefore refer to these sections in place of ‘this annex’.

GRPE-78-2206 and 07 series of amendments, Appendix 5 Paragraph 2., Justification
  • Proposer's reason (informal document GRPE-78-22)

The change to paragraph 9.4. of Appendix 6 is to correct a potential misunderstanding: a ‘vehicle type’ does not have a certificate of conformity.

Submitted by Expert from the European Commission. Working party adoption: ECE/TRANS/WP.29/GRPE/78, para. 9.

  • Proposer's reason (informal document GRPE-78-22)

The proposal gives a justification for each individual amendment. The change to paragraph 5.1.3.3. of Annex 7 provides a more correct terminology. The change to paragraph 2.2. of Annex 11 removes superfluous and potentially confusing text. The change to paragraph 6.5.3.5. of Annex 11, Appendix 1 aligns terminology with that used in the rest of the Regulation.
