- The changes incorporate vehicles with Automated Driving Systems and allow vehicles with and without a driver in the scope.
Q1What changed213 changes
Removal of the rules on manipulation devices and manipulation strategies (Annex 7, paras. 1., 3.1.2., 3.3.2. and 5.1.1.)
The text of Annex 7 “Manipulation devices and manipulation strategies” is deleted, and the annex now reads “Reserved”. Its Appendix 1 on the assessment and approval of AES and BES and its Appendix 2 on documentation packages are deleted. Paragraph 3.1.2.(a), on documentation to justify the absence of manipulation devices and manipulation strategies, is now “Reserved”. Paragraph 3.3.2., which referred to the tests, methods and procedures of Annex 7, is now “Reserved”, and paragraph 3.3.2.1. is deleted. The scope in paragraph 1. and paragraph 5.1.1. no longer name manipulation devices and manipulation strategies.
In-service conformity checks of system power (paras. 9.1., 9.7. and 9.7.1., new Annex 14)
New paragraph 9.7. and new Annex 14 add in-service conformity checks of system power approved in accordance with UN Regulation No. 177. These checks are optional, and paragraph 9.1. now lists Annex 14 for system power testing “when conducted at the option of the Type Approval Authority”. Paragraph 9.7.1. applies to properly maintained and used vehicles. Their total distance must be 3,000 km to 40,000 km, or their age up to 2 years from manufacture, whichever comes first. Annex 14 sets out the types of tests, the vehicle examination and maintenance, a statistical procedure and a vehicle survey in Appendix 1. An ISC test passes when the measured system power is greater than 90 per cent of the manufacturer's declared value.
Optional in-service conformity checks of electric range at low temperatures (para. 9.4., Table A, Annex 11)
Paragraph 9.4. and Annex 11 now state that low-temperature in-service conformity checks of the electric range of pure electric vehicles are optional. In Table A of paragraph 5.2., the in-service conformity row now has “Yes3”. New footnote 3 says that in-service conformity checks of the electric range of pure electric vehicles at low temperatures are optional. In Annex 11, paragraph 1.3. now says that the low temperature vehicle family is as defined in paragraph 6.10. of UN Regulation No. 154.
Tests of vehicles of categories X and Y and of vehicles with an ADS testing mode (Annexes 1, 4, 6 and 8)
Under new paragraph 3.4.1. of Annex 6 and 3.6.1. of Annex 8, category X and Y vehicles must be tested in the ADS testing mode. This ADS testing mode is set out in paragraph 2.4.2.7. of Annex B6 to UN Regulation No. 154, extended where necessary for correct tests. If a vehicle has an ADS testing mode, it must be engaged for all chassis dynamometer tests where an ADS feature is active. In Annex 1, paragraph 2.6. now says that the mass of the driver is not included for vehicles of categories X and Y. Table A4/2 in Annex 4 has a new item 7, “Procedure to engage ADS Testing Mode”, for when an ADS testing mode is provided. Footnote 1 on R.E.3 now cites document ECE/TRANS/WP.29/78/Rev.8 instead of Rev.6, with no paragraph number and a changed web link.
Indication and user mode words (Annex 4, Annex 9 para. 3.3.3.2., Annex 13 para. 2.2.(b))
In Annex 4, paragraph 5.7.2. now asks for “checks for indication of malfunction” instead of “visual checks for lit malfunction indicator lamps”. In Appendix 1 to Annex 4, lines 1 to 3 now ask about active indications and warnings instead of lights such as the “fuel reserve light”. In Appendix 5 to Annex 4, lines 18 and 19 now say “User-selectable mode(s)” instead of “Driver selectable mode(s)”. In Annex 9, paragraph 3.3.3.2., and Annex 13, paragraph 2.2.(b), “malfunction indicator” is now “malfunction indication”. AC.1 adopted the text as amended by Annex VI of the WP.29 session report, which made these Annex 9 and Annex 13 changes.
Emission character and sub-character tables (Annex 3, para. 12.2.3.(a))
In Table A3/1, the brake emissions column now gives sub-characters RA to RE from new Table A3/4, not compliance texts. New Table A3/4 gives sub-characters RA to RE for compliance with UN Regulation No. [179] on brake particle emissions. In Table A3/2, sub-characters MC and MD are deleted, and new sub-character MG is for “R154-04 – WITH OBFCM-2” and all powertrains. Paragraph 12.2.3.(a) now refers only to the character GL, not to “GL or GE”. New footnotes say that ‘N2’ in the vehicle category columns applies only to Euro 7ext vehicles as defined in Article 5(2) of Regulation (EU) 2024/1257. In Annex 3, the approval mark items (e) and (f) change places: (e) is now UN Regulation No. [179] and (f) No. [180].
Deleted information items and changed references (Annexes 1, 2 and 5, paras. 2.47. and 2.48.)
Annex 1 no longer has items 3.2.1.6., 3.2.1.6.1. and 3.2.1.7. on idle engine speeds and carbon monoxide content at idle. Item 3.2.13. on the location of the absorption coefficient symbol is also deleted. Item 3.4.3. of Annex 1 and item 1.9.2. of Annex 2, “Operating mode switch: with/without”, are deleted. Paragraphs 2.47. and 2.48. now refer to Appendix 2, not Appendix 3, to Annex C1 of Regulation No. 154.04. In Annex 5, Table 4, Step 1 now refers to Appendix 1 to Annex C1 for the initial virtual distance, instead of Appendix 2. In Step 1, the worst-case certified energy consumption is now as declared in paragraph 3.5.7.5.3. in Annex A1 of UN Regulation No. 154.
Q2Why it changed
- Proposed by
- Task Force on Automated Vehicles Regulations Screening (AVRS) (ADS changes); experts of the United Kingdom, the European Commission and OICA (manipulation rules, low-temperature checks); experts from OICA (system power checks, operating mode switch); experts of the European Commission (Annex 3 tables)
- Working party
- GRPE, 94th session (March 2026)
Reasons
The proposal brings vehicles with Automated Driving Systems into the Regulation. The references to R.E.3 are updated to include vehicles equipped with an ADS in the scope. Revision 8 of R.E.3 introduces vehicle categories X and Y. These vehicles cannot be driven manually above 6 km/h. References to driver actions are taken out and written again, so that the Regulation allows vehicles with and without a driver. Driver messages and warnings are edited to suit vehicles with and without a driver.

“The document introduces changes required to incorporate vehicles with Automated Driving Systems into the existing Regulation.”
“Vehicle categories X and Y are introduced in Revision 8 of R.E.3, prepared by the Task Force on Automated Vehicle Categorisation (TF-AVC) under GRSG and GRVA, and are not capable to be driven manually above 6 km/h.”
“All references to driver actions are taken out of the Regulation and written in a way that it allows for vehicles with and without a driver into the scope of the Regulation.”
“Driver messages and warnings are edited in way that it would be suitable for vehicles with and without a driver.”
The requirements for manipulation devices and manipulation strategies are now proposed for inclusion in Level 1A and Level 2 of UN Regulation No. 154. For this reason, they should be removed from UN Regulation No. 83.
