UN R83 Supplement 17 (07 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.
UN R83 — Supplement 17 to the 07 series of amendments
Supplement 16 → 17
- What changed
- Paragraphs 7.2.2., 7.2.4. and 7.3.2. of Annex 7 now give pressure values in kPa instead of mm of H2O. Under paragraph 7.3.5., the pressure of the fuel system must now drop to less than 2.5 kPa above ambient pressure within one minute.
- Equivalent alternative procedures for leakage and venting, and an alternative purge test procedure, can be used if the manufacturer requests and the responsible authority agrees.
- This supplement deletes paragraphs 7.5. to 7.6. of Annex 7 on checks by the Type Approval Authority and the inspector.
- Why
- The stated reason is alignment with UN Regulation No. 154.
Q1What changed14 changes
End-of-production-line testing and alternative procedures (Annex 7, paras. 7.1. to 7.1.2.)
Paragraph 7.1. adds the words “as an alternative to conducting the Type 4 test as described in this Annex”. The paragraph covers routine end-of-production-line testing, where the holder of the approval may demonstrate compliance by sampling vehicles which must meet the following requirements. New paragraph 7.1.1. allows alternatives to paragraphs 7.2. to 7.4. for sealed fuel tank systems, if the manufacturer requests them and the responsible authority agrees. New paragraph 7.1.2.: when the manufacturer chooses to use any alternative procedure, “all the details of the conformity test procedure” must be recorded in the type approval documentation.
Leak and venting test pressures in kPa (Annex 7, paras. 7.2.2., 7.2.4. and 7.3.2.)
Paragraphs 7.2.2. and 7.3.2. now apply 3.70 kPa ± 0.10 kPa to the fuel system, instead of 370 mm ± 10 mm of H2O. An alternative pressure can also be applied “at the request of the manufacturer and with approval of the responsible authority”, taking into account the pressure range in use of the fuel system. Under paragraph 7.2.4., the pressure must not drop by more than 0.50 kPa in five minutes after isolation of the fuel system. Before, this limit was 50 mm of H2O.
Venting test pressure drop (Annex 7, para. 7.3.5.)
The pressure of the fuel system must now drop to less than 2.5 kPa above ambient pressure within one minute. Before, it had to drop below 100 mm of H2O in not less than 30 seconds but within two minutes. The new text gives no minimum time.
Alternative leak, venting and purge procedures (Annex 7, paras. 7.2.5., 7.3.6. and 7.4.4.3.)
New paragraph 7.2.5. lets “the function for leakage” be demonstrated by an equivalent alternative procedure, at the request of the manufacturer and in agreement with the responsible authority. The equivalent alternative procedure for venting (paragraph 7.3.6.) and the alternative purge test procedure (paragraph 7.4.4.3.) now need agreement with the responsible authority. Before, paragraph 7.3.6. said that the manufacturer should demonstrate the specific procedure to the Technical Service during the type approval procedure. Before, paragraph 7.4.4.3. allowed an alternative purge test procedure at the request of the manufacturer, if it “has been presented to and has been accepted by the Technical Service during the type approval procedure”.
Deleted paragraphs on conformity checks (Annex 7, paras. 7.5. to 7.6.)
This supplement deletes paragraphs 7.5., 7.5.1., 7.5.2. and 7.6. of Annex 7. Paragraph 7.5. said that the Type Approval Authority which granted type approval “may at any time verify the conformity control methods applicable to each production unit”. Paragraphs 7.5.1. and 7.5.2. said that the inspector must take a sufficiently large sample from the series and may test these vehicles under paragraph 7.1. Paragraph 7.6. said that, if the requirements of paragraph 7.5. were not met, the Type Approval Authority “shall ensure that all necessary steps are taken to re-establish conformity of production as rapidly as possible”.

Q3Who is affected
Vehicle manufacturer
- Update your test settings to the new kPa values in paragraphs 7.2.2., 7.2.4. and 7.3.2.
- Change your venting test to the new limit: less than 2.5 kPa above ambient pressure within one minute (paragraph 7.3.5.).
- Remove the minimum time of 30 seconds from your venting test (paragraph 7.3.5.).
- Get the responsible authority's agreement for alternative procedures, also for sealed fuel tank systems (paragraphs 7.1.1., 7.2.5., 7.3.6., 7.4.4.3.).
- When you use an alternative procedure, make sure that the type approval documentation records “all the details of the conformity test procedure” (paragraph 7.1.2.).
Component supplier
- For alternative test pressures, be ready to give the pressure range in use of your fuel system (paragraphs 7.2.2., 7.3.2.).
- Check that the fuel system you supply meets the new venting limit in paragraph 7.3.5.
- Be ready to support alternative procedures to paragraphs 7.2. to 7.4. for sealed fuel tank systems (paragraph 7.1.1.).
Technical service / Approval authority
- Be ready for manufacturer requests for alternative test pressures, which need approval of the responsible authority (paragraphs 7.2.2., 7.3.2.).
- Be ready for manufacturer requests for alternative procedures, which need agreement with the responsible authority (paragraphs 7.1.1., 7.2.5., 7.3.6., 7.4.4.3.).
- Update your instructions: paragraphs 7.3.6. and 7.4.4.3. no longer name the Technical Service for alternative venting and purge procedures.
- When a manufacturer uses an alternative procedure, check that the type approval documentation records “all the details of the conformity test procedure” (paragraph 7.1.2.).
- Update your checklists that refer to paragraphs 7.5. to 7.6., which this supplement deletes.
