- What changed
- Test and measurement equipment compliant with the technical requirements of UN GTR No. 15 may now follow that UN GTR's maintenance and calibration requirements.
- Annex 11, paragraph 4.4.: before or at type approval, a deficiency must not be granted for paragraph 6.5. of Appendix 1, except 6.5.3.5 (before: 6.5.3.4.).
- Why
- UN GTR No. 15 has brought all maintenance and calibration requirements up to date, reflecting the capabilities of state-of-the-art equipment.
- The aim is to remove the risk that equipment has to be calibrated more often than necessary.
- In the 07 series (with amendment 1), paragraphs were renumbered, so the reference in Annex 11, paragraph 4.4. should now read 6.5.3.5.

Maintenance and calibration under UN GTR No. 15 (Annex 4A, Appendix 3, para. 2.)
New text is added to the paragraph on calibration procedures (paragraph 2.). Test and measurement equipment compliant with the technical requirements of UN GTR No. 15 may follow the maintenance and calibration requirements of that UN GTR. In all other cases, the requirements that follow must apply. Before, paragraph 2. did not have this text.
Deficiency exception (Annex 11, para. 4.4.)
Before or at type approval, a deficiency must not be granted for paragraph 6.5. of Appendix 1 to Annex 11, except one paragraph. That excepted paragraph is now paragraph 6.5.3.5 instead of paragraph 6.5.3.4.

Reasons
The proposal is to allow WLTP UN GTR No. 15 calibration to be used for NEDC UN Regulation No. 83 tests. UN GTR No. 15 has brought all maintenance and calibration requirements up to date, reflecting the capabilities of state-of-the-art equipment.

Most laboratories have been or will be updated to be capable of testing to UN GTR No. 15. They will still be used for testing to NEDC for the foreseeable future. UN Regulation No. 83 should be updated to recognise the equipment in WLTP capable laboratories. This is to remove the risk that equipment has to be calibrated more often than necessary.
