UN R83 Supplement 13 (07 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.
UN R83 — Supplement 13 to the 07 series of amendments
Supplement 12 → 13
- What changed
- For paragraph 6.2. of Appendix 6, the situations are now presumed to occur if the applicable NOx OBD threshold limit in Annex 11 is exceeded.
- In Annex 4a, Appendix 7b, the formula for the effect of different tyre tread depth now subtracts TTD instead of multiplying by it.
- For the weighted mean in paragraph 2.1.(b) of Annex 4a, Appendix 7b, the text now refers to Annex 7 to UN GTR No. 15.
- Why
- The old second subparagraph of paragraph 6.2. was incorrectly inserted, contrary to the amendment adopted at 76th GRPE.
- When the methodology was copied from EU regulation, a “.” was wrongly introduced instead of a “-” in the formula.
- The reference to Annex 4 instead of Annex 7 of UN GTR No. 15 was wrong.
Q1What changed8 changes
NOx threshold for the driver warning and inducement (Appendix 6, para. 6.2.)
For paragraph 6.2., the situations are now presumed to occur if the applicable NOx OBD threshold limit in Annex 11, paragraph 3.3.2., is exceeded. The NOx emissions during the test to demonstrate compliance must be no more than 20 per cent higher than the above threshold. Before, the presumption used the applicable NOx limit of the table in paragraph 5.3.1.4., multiplied by a factor of 1.5. The warning example “emissions too high – check AdBlue” now uses a dash instead of a hyphen.
Weighted mean RRC and UN GTR No. 15 (Annex 4a, Appendix 7b, para. 2.1.)
Item (b) of paragraph 2.1. gives a weighted mean if the tyres on the front and rear axles belong to different energy efficiency classes. This weighted mean now uses the equation in paragraph 3.2.3.2.2.2.3. of Annex 7 to UN GTR No. 15. Before, the text referred to that paragraph of UN GTR No. 15 Annex 4. The end punctuation of items (a), (b) and (c) also changes.
Effect of different tyre tread depth (Annex 4a, Appendix 7b, para. 2.2.4.(a)(iv))
The formula for the effect of different tyre tread depth is now F0n = F0n³ − TTD. Before, the formula was F0n = F0n³ · TTD, so it multiplied by TTD. The sentence that refers to point 2.2.2. for the factors TTD now ends with a full stop.
Q2Why it changed
- Proposed by
- Expert from the International Organization of Motor Vehicle Manufacturers
- Working party
- GRPE, 82nd session (January 2021)
Reasons
The old second subparagraph of paragraph 6.2. was incorrectly inserted into ECE/TRANS/WP.29/2018/148 and adopted at the 176th session of WP.29. This was contrary to the amendment of ECE/TRANS/WP.29/GRPE/2018/7 adopted at 76th GRPE. The second part of that subparagraph moves to the end of paragraph 6.2. of Appendix 6.

“Appendix 6, paragraph 6.2., delete second subparagraph and amend to read:”
“This subparagraph was incorrectly inserted into the document of ECE/TRANS/WP.29/2018/148 and adopted at the 176th session of WP.29 contrary to the amendment of ECE/TRANS/WP.29/GRPE/2018/7 adopted at 76th GRPE.”
“The second part of the subparagraph is moved at the end of paragraph 6.2. of Appendix 6.”
The formulas that calculate NEDC road load values from those determined under UN GTR No. 15 (WLTP) had one error. When the methodology was copied from EU regulation, a “.” was wrongly introduced instead of a “-” in the formula. The EU Joint Research Center, which is at the origin of the methodology, reviewed this correction.

Q3Who is affected
Vehicle manufacturer
- For paragraph 6.2., demonstrate warning and inducement activation when the applicable NOx OBD threshold limit (Annex 11, 3.3.2.) is exceeded.
- Update your F0n calculation for different tyre tread depth: the formula now subtracts TTD instead of multiplying by it.
- For the weighted mean RRC (Annex 4a), use paragraph 3.2.3.2.2.2.3. of Annex 7 to UN GTR No. 15.
Component supplier
- Be ready to support the manufacturer's paragraph 6.2. demonstration at the applicable NOx OBD threshold limit of Annex 11.
- Update any road load calculation tool you supply: the tyre tread depth formula of Annex 4a now subtracts TTD.
Technical service / Approval authority
- Check paragraph 6.2. demonstrations against the applicable NOx OBD threshold limit (Annex 11, 3.3.2.), not 1.5 times the NOx limit.
- Check F0n calculations for different tyre tread depth: the formula now subtracts TTD instead of multiplying by it.
