UN R83 Supplement 9 (07 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.

UN R83 — Supplement 9 to the 07 series of amendments

Supplement 8 → 9

Adopted at the WP.29 178th sessionEntry into force 2020-01-11
What changed
  • Annex 7 and its Appendix 1 now allow an alternative equation for variable volume enclosures, at the choice of the manufacturer.
  • The time limits in footnote 7 to Table A (E10 and B7 fuels) and in footnote 2 to Table 1 (particulate number limit) are deleted.
  • In Annex 7, the pressure recording system now needs an accuracy within ± 0.3 kPa and a resolution of 0.025 kPa.
Why
  • OICA proposed to clarify the relationship between approval levels, reference fuels and PN limits for PI vehicles. The proposal says footnotes to the test-requirement and emissions-limit tables cause inflexibility in recognising some 07 series approval levels.
  • OICA proposed to modify the calculation formulae for evaporative emissions in accordance with changes already agreed in UN GTR No. 19.
  • The proposal also includes further minor amendments and corrections that were noted during the drafting of UN GTR No. 19.

Q1What changed41 changes

Reference fuels, particulate number limit and approval characters (para. 5.2., Table A; para. 5.3.1.4., Table 1; Annex 3, Table A3/1)

The time limits in footnote 7 to Table A for E10 and B7 fuels in new type approvals and all new vehicles are deleted. In footnote 2 to Table 1, the time limit "Until three years after the dates specified in paragraphs 12.2.1. and 12.2.2." is deleted. The manufacturer's choice of the footnote 2 limit for PI direct injection vehicles must be reflected where applicable in the approval character. In the emissions standard key to Table A3/1, key A now says "complying with" the preliminary values for particulate numbers and adds "using any applicable reference fuel". Key B now says "complying with" the final particulate number standards for PI vehicles "in the table without reference to footnote 2".

7 Upon the choice of the manufacturer vehicles with positive and compression ignition engines may be tested with either E5 or E10 and either B5 or B7 fuels, respectively. However: - not later than sixteen months after the dates set out in point 12.2.1., new type approvals shall only be performed with E10 and B7 fuels; - not later than as from dates set out in point 12.2.4., all new vehicles This decision shall be approved with E10 and B7 fuels.reflected where applicable in the approval character as described in Table A3/1
2 Until three years after the dates specified in paragraphs 12.2.1. and 12.2.2. of this Regulation for new type approvals and new vehicles respectively, a A particulate number emission limit of 6.0 × 1012 #/km shall apply to PI direct injection vehicles upon the choice of the manufacturer. This decision shall be reflected where applicable in the approval character as described in Table A3/1.

Latest level for mutual recognition and approvals to any level (paras. 12.2.5. and 12.3.1.)

New paragraph 12.2.5.: from the entry into force of this supplement, type approvals according to the characters ZD, ZE and ZF "shall be considered to be the latest level for the purposes of mutual recognition for their respective vehicle categories". Paragraph 12.3.1. now says that Contracting Parties "may grant" approvals instead of "may continue to grant" them. "Any level of this regulation" is now also understood to mean any approval character in Table A3/1.

From the entry into force of this supplement [number to be inserted] the type approvals according to the characters ZD, ZE and ZF shall be considered to be the latest level for the purposes of mutual recognition for their respective vehicle categories.
Contracting Parties applying this Regulation may continue to grant approvals to those vehicles which comply with any previous series of amendments, or to any level of this Regulation, provided that the vehicles are intended for sale or for export to countries that apply the relating requirements in their national legislations. ‘Any level of this regulation’ shall also be understood to mean any approval character in Table A3/1.

Calculation of evaporative test results (Annex 7, paras. 6.1. to 6.1.2.; Annex 7, Appendix 1, paras. 2.4. to 2.4.2.)

Annex 7 now has the heading "Calculation of evaporative test results" as paragraph 6.1., and the formula text is in paragraph 6.1.1. New paragraph 6.1.2. gives an alternative to the equation in paragraph 6.1.1. for variable volume enclosures, at the choice of the manufacturer. In Annex 7, Appendix 1, paragraph 2.4. now has the heading "Calculations of evaporative test results" instead of "Calculations". New paragraph 2.4.2. gives an alternative to the equation in paragraph 2.4.1. for variable volume enclosures, at the choice of the manufacturer. Enclosure pressure, pressure recording and humidity measurement (Annex 7, paras. 4.2.1., 4.6.2., 4.9. and 4.9.1.)

Any method of volume accommodation must limit the differential between enclosure internal pressure and barometric pressure to a maximum of ±5 hPa, not ±5 kPa. Paragraph 4.6.2. now requires an accuracy of the pressure recording system within ± 0.3 kPa and a pressure resolution of 0.025 kPa. Before, the accuracy was within ±2 kPa, and the pressure had to be capable of being resolved to ±0.2 kPa. Paragraph 4.9.1. and the heading paragraph 4.9., "Additional equipment", are deleted. Paragraph 4.9.1. required the absolute humidity in the test area to be measurable to within ±5 per cent.

Any method of volume accommodation shall limit the differential between the enclosure internal pressure and the barometric pressure to a maximum value of ±5 kPahPa.
The accuracy of the pressure recording system shall be within ±2  0.3 kPa and the pressure shall be capable have resolution of being resolved to ±0.2 0.025 kPa.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers; expert from the European Commission
Working party
GRPE, 78th session (January 2019)

Reasons

  • OICA proposed to clarify the relationship between approval levels, reference fuels and PN limits for PI vehicles. The proposal says that the footnotes to the tables of test requirements and emissions limits are causing inflexibility. This applies to the recognition of some of the approval levels in the 07 series of amendments. It says that these footnotes were introduced correctly to protect the EU from having to accept vehicle approvals that were not compliant with local legislation. It also says that the EU is currently not subject to mutual recognition in UN Regulation No. 83 because of the WLTP transitional provisions.

  • OICA proposed to modify the calculation formulae for evaporative emissions in accordance with changes already agreed in UN GTR No. 19. During the development of UN GTR No. 19, an alternative formula for the calculation of hydrocarbons was introduced. It may be used for variable volume SHED facilities at the choice of the manufacturer. The proposal says that these changes in UN Regulation No. 83 will prevent the need for additional text in UN GTR No. 19.

  • Proposer's reason (informal document GRPE-78-27)

The proposal says that its amendments provide the flexibility for contracting parties to issue approvals to different levels within the 07 series of amendments. They do this by defining levels within the table of approval characters in Table A3/1. The proposal says that only the final emissions and OBD standards would be subjected to mutual recognition. It says that a contracting party can elect to accept other levels of emissions standards and OBD standards within the 07 series.

  • Proposer's reason (informal document GRPE-78-22)

For paragraph 5.2.1., the proposal says that the change corrects an error introduced in the 07 series of amendments. It says that engine power is covered by UN Regulation 85.
