- Why
- The new series adds new requirements introduced by Euro 7 in the EU.
- The new series also introduces extended lifetime provisions and in-service conformity requirements for in-vehicle battery durability.
- The United Kingdom worked with others to find a pragmatic way forward to enable the transposition of the Euro 7 package.
Q1What changed934 changes
Vehicle categories and emission characters (paras. 1.1., 3.4., Table A3/1)
This Regulation now applies to vehicles of categories M1 and N1. Before, it applied to vehicles of categories M1, M2, N1 and N2 with a reference mass not exceeding 2,610 kg. At the manufacturer's request, the approval authority may grant an emission type-approval to vehicles of category N2 between 3.5 and 5 tonnes maximum mass. The condition is that these vehicles originate from a type of vehicle of category N1 and meet its requirements. Table A3/1 in Annex 3 now gives the emission characters FL, FE, GL, GE, GS and GT, instead of EA, EB and EC. The first letter of the character is F for Euro 7A or G for Euro 7B.
Transitional and special provisions, and small-volume manufacturers (paras. 2.64., 8.1.2., 9.2.4., 12.)
From 29 November 2026, new vehicle types get approval only if they comply with all items of paragraph 12.2.1., including character FL or FE. From 1 January 2030, new vehicle types get approval only if they comply with paragraph 12.2.3., including character GL or GE. New paragraph 2.64. defines a small-volume manufacturer (SVM) by European Union registrations each calendar year, and by its links to a group of connected manufacturers. Contracting parties outside the European Union applying this Regulation may define SVM in their regional legislative framework. Until 30 June 2030, Contracting Parties must not refuse to accept approvals to the preceding series for M1 or N1 vehicles of small volume manufacturers. From 1 July 2030, new vehicle types from small volume manufacturers get approval only if they comply with paragraph 12.2.6., including character GS or GT.
Manipulation devices and manipulation strategies (paras. 2.41., 2.42., 3.3.2., 5.1.7., Annex 7)
New paragraphs 2.41. and 2.42. define “manipulation device” and “manipulation strategy”. In the application, the manufacturer must also submit all relevant documentation to technically justify the absence of manipulation devices and manipulation strategies. Paragraph 3.3.2. requires the manufacturer to comply with new Annex 7 on tests, methods and procedures to establish this absence. Annex 7 also specifies documentation and sets out roles and responsibilities for manufacturers, type-approval authorities, Contracting Party authorities and recognised third parties. Under Appendix 1 to Annex 7, the manufacturer must justify each documented AES by one or more criteria, such as safe operation of the vehicle. Paragraph 5.1.7., which prohibited defeat devices that reduce the effectiveness of emission control systems, with exceptions, is now “Reserved”.
Anti-tampering, security and cybersecurity (paras. 2.43., 3.1.2.(b), 3.3.3., 5.1.5., Annex 9)
New paragraph 2.43. defines “tampering”. In the application, the manufacturer must also submit a declaration of compliance with the requirements on anti-tampering, security and cybersecurity systems. This declaration is Annex 2 Appendix 2; before, that appendix was the manufacturer's certificate of compliance with the OBD in-use performance requirements. Paragraph 3.3.3. says that, for paragraph 3.1.2.(b), the anti-tampering, security and cybersecurity provisions are those in new Annex 9. Annex 9 makes the manufacturer responsible for sufficient measures against tampering, cybersecurity and security threats to the vehicle type (with regard to emissions). Paragraph 5.1.5. on electronic system security and paragraph 5.1.6. on inspection for the roadworthiness test are now “Reserved”.
Removal of the Type 2 test and declarations of compliance (paras. 5.3.2., 5.3.3.1., 5.3.7., 7.1., 8.1.1., Table A, Annex 2)
Paragraph 5.3.2. on the Type 2 test (carbon monoxide emission test at idling speed) is now “Reserved”. The Type 2 test is also removed from Table A, from paragraph 7.1. on extensions and from paragraph 8.1.1. Paragraph 5.3.7. on emission data required for roadworthiness testing is deleted. Unless the granting type-approval authority requires a test for type-approval, the manufacturer gives a signed declaration of compliance with the Type 3 test requirements. This declaration replaces the requirements for testing at type-approval, and Appendix 1 of Annex 2 gives its template. New Appendices 3 to 7 to Annex 2 are declarations of compliance, for example with the Type 6 requirements, for small volume manufacturers only.
In-service conformity and vehicle lifetime (paras. 2.62., 2.63., 9., Annexes 4, 5, 11, 12 and 13)
Paragraph 9.1. now adds Annex 5 (battery durability), Annex 11 (low-temperature electric range of pure electric vehicles), Annex 12 (brake emissions) and Annex 13 (OBM). Paragraph 9.2.2. now ends the in-service conformity check period at 200,000 km or 10 years, whichever occurs sooner, instead of 100,000 km or 5 years. For this Regulation, the lifetime is the main lifetime extended by the additional lifetime (new paragraphs 2.62. and 2.63.). For vehicles in the additional lifetime, a durability multiplier of 1.2 adjusts the emission limits for gaseous pollutants. Annex 5 now sets the in-service conformity methodology for battery durability, instead of the Type 2 test. Annex 11 now covers in-service conformity of the electric range ratio of pure electric vehicles at low temperature, not OBD in-use performance requirements.
Application for approval and other main text changes (paras. 2.36., 2.40., 3.1., 5.1.2., Annex 2)
Paragraph 3.1. now covers the application for approval with regard to the requirements of this Regulation, instead of idling, crankcase and low ambient temperature emissions. Paragraph 5.1.2. now requires manufacturers to design, construct and assemble vehicles to comply with this Regulation, UN Regulation No. 154 and UN Regulation No. 168. Manufacturers must also make sure that the type approval procedures for anti-tampering, security and cybersecurity, and for manipulation devices and manipulation strategies, are met. The definition of “third party” now says “access to adequate testing facilities for the purpose of compliance checks and tests” instead of “the resources to testing facilities”. Paragraph 2.36., which defined “real driving emissions (RDE)”, is now “Reserved”. In Annex 2, the communication and its addendum now refer to the 09 series of amendments instead of the 08 series.

At WP.29, the United Kingdom introduced WP.29-198-06, which amends the proposal. The United Kingdom had worked with the European Commission, Japan and the Chair of GRPE on a pragmatic way forward for the Euro 7 transposition. In its view, this is an interim solution, and it would still be important to agree a global definition of a small volume manufacturer.
