UN R83 Supplement 7 (07 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.

UN R83 — Supplement 7 to the 07 series of amendments

Supplement 6 → 7

Adopted at the WP.29 175th sessionEntry into force 2018-12-29
What changed
  • For category N vehicles, the approval must be extended to vehicles with a lower reference mass, only if one condition is met. Condition: the emissions of the vehicle already approved are within the limits prescribed for the vehicle for which extension of the approval is requested.
  • Before, the word “only” came before “to vehicles with a lower reference mass” in paragraph 7.1.1.2.
Why
  • For vehicles of category N, the emission limits increase with the reference mass. An extension must not be granted to a lighter vehicle that abusively uses the less severe limits for heavier vehicles.
  • The earlier wording may suggest that, in addition, no extension should be granted to vehicles with a greater reference mass than the type-approved vehicle. The proposal removes this ambiguity.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers
Working party
GRPE, 76th session (January 2018)

Reasons

  • The proposal is to clarify the extension rule related to the mass, as regards its application to vehicles of category N.

    Source
“to clarify the extension rule related to the mass defined in paragraph 7. of Regulation No. 83 as regards to its application to vehicles of category N.”
  • Paragraph 7.1.1.1. defines the general extension rule for vehicles with different reference masses. This requirement applies equally to vehicles of category M or N.

    Sources (2)
“Paragraph 7.1.1.1. defines the general extension rule for vehicles having different reference masses:”
“This requirement applies equally to vehicles of category M or N,”
  • For vehicles of category N, the emission limits increase with the reference mass. An extension must not be granted to a lighter vehicle that abusively uses the less severe limits for heavier vehicles.

    Sources (2)
“in the case of vehicles of category N, for which the emission limits increase with the reference mass,”
“it is necessary to ensure that an extension is not granted to a lighter vehicle using abusively the less severe limits applicable to heavier vehicles.”
  • The earlier wording may suggest that, in addition, no extension should be granted to vehicles with a greater reference mass than the type-approved vehicle. The proposal says that this has no reason to be, and removes this ambiguity.

    Sources (3)
“the current wording in paragraph 7.1.1.2. may suggest that, in addition to the mentioned point here above, no extension should be granted to vehicles with a reference mass greater than the mass of the type-approved vehicle.”
“This has no reason to be.”
    “The proposal removes this ambiguity.”
  • At the GRPE session, the expert from OICA introduced the proposal as an editorial correction that removes possible misinterpretation.
