UN R83 — Supplement 3 to the 08 series of amendments

Supplement 2 → 3

Adopted at the WP.29 197th sessionEntry into force 2026-06-04
What changed
  • References to the UN Regulation on RDE now give its number, 168, instead of “[xxx]” or a similar mark.
  • Annex 1 has a new item 3.2.1.3. for the engine capacity in cm³.
  • Under Annex 8, paragraph 5.2.6., the test can start following the dynamometer manufacturer’s recommendations if frictional losses can be stabilized without warming the dynamometer.
Why
  • The test report must specify the engine capacity, but the template of the manufacturer’s information document in Annex 1 did not have it.
  • The text in the Regulation no longer represents the operation of modern chassis dynamometers.
  • The proposal aims to update the dynamometer preparation requirements ahead of a Type 6 test, in line with Annex 13 of UN GTR No. 15.

Q1What changed13 changes

Number of the UN Regulation on RDE

References to the UN Regulation on RDE now give its number, 168. Before, the text gave this number as “[xxx]”, “[XXX]” or “[xxx*]”. For example, in Annex 4, ISC testing with the RDE test must be performed in accordance with UN Regulation No. 168 on RDE. The other words of these provisions do not change.

Demonstration of compliance with Part III of UN Regulation No. 24 (if applicable), UN Regulation No. 85, Level 1a or Level 2 of UN Regulation No. 154 and UN Regulation No. [xxx] 168 on RDE (if applicable).
The manufacturer shall ensure that, throughout the normal life of a vehicle which is type approved in accordance with UN Regulation No. 154, its final RDE emission results as determined in accordance with UN Regulation No. [xxx] 168 on RDE and emitted at any RDE test performed in accordance with that Regulation, do not exceed the emission limits for NOX and PN.

Engine capacity in Annex 1 (item 3.2.1.3.)

Annex 1 has a new item 3.2.1.3., “Engine capacity”, in cm³. A new footnote to this item says that the value must be calculated (π = 3.1416) and rounded off to the nearest cm3.

Engine capacity: cm³
This value shall be calculated (π = 3.1416) and rounded off to the nearest cm3.

Test start without warming the dynamometer (Annex 8, para. 5.2.6.)

Paragraph 5.2.6. of Annex 8 (Type 6 test) has new text. If frictional losses of the dynamometer can be stabilized without warming the dynamometer, the test can start following the dynamometer manufacturer’s recommendations. The manufacturer must provide documentation on the validation of the systems upon request of the responsible authority. Paragraph 5.2.6. also limits the time between dynamometer warming and the start of the emission test. The limit is 10 minutes if the dynamometer bearings are not independently heated, and 20 minutes if they are.

If frictional losses of the dynamometer can be stabilized without warming the dynamometer, the test can start following the dynamometer manufacturer’s recommendations. The manufacturer shall provide documentation on the validation of the systems upon request of the responsible authority.

Q2Why it changed

Proposed by
Experts from the International Organization of Motor Vehicle Manufacturers (OICA)
Working party
GRPE, 92nd session (March 2025)

Reasons

  • The Technical Services issue a test report in accordance with Annex 1 – Appendix 1. Point 1.1.2. of this report must specify the engine capacity of the vehicle type. This information was missing from the template of the manufacturer’s information document in Annex 1.

    Sources (2)
“Within point 1.1.2. of the test report issued by the Technical Services in accordance with Annex 1 – Appendix 1, the engine capacity of the given vehicle type shall be specified.”
“However, this information is missing from the template of the manufacturer’s information document given in Annex 1.”
  • The text in the Regulation no longer represents the operation of modern chassis dynamometers. This was recognized in the development of Annex 13 of UN GTR No. 15, and a fitting text was developed.

“The text in the Regulation no longer represents the operation of modern chassis dynamometers.”
“This was recognized in the development of Annex 13 of UN GTR No.15 and a fitting text was developed.”
  • According to the proposal, the text from UN GTR No. 15 should be included as an alternative in UN Regulation No. 83.

“The text from UN GTR No. 15 should therefore be included as an alternative in UN Regulation No. 83.”
  • The proposal also makes some minor editorial corrections. Its justification lists the replacement of [xxx] with the number “168” for the UN Regulation on RDE.
