UN R83 — Supplement 20 to the 06 series of amendments

Supplement 19 → 20

Adopted at the WP.29 193rd sessionEntry into force 2025-01-10
What changed
  • In Annex 7, paragraphs 7.2.2. and 7.3.2. now give the pressure in kPa: 3.70 kPa ± 0.10 kPa instead of 370 ±10 mm of H2O.
  • Paragraph 7.3.5. of Annex 7 now requires the fuel system pressure to drop to less than 2.5 kPa above ambient pressure within one minute.
  • Equivalent alternative procedures for leakage and venting, and an alternative purge test procedure, can be used if the manufacturer requests and the responsible authority agrees.
Why
  • The changes are for alignment with UN Regulation No. 154.

Q1What changed14 changes

End-of-production-line testing and alternative procedures (Annex 7, paras. 7.1. to 7.1.2.)

Paragraph 7.1. on routine end-of-production-line testing adds “as an alternative to conducting the Type 4 test as described in this Annex”. Under new paragraph 7.1.1., the manufacturer can ask to apply alternative procedures to paragraphs 7.2. to 7.4. for vehicles with a sealed fuel tank system. These procedures need the agreement of the responsible authority. When the manufacturer chooses any alternative procedure, all the details of the conformity test procedure must be recorded in the type approval documentation (para. 7.1.2.).

For routine end-of-production-line testing, as an alternative to conducting the Type 4 test as described in this Annex, the holder of the approval may demonstrate compliance by sampling vehicles which shall meet the following requirements.
In case of vehicles with a sealed fuel tank system, at the request of the manufacturer and in agreement with the responsible authority, alternative procedures to paragraphs 7.2. to 7.4. of this Annex can be applied.

Pressures in kPa and an alternative pressure (Annex 7, paras. 7.2.2., 7.2.4. and 7.3.2.)

The pressure applied to the fuel system in paragraphs 7.2.2. and 7.3.2. is now 3.70 kPa ± 0.10 kPa. Before, it was 370 ±10 mm of H2O. At the request of the manufacturer and with approval of the responsible authority, an alternative pressure can also be applied. The alternative pressure takes into account the pressure range in use of the fuel system. After isolation of the fuel system, the pressure must not drop by more than 0.50 kPa in five minutes (para. 7.2.4.). Before, the limit was 50 mm of H2O.

A pressure of 370 ±10 mm of H2O shall be applied to the fuel system.A pressure of 3.70 kPa ± 0.10 kPa shall be applied to the fuel system. At the request of the manufacturer and with approval of the responsible authority, an alternative pressure can also be applied, taking into account the pressure range in use of the fuel system.
Following isolation of the fuel system, the pressure shall not drop by more than 50 mm of H2O 0.50 kPa in five minutes.

New limit for the pressure drop (Annex 7, para. 7.3.5.)

Under paragraph 7.3.5., the pressure of the fuel system must now drop to less than 2.5 kPa above ambient pressure within one minute. Before, the text read “below 100 mm of H20 in not less than 30 seconds but within two minutes”. There is no longer a minimum time of 30 seconds.

The pressure of the fuel system shall drop to below 100 mm of H20 in not a pressure less than 30 seconds but 2.5 kPa above ambient pressure within two minutesone minute.

Alternative leakage, venting and purge procedures (Annex 7, paras. 7.2.5., 7.3.6. and 7.4.4.3.)

New paragraph 7.2.5. lets “the function for leakage” be demonstrated by an equivalent alternative procedure. This is possible at the request of the manufacturer and in agreement with the responsible authority. The equivalent alternative procedure for venting (paragraph 7.3.6.) and the alternative purge test procedure (paragraph 7.4.4.3.) now need agreement with the responsible authority. Paragraph 7.3.6. no longer says that the manufacturer should demonstrate the specific procedure to the technical service during the type approval procedure. Before, at the request of the manufacturer, an alternative purge test procedure could be used if the Technical Service accepted it during type approval.

At the request of the manufacturer and in agreement with the responsible authority the function for leakage can be demonstrated by an equivalent alternative procedure.
At the request of the manufacturer and in agreement with the responsible authority the functional capacity for venting can be demonstrated by equivalent alternative procedure. The specific procedure should be demonstrated by the manufacturer to the technical service during the type approval procedure.

Deleted paragraphs on conformity control and inspection (Annex 7, paras. 7.5. to 7.6.)

Paragraphs 7.5., 7.5.1., 7.5.2. and 7.6. of Annex 7 are deleted. Under paragraph 7.5., the competent authority which granted type approval could at any time check the conformity control methods of each production unit. Paragraphs 7.5.1. and 7.5.2. said that the inspector must take a sufficiently large sample from the series and may test these vehicles by paragraph 7.1. Paragraph 7.6. applied if the requirements of paragraph 7.5. were not met. The competent authority then had to make sure that all necessary steps were taken to re-establish conformity of production as rapidly as possible.

The competent authority which has granted type approval may at any time verify the conformity control methods applicable to each production unit.
The inspector shall take a sufficiently large sample from the series.

Vehicle manufacturer

  • Update your test equipment and instructions to the new kPa values in paragraphs 7.2.2., 7.2.4. and 7.3.2.
  • Test that the fuel system pressure drops to less than 2.5 kPa above ambient pressure within one minute (para. 7.3.5.).
  • Ask the responsible authority for its agreement if you want an alternative procedure (paras. 7.1.1., 7.2.5., 7.3.6. and 7.4.4.3.).
  • Ask for the approval of the responsible authority if you want an alternative test pressure (paras. 7.2.2. and 7.3.2.).
  • If you use an alternative procedure, make sure the type approval documentation has all the conformity test details (para. 7.1.2.).

Component supplier

  • Be ready to give the manufacturer the pressure range in use of the fuel system (paras. 7.2.2. and 7.3.2.).
  • Be ready to support alternative procedures for vehicles with a sealed fuel tank system (para. 7.1.1.).
  • If you supply the fuel system, check that it meets the new pressure drop limit in paragraph 7.3.5.
