UN R83 Supplement 17 (06 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.

UN R83 — Supplement 17 to the 06 series of amendments

Supplement 16 → 17

Adopted at the WP.29 185th sessionEntry into force 2022-06-22
What changed
  • In Annex 4a, paragraph 5.1. has a new item (b) on simulation of other vehicle configurations with same body shape or same transmission. It applies where a vehicle road load has already been determined according to Appendix 7a. The condition is that the Type Approval Authority approves the simulation methodology proposed by the manufacturer.
  • In Annex 7, paragraph 3.2.1. has a new alternative at the choice of the manufacturer. In the case that E5 fuel has been used for the Type I test, E10 fuel may be used for the Type IV test.
  • In Annex 8, paragraph 5.2.11. has a new sentence. At the request of the manufacturer, a four-wheel drive vehicle must be tested in its primary drive mode of operation.
Why
  • Where an NEDC road load has already been determined, the conversion from such data to the other version is considered to be equivalent.
  • The proposal clarifies: if E5 is selected for the Type I test, E10 may still be used as worst case for the Type IV test.
  • Testing a four-wheel vehicle under Type VI conditions should not be limited to a two-wheel drive mode.

Q1What changed7 changes

Road load simulation for other vehicle configurations (Annex 4a, para. 5.1.)

New item (b) of paragraph 5.1. applies where a vehicle road load has already been determined according to Appendix 7a to this annex. In this case, simulation of the other configurations of the vehicle which have same body shape or same transmission may be used, with one condition. The condition is that the Type Approval Authority approves the simulation methodology proposed by the manufacturer. A new sentence says that, as an alternative to this, the following measures may be used. The alternative with the WLTP procedures as defined in UN GTR No. 15 now has the label “(a)”.

In the case where a vehicle road load has already been determined according to Appendix 7a to this annex, simulation of the other configurations of the vehicle which have same body shape or same transmission may be used under the condition that the Type Approval Authority approves the simulation methodology proposed by the manufacturer.
As an alternative to this, the following measures may be used.

Crankcase pressure measurement (Annex 6, para. 5.2.)

The pressure in the crankcase must be measured at an appropriate location. This first sentence of paragraph 5.2. does not change. Before, the second sentence said that it must be measured at the dip-stick hole with an inclined-tube manometer. Now the second sentence says: “It is recommended to measure the pressure at the dip-stick hole, if feasible.” The text no longer refers to an inclined-tube manometer.

The pressure in the crankcase shall be measured at an appropriate location. It shall be measured is recommended to measure the pressure at the dip-stick hole with an inclined-tube manometer, if feasible.

E10 fuel for the Type IV test (Annex 7, para. 3.2.1.)

Paragraph 3.2.1. has a new sentence. As an alternative at the choice of the manufacturer, E10 fuel may be used for the Type IV test. This applies in the case that E5 fuel has been used for the Type I test. The first sentence of paragraph 3.2.1. says that the appropriate reference fuel must be used, as defined in Annex 10 to this Regulation.

As an alternative at the choice of the manufacturer, in the case that E5 fuel has been used for the Type I test, E10 fuel may be used for the Type IV test.

Four-wheel drive vehicles in the test (Annex 8, para. 5.2.11.)

Paragraph 5.2.11. has a new last sentence. At the request of the manufacturer, a four-wheel drive vehicle must be tested in its primary drive mode of operation. The first sentence does not change: a four-wheel drive vehicle must be tested in a two-wheel drive mode of operation.

A four-wheel drive vehicle shall be tested in a two-wheel drive mode of operation. The determination of the total road force for dynamometer setting is performed while operating the vehicle in its primary designed driving mode. At the request of the manufacturer a four-wheel drive vehicle shall be tested in its primary drive mode of operation.

Q2Why it changed

Proposed by
Expert from the International Organization of Motor Vehicle Manufacturers (OICA)
Working party
GRPE, 83rd session (June 2021)

Reasons

  • During the 80th session of GRPE, the alternative methodology converting WLTP road load to NEDC was adopted. Where an NEDC road load has already been determined, the conversion from such data to the other version is considered to be equivalent.

    Sources (2)
“During the 80th session of GRPE, the alternative methodology converting WLTP road load to NEDC was adopted.”
“In the case where NEDC road load has been already determined, the conversion from such data to the other version considered to be equivalent.”
  • The reference to an inclined-tube manometer for the determination of crankcase pressure in general is not a technically neutral description. For this reason, the proposal deletes this reference. A dip-stick hole might be not available for all engine types.

    Sources (2)
“The reference to an inclined-tube manometer for the determination of crankcase pressure in general is not a technically neutral description.”
“Thus, proposal is to delete this reference. Dip-stick hole might be not available for all engine types.”
  • The proposal clarifies: if E5 is selected for the Type I test, E10 may still be used as worst case for the Type IV test.

    Sources (2)
“The 06 series of amendments permits free choice between E5 and E10 fuels.”
“It is worth clarifying that if E5 is selected for the type I test, E10 may still be used as worst case for the Type IV test.”
  • Testing a four-wheel vehicle under Type VI conditions should not be limited to a two-wheel drive mode. A two-wheel drive mode is also not required under Type I conditions, and a two-wheel mode may not be available.

Q3Who is affected

Vehicle manufacturer

  • In the case of Annex 4a item (b), use simulation only if the Type Approval Authority approves your methodology.
  • Check your crankcase pressure method against Annex 6, paragraph 5.2.: the dip-stick hole is now recommended, if feasible.
  • If E5 fuel was used for the Type I test, decide whether to use E10 for the Type IV test.
  • Decide if you request that a four-wheel drive vehicle is tested in its primary drive mode of operation (paragraph 5.2.11.).

Component supplier

  • No direct action for this role.

Technical service / Approval authority

  • In the case of Annex 4a item (b), check that the Type Approval Authority has approved the simulation methodology.
  • Check your crankcase pressure test steps: Annex 6, paragraph 5.2. no longer requires an inclined-tube manometer.
  • Be ready for Type IV tests with E10 when the manufacturer chooses it and E5 was used for Type I.
  • At the request of the manufacturer, test a four-wheel drive vehicle in its primary drive mode of operation (paragraph 5.2.11.).
