UN R83 Supplement 4 (08 series) · UNECE Regulation No. 83 (ECE R83) — Uniform provisions concerning the approval of vehicles with regard to the emission of pollutants according to engine fuel requirements.
UN R83 — Supplement 4 to the 08 series of amendments
Supplement 3 → 4
- What changed
- For vehicles of categories X and Y, the mass in Annex 1, paragraph 2.6. must not include the mass of the driver.
- Table A3/1 now names the series of amendments or the version of UN Regulations Nos. 24, 85 and 168, and adds “or any later version”.
- In Annex 4, checks for malfunction, low fuel level and low reagent level now refer to indications or warnings, not to lamps or lights.
- Why
- The Task Force on Automated Vehicles Regulations Screening (AVRS) says that its changes are necessary to include vehicles with Automated Driving Systems in the Regulation.
- Vehicles of categories X and Y do not have a driver position, so the driver mass is not part of the mass in running order.
- The proposal changes references to driver actions, and driver messages and warnings, to suit vehicles with and without a driver.
Q1What changed15 changes
Driver mass for vehicle categories X and Y (Annex 1, para. 2.6.)
For vehicles of categories X and Y, the mass in paragraph 2.6. must not include the mass of the driver. Before this supplement, paragraph 2.6. had no such exception for the driver. The other items of the mass, for example liquids and tools, do not change.
Operating mode switch items deleted (Annex 1, para. 3.4.3.; Annex 2, para. 1.9.2.)
This supplement deletes the item “Operating mode switch: with/without” from Annex 1 (paragraph 3.4.3.) and from Annex 2 (paragraph 1.9.2.). Annex 1 paragraphs 3.4.3.1., 3.4.3.1.1., 3.4.3.1.2. and 3.4.3.1.3. become paragraphs 3.4.3., 3.4.3.1., 3.4.3.2. and 3.4.3.3. Their text does not change.
Series of amendments of other UN Regulations in Table A3/1 (Annex 3)
Table A3/1 now names the 03 series of amendments to UN Regulation No. 24 and the original version of UN Regulations Nos. 85 and 168. The entries for UN Regulations Nos. 24, 85, 154 and 168 now add “or any later version”. The UN Regulation No. 154 entries now say “Level 1A requirements of the 02 series of amendments or the requirements of the 03 series of amendments”. A new key entry (4) says that the requirements of Level 1A or Level 2 apply for UN Regulations Nos. 154 and 168. The UN Regulation No. 154 entries and the UN Regulation No. 168 entry refer to key entry (4).
Vehicle examination for in-service conformity testing (Annex 4, para. 5.7.2. and Appendix 1)
Paragraph 5.7.2. of Annex 4 now asks for a “check for indication of malfunction” instead of “visual checks for lit malfunction indicator lamps”. In Appendix 1 to Annex 4, paragraph 1. now asks about an active indication of low fuel level, not the fuel reserve light. Paragraph 2. of Appendix 1 now asks about warnings, not warning lights on the instrument panel, for a malfunction that normal maintenance cannot resolve. Paragraph 3. of Appendix 1 now asks about an active indication of low reagent level after engine-on, not the SCR light. In paragraphs 1. to 3., the instruction that follows each question does not change.
User-selectable modes (Annex 4, Appendix 5, paras. 18. and 19.)
Paragraphs 18. and 19. of Appendix 5 to Annex 4 now say “User-selectable mode(s)” instead of “Driver selectable mode(s)”.
Gear position in the Type 2 test (Annex 5, paras. 2.3. and 2.4.)
For manually-operated or semi-automatic-shift gearboxes, paragraph 2.3. now refers to the gear in “neutral”, not to the gear lever in the “neutral” position. For automatic-shift gearboxes, paragraph 2.4. now refers to the gear in “neutral” or “park”, not the gear selector in “neutral” or “parking”. Paragraph 2.3. keeps the condition that the clutch is engaged.
Reference to R.E.3 in footnote 1
Footnote 1 now refers to the Consolidated Resolution on the Construction of Vehicles (R.E.3.), document ECE/TRANS/WP.29/78/Rev.8. Before this supplement, the footnote referred to document ECE/TRANS/WP.29/78/Rev.6. The footnote no longer refers to “para. 2.”, and its web address is now “https://unece.org/transport/vehicle-regulations/wp29/resolutions”. The removal of “para. 2.” and the new web address come from Annex VI of ECE/TRANS/WP.29/1192.
Q2Why it changed
- Proposed by
- Task Force on Automated Vehicles Regulations Screening (AVRS); for Annex 1, paragraph 3.4.3., Annex 2, paragraph 1.9.2. and Table A3/1, experts from OICA
- Working party
- GRPE, 93rd session (October 2025) and 94th session (March 2026)
Reasons
The proposal says that its changes are necessary to include vehicles with Automated Driving Systems in the Regulation.
Source
“The document introduces changes required to incorporate vehicles with Automated Driving Systems into the existing Regulation.”
Vehicle categories X and Y are sub-categories in R.E.3 and do not have a driver position. For this reason, the driver mass is not part of the mass in running order.

“Vehicle categories X and Y are sub-categories which are introduced in R.E.3”
“do not have a driver position. The driver mass is therefore not part of the mass in running order.”
The proposal takes out references to driver actions, so that vehicles with and without a driver are in the scope of the Regulation. It also changes driver messages and warnings so that they suit vehicles with and without a driver.
Sources (2)
“All references to driver actions are taken out of the Regulation and written in a way that it allows for vehicles with and without a driver into the scope of the Regulation.”
“Driver messages and warnings are edited in way that it would be suitable for vehicles with and without a driver.”
The concept of “Operating Mode Switch” has been removed from UN Regulation No. 83, but that removal left out these two paragraphs. They give no useful information, so they should be deleted from the information document (Annex 1) and the addendum to the approval certificate (Annex 2).
Sources (2)
“The concept of “Operating Mode Switch” has been removed from Regulation No.83 and these two paragraphs were omitted from this removal.”
“As they offer no useful information they should be deleted from both the manufacturer’s information document (Annex 1) and the addendum to the approval certificate (Annex 2).”
Proposer's reason (informal document GRPE-94-18-Rev.1)
When the 08 series of amendments was made, it gave no specific series of amendments for UN Regulations Nos. 24, 85 and 168. At that time this was not necessary, because no new series of amendments to these Regulations was foreseen. The proposal aims to make clear the minimum requirements for Euro 6e, Euro 6e-bis and Euro 6e-bis-FCM type-approval by naming the series of amendments.
Submitted by Experts from OICA. Working party adoption: ECE/TRANS/WP.29/GRPE/94, para. 16.

“When creating the 08 Series of Amendments to UN Regulation No. 83 no indications of specific Series of Amendments were given for UN Regulation No. 24, 85 and 168.”
“This was at the time not necessary, as no new Series of Amendments for these Regulations were foreseen.”
“This proposal aims to give clarity on the minimum requirements for type-approval in accordance with Euro 6e, Euro 6e-bis and Euro 6e-bis-FCM of UN Regulation No. 83 by specifying the relevant Series of Amendments.”
